I. CALL TO ORDER
(Minutes/Discussion)
Mayor Michelle Romero called the Committee Meeting to order at 3:45 p.m., in
the City Council Chambers, City Hall, 240 South Water Street, Henderson,
Nevada 89015.
Mayor Romero said to make it easier for residents to voice their comments,
there will be two public comment periods, one at the beginning of the meeting,
designated for comments related to items on the agenda, and one at the end of
the meeting, for general public comment.
Mayor Romero stated the meeting is being video recorded and streamed live to
the Internet and on YouTube.
II. CONFIRMATION OF POSTING

Jose Luis Valdez, City Clerk, confirmed the Committee Meeting had been
noticed in compliance with the Nevada Open Meeting Law.

AMENDING PORTIONS OF SECTIONS 19.8.8, 19.9.1, 19.9.5, 19.9.6, 19.9.7,
AND 19.9.8 TO MAKE NECESSARY CHANGES TO USES IN THE RN

Lisa Corrado, Community Development and Services Director, provided a
summary of this item.
Jared Tasko, Principal Planner, provided a presentation titled Rural
Neighborhood Overlay Code Updates.
Mayor Romero thanked the Community Development and Services Department
staff for their thorough work to help protect rural neighborhoods.
Councilman Dan H. Stewart thanked the Community Development and Services
Department, Councilman Seebock, and Mayor Romero for their work to help
resolve questions on this effort.
Councilman Jim Seebock thanked Mr. Tasko and his team for helping to protect
the rural neighborhood way of life as well and for helping to provide for housing
diversity within the City.

VII. PUBLIC COMMENT
(Minutes/Discussion)
Kasie Lovitt, 89015, expressed her support for Item 3 and inquired if the new
restrictions within rural neighborhoods would affect home-based businesses.
Lisa Corrado, Director of Community Development and Services, stated she did
not believe home-based businesses would be affected.
Oscar Schick, 89105, inquired regarding the status of the Anand Utsav Mandir -
Temple Complex (CUP-2022009884), as well as potential funding disputes to
build the temple.
Mayor Romero stated the new ordinance would only affect items going forward,
and the funding disagreement is considered a private matter between those two
parties.

Ms. Corrado stated she would have staff follow up and confirm the expiration for
the Conditional Use Permit.
Responding to a question by Councilwoman Carrie Cox regarding religious use
allowed by the new ordinance, Ms. Corrado, explained that uses which create
more traffic are limited to the perimeter streets.

There being no further business to come before the Council, Mayor Michelle
Romero, in concurrence with the Council, adjourned the Committee Meeting at
3:56 p.m
