I. CALL TO ORDER
(Minutes/Discussion)
Mayor Michelle Romero called the Committee Meeting to order at 3:45 p.m., in
the City Council Chambers, City Hall, 240 South Water Street, Henderson,
Nevada 89015.
Mayor Romero said to make it easier for residents to voice their comments,
there will be two public comment periods, one at the beginning of the meeting,
designated for comments related to items on the agenda, and one at the end of
the meeting, for general public comment.
Mayor Romero stated the meeting is being video recorded and streamed live to
the Internet and on YouTube.
II. CONFIRMATION OF POSTING

Jose Luis Valdez, City Clerk, confirmed the Committee Meeting had been
noticed in compliance with the Nevada Open Meeting Law.

Richard Derrick, City Manager/CEO, reminded those present that Items 1, 2,
and 3 will be heard together and voted on separately. Mr. Derrick introduced
and read the three bills by title.
Mayor Michelle Romero read the following abstention statement regarding
Items 1, 2, and 3:
Items 1, 2, and 3 are ordinances adopting the zone change, development
agreement, and park agreement for the Lakemoor Canyon project that were
approved at the last City Council meeting. It is my understanding that Las
Vegas Paving will serve as one of the contractors for the Lakemoor Canyon
project. My husband and son work for Las Vegas Paving Corporation. Their
employment with Las Vegas Paving is a conflict of interest that could be
perceived by a reasonable person to affect the independence of my judgment
on this matter. Accordingly, I will abstain from deliberation and voting on these
items.

Councilman Dan Stewart read the following abstention statement regarding
Item 4:
This item is the ordinance for a standard form development agreement for a
project for Boulevard South Land Company, LLC, that was approved at the last
City Council Meeting. My nephew, John Stewart, is a principal with Boulevard
South Land Company. This is a conflict of interest that could be perceived by a
reasonable person to affect the independence of my judgement on this
matter. Therefore, I will abstain from deliberation and voting on this item.

Councilman Jim Seebock moved to refer Bill No. 3754 to the Regular Meeting
with a do-pass recommendation.

Mayor Michelle Romero recognized members of the Green Valley Lutheran
School student council, as well as Scout Blaze Pamintuan who is pursuing a
merit badge in community service for Boy Scouts.
