CITY OF HENDERSON CITY COUNCIL MINUTES COMMITTEE MEETING Tuesday, August 6, 2019 I. CALL TO ORDER Mayor March called the Committee Meeting to order at 5:50 p.m., in the City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015. Mayor March announced the meeting is being video recorded and streamed live over the Internet. II. CONFIRMATION OF POSTING AND ROLL CALL The City Clerk confirmed the Committee Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing and emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List and Email List. Present: Debra March, Mayor Michelle Romero, Councilwoman John F. Marz, Councilman Dan H. Stewart, Councilman Absent: Dan K. ACCEPTANCE OF AGENDA (Motion) Councilman Dan H. Stewart moved to accept the agenda as presented. The roll call vote favoring passage was: Those voting aye: Debra March, John F. Marz, Michelle Romero, and Dan H. Stewart. Those voting nay: None. Those absent: Dan K. Shaw. Those abstaining: None. Mayor March declared the motion carried. IV. ITEMS OF BUSINESS C-1 BILL NO. 3334 ANNEXATION OF 5 ACRES - AMIGO AND MULLEN APPLICANT: PUBLIC WORKS, CHAPARRAL LAND, LLC City Manager/CEO Derrick introduced and read this bill by title. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, EXTENDING THE CITY LIMITS OF THE CITY BY ANNEXING THERETO APPROXIMATELY FIVE (5) ACRES, GENERALLY LOCATED SOUTHEAST OF VOLUNTEER BOULEVARD AND AMIGO STREET IN SECTION 10, TOWNSHIP 23 SOUTH, RANGE 61 EAST, M.D.M. Councilwoman Michelle Romero made the following disclosure statement: “I need to disclose that the company that I consult for in my private capacity, Union Village, LLC, has an ongoing business relationship with John Marchiano. He represents the company in various developments before the City. Mr. Marchiano also represents applicants or parties to this item. His work on this item is not related to Union Village, and I don’t believe that my employer’s business relationship with Mr. Marchiano will materially affect the independence of my judgement, or that of a reasonable person in my situation, and I intend to vote on this item. Nonetheless, I have been advised by counsel to make this disclosure pursuant to the Nevada Ethics in Government Act, and in order to promote transparency.” Alyssa Rodriguez, Assistant Director of Public Works, presented a summary of this item, and stated staff recommends referral. C-2 BILL NO. 3335 ANNEXATION OF 2.45 ACRES - WELPMAN AND BATTISTA APPLICANT: PUBLIC WORKS, HONEY ROSE, LLC City Manager/CEO Derrick introduced and read this bill by title. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, EXTENDING THE CITY LIMITS OF THE CITY BY ANNEXING THERETO APPROXIMATELY 2.45 ACRES, GENERALLY LOCATED SOUTHEAST OF VOLUNTEER BOULEVARD AND BERMUDA ROAD IN SECTION 10, TOWNSHIP 23 SOUTH, RANGE 61 EAST, M.D.M. Alyssa Rodriguez, Assistant Director of Public Works, presented a summary of this item, and stated staff recommends referral. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, EXTENDING THE CITY LIMITS OF THE CITY BY ANNEXING THERETO APPROXIMATELY 5.01 ACRES, GENERALLY LOCATED NORTHWEST OF LARSON LANE AND BERMUDA ROAD IN SECTION 9, TOWNSHIP 23 SOUTH, RANGE 61 EAST, M.D.M., AND APPROVING AN ANNEXATION AGREEMENT BETWEEN THE CITY OF HENDERSON, AND B-SCT1, LLC, A NEVADA LIMITED LIABILITY COMPANY WITH RESPECT TO THE ANNEXATION OF SUCH PROPERTY. Alyssa Rodriguez, Assistant Director of Public Works, presented a summary of this item, and stated staff recommends referral. (Motion) Councilman John F.
