I. CALL TO ORDER
Mayor March called the Committee Meeting to order at 5:50 p.m., in the
City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015.
Mayor March announced the meeting is being video recorded and streamed live
over the Internet.
II. CONFIRMATION OF POSTING AND ROLL CALL
The City Clerk confirmed the Committee Meeting had been noticed in
compliance with the Open Meeting Law by posting the Agenda three working
days prior to the meeting at City Hall, the Multigenerational Center, the Whitney
Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice
Website, the City of Henderson Website, and by mailing and emailing a copy of
the Agenda to everyone appearing thereon on the Agenda Master Mailing List
and Email List.

DEVELOPMENT AGREEMENT

City Manager/CEO Derrick introduced and read this bill by title.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON,
NEVADA, APPROVING AND ADOPTING THAT CERTAIN DEVELOPMENT
AGREEMENT BETWEEN THE CITY OF HENDERSON AND PEGH NEVADA,
LLC, FOR THE DEVELOPMENT OF APPROXIMATELY 279 ACRES OF REAL
PROPERTY, GENERALLY LOCATED SOUTH OF LARSON LANE, EAST AND
WEST OF VIA INSPIRADA IN SECTIONS 14 AND 15, TOWNSHIP 23 SOUTH,
RANGE 61 EAST, M.D.M. IN THE WEST HENDERSON PLANNING AREA.
Michael Tassi, Community Development and Services Director, displayed a site
map and provided a brief history of the site. He stated Phase One is 165 acres,
Phase Two is 68.55 acres, and Phase Three is 42.5 acres. Mr. Tassi said
residents adjacent to the Phase Three site expressed concerns with the
proximity of the development. He explained that the average distance between
the neighborhood and Phase Three is approximately 260 feet. Mr. Tassi said
there are residential protection standards with which the applicant will have to
comply with.
Mr. Tassi stated the Haas Automation facility will be located on the Phase One
site and provided an overview of its structural and landscaping design. He said
Phase One will create over 300 jobs in the first year, 600 jobs in the second
year, and a total of 2,500 within ten years. He noted that the applicant will
provide a review of the site to the City Council biannually.
Mr. Tassi stated the commencement of Phase Two is set to begin in
seven years from the grading of Phase One. He noted that the City has the
opportunity to repurchase the Phase Two and Phase Three properties, per the
development agreement.
Mr. Tassi stated staff recommends referral to the Regular Meeting for adoption.
Mayor March opened the public hearing, asking if there was anyone present
wishing to speak for or against this item.
Scott Muelrath, 89005, representing the Henderson Chamber of Commerce,
stated he and the members of the Chamber support this project and commend
the City on their economic development efforts.

Patti Charlton, 89012, stated she supports this development and thanked the
City for creating new education and career opportunities.
Ryan Brightwell, 89044, stated he opposes this item for the following reasons:
the ongoing increase in traffic and fatal auto collisions in West Henderson, the
increase in auto insurance rates, and the increase of large commercial vehicles
in the area. He stated he considers Mr. Haas’ criminal history to be unethical.
Alma Guerra, 89044, and Lisa (last name not provided), 89044, stated they
oppose this item and concurred with Mr. Brightwell’s comments regarding the
traffic concerns. They said Phase Three will affect their property and does not
want to see a multi-story building so close to the residential area. Ms. Lisa also
expressed concern with the use of metals to manufacture tools.
There being no one else wishing to speak, the public hearing was closed.
Mr. Tassi said the development plan for Phase Three is unknown at this time.
He explained the standards for Phase Three will require the applicant to be
considerate of the adjacent neighborhood, and the building height limit is
50 feet.
Mr. Tassi clarified there will be no tall buildings or gaming permitted at this
location; however, a nearby site called Inspirada Town Center will have
multi-family housing projects that could potentially be up to 90 feet tall and
include a hotel and casino.
Referring to the traffic concerns, Mr. Tassi said Via Nobila will likely be utilized
by the commercial trucks. He said it is the City’s goal to have Via Nobila
completed prior to the opening of Phase One.
At the request of the Mayor, Mr. Tassi provided an overview of the proposed
landscaping buffers and said loading zones will be facing away from the
neighborhood.
Responding to the concern regarding tool manufacturing, Mayor March clarified
that the facility will shape sheet metal pieces for machinery, not produce or melt
metal materials.
Councilman Stewart briefed those present on his recent visit to the site.
