CITY OF HENDERSON CITY COUNCIL MINUTES REGULAR MEETING Tuesday, December 21, 2021 I. CALL TO ORDER (Minutes/Discussion) Mayor Debra March called the Regular Meeting to order at 4:00 p.m., in the City Council Chambers, City Hall, 240 South Water Street, Henderson, Nevada 89015. Mayor March announced due to the termination of the State of Nevada Executive Department Declaration of Emergency Directive 006 as of May 31, 2021, in-person attendance will be allowed consistent with CDC guidelines. However, in accordance with Declaration of Emergency Directive 047, individuals shall be required to cover their nose and mouth with a mask or face covering in a manner consistent with the guidance issued by the CDC, and any subsequent guidance issued by the CDC. She requested residents please check www.cdc.gov for additional information. To make it easier for residents to voice their comments, there will be two public comment periods. There will be one at the beginning of the meeting, designated for comments related to items on the agenda, and one at the end of the meeting, for general public comment. Mayor March said the meeting is being video recorded and streamed live to the Internet and on YouTube. II. Stewart moved to accept the agenda as amended: Item 37 was continued to the March 15, 2022, City Council Regular Meeting, at the request of the applicant to allow staff and the applicant to gather information on the operation and compatibility with the surrounding businesses, and data from 24-hour operators in surrounding jurisdictions. Item 38 was continued to the February 1, 2022, City Council Regular Meeting, at the request of the applicant. Item 48 was continued to the February 1, 2022, City Council Regular Meeting, at the request of the applicant. Item 49 was withdrawn at the request of staff. CITY MANAGER'S REPORT 1 CITY MANAGER'S REPORT CMTS NUMBER(S): N/A CITY MANAGER'S OFFICE The City Manager's Report cannot be acted upon or discussed at this meeting, but may be referred by Council to the next regular meeting for consideration. (Minutes/Discussion) Bristol Ellington, Deputy City Manager/COO, said Mayor March joined more than 25 other mayors across the United States in support of a nationwide "Move with the Mayor" program to reduce heart disease and stroke by encouraging residents to get up and get moving. Mr. Ellington announced the National Forum for Heart Disease and Stroke Prevention has awarded Gold Medal Status to Mayor March's "Move with the Mayor" Program. Mr. Ellington said City Manager Richard Derrick was named to the list of the Most Empowering Business Leaders of 2021 by CIO Views Magazine based on his long record of managerial excellence and innovation, as well as his ability to successfully guide the City of Henderson through the formidable challenges brought on by the pandemic.
