I. CALL TO ORDER
Mayor March called the Committee Meeting to order at 5:45 p.m., in the
City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015.
Mayor March announced the meeting is being video recorded and streamed live
over the Internet.
II. CONFIRMATION OF POSTING AND ROLL CALL
The City Clerk confirmed the Committee Meeting had been noticed in
compliance with the Open Meeting Law by posting the Agenda three working
days prior to the meeting at City Hall, the Multigenerational Center, the
Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public
Notice Website, the City of Henderson Website, and by mailing and emailing a
copy of the Agenda to everyone appearing thereon on the Agenda Master
Mailing and Emailing List.

DEPARTMENT OF UTILITY SERVICES
City Manager/CEO Derrick introduced and read this bill by title.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON,
NEVADA, TO ESTABLISH SECTION 14.18.047 – WEST HENDERSON-
BERMUDA WASTEWATER BACKBONE INFRASTRUCTURE RATES – OF
THE HENDERSON MUNICIPAL CODE.
Heidi Duxheimer, Utility Services Infrastructure Plan Manager, presented a
summary of this item, and noted this ordinance will establish a fee to equitably
distribute the sewer infrastructure cost to the vacant land in West Henderson.
She said staff proposes this rate would be effective next week. Ms. Duxheimer
displayed slides depicting the segments and area rates.
Amanda Moss, 89147, Southern Nevada Homebuilders’ Association,
recognized City staff for answering members’ questions, and said she
appreciated discussing details of this application with staff.

Councilman Shaw made the following disclosure statement: “I need to disclose
that I am a homeowner in MacDonald Highlands. As such, being a homeowner
in the area, I received notice of this application as part of the City’s public
notification process. However, any benefit or detriment accruing to me as a
result of this application is not greater than that accruing to other homeowners
in the MacDonald Highlands. Accordingly, I do not believe that the
independence of judgment of a reasonable person in my situation would be
compromised and I intend to vote on this item.”

V. PUBLIC COMMENT
Items discussed under Public Comment cannot be acted upon at this meeting,
but may be referred by Council to the next available meeting for consideration.
Public Comment will be limited to three (3) minutes at the discretion of the
Mayor/Chair. The Mayor/Chair reserves the right to curtail abusive, offensive,
inflammatory or repetitive comments that disrupt, disturb or otherwise impede
the orderly conduct of the meeting. In addition, any person willfully disrupting
the meeting may be removed from the room by the presiding officer. See
NRS 241.030(4)(a). Examples of disruptive conduct include, without limitation,
