CITY OF HENDERSON CITY COUNCIL MINUTES COMMITTEE MEETING Tuesday, September 13, 2022 I. CALL TO ORDER (Minutes/Discussion) Mayor Debra March called the Committee Meeting to order at 3:45 p.m., in the City Council Chambers, City Hall, 240 South Water Street, Henderson, Nevada 89015. Mayor March said to make it easier for residents to voice their comments, there will be two public comment periods, one at the beginning of the meeting, designated for comments related to items on the agenda, and one at the end of the meeting, for general public comment. Mayor March stated the meeting is being video recorded and streamed live to the Internet and on YouTube. II. CONFIRMATION OF POSTING (Minutes/Discussion) Jose Luis Valdez, City Clerk, confirmed the Committee Meeting had been noticed in compliance with the Nevada Open Meeting Law. III. ROLL CALL Present and responding to roll call were the following: Debra March, Mayor John F. Marz, Councilman Michelle Romero, Councilwoman Dan K. Shaw, Councilman Dan H. PUBLIC COMMENT (Minutes/Discussion) Mayor March opened the public hearing and asked if there were any comments from the public related to items on the Committee Meeting agenda. Johnnay Sanders, 89015, expressed support under agenda Item 1. She said she manages Morrell Park Apartments and said for the safety of the residents within the vicinity, permits should be required to feed and disperse food within the parks and individuals unaccompanied by minor children should be required to remain at least 50 feet from the playground area. She said she appreciates Code Enforcement’s involvement at Morrell Park and said the rules need to be enforced at all City-owned parks and trails. There being no one else wishing to speak, the public hearing was closed. V. ACCEPTANCE OF AGENDA (Motion) Councilman Dan H. Stewart moved to accept the agenda, as amended: Items 2 and 3 will be heard together but voted on separately. Lisa Corrado, Community Development and Services Director, presented a summary of this item. Councilwoman Romero thanked all the departments that worked on this item and stated the amendments are necessary and have been requested by the neighbors. (Minutes/Discussion) Note: Items 2 and 3 were heard together but voted on separately. Richard Derrick, City Manager/CEO, introduced and read the bills for Items 2 and 3 by title. Kyle Okamura, Deputy Director of Utilities, presented a summary of Items 2 and 3. Henderson City Council Committee Meeting Page 4 of 7 Tuesday, September 13, 2022 – Minutes Councilman Stewart stated the Assembly approved the Southern Nevada turf removal proposal and the Nonfunctional Turf Removal Advisory Committee, which was appointed by the Southern Nevada Water Authority, focused on defining functional and nonfunctional turf to address the existing nonfunctional turf installations in Southern Nevada. Mr. Okamura stated the Nonfunctional Turf Removal Advisory Committee’s definitions regarding functional and nonfunctional turf were incorporated into the Henderson Municipal Code amendment for consistency purposes. Councilman Stewart stated the law is well defined, and everyone will need to be compliant. Mayor March said the recommended changes are reasonable and the communities need to work together to ensure the health of the Colorado River and for our future. Councilman Marz stated when making decision regarding new developments and subdivisions, the Council will need to consider the addition of designated playground areas so that the children will have place for play with turf. Mayor March stated the City of Henderson subscribes to the policy of having a park or a trail within a 10-minute walk of each household because of the importance of having a healthy community that can enjoy the available outdoor amenities.
