July 17, 2012
I. CALL TO ORDER
Mayor Hafen called the Special Meeting to order at 6:09 p.m., in the City
Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015.
II. CONFIRMATION OF POSTING AND ROLL CALL
The City Clerk confirmed the Special Meeting had been noticed in compliance
with the Open Meeting Law by posting the Agenda three working days prior to
the meeting at City Hall, the Multigenerational Center, the Whitney Ranch
Recreation Center, and Fire Station No. 86, and by mailing a copy of the
Agenda to everyone appearing thereon on the Agenda Master Mailing List.

III. ACCEPTANCE OF AGENDA
(Motion)
Mayor Andy Hafen moved to accept the agenda as presented.
The roll call vote favoring passage was: Those voting aye: Sam Bateman,
Andy Hafen, Debra March, and Gerri Schroder. Those voting nay: None.
Those absent: John F. Marz. Those abstaining: None. Mayor Hafen declared
the motion carried.
IV. ITEMS OF BUSINESS
S-1 APPOINTMENT
CHIEF OF POLICE
CITY MANAGER'S OFFICE
City Council ratification of the City Manager's appointment of Patrick E. Moers as
Chief of Police, in conformance with the Henderson City Charter.
Jacob Snow, City Manager, commented that approximately four months ago
while riding the Henderson to Downtown Express bus he was seated next to a
former City of Henderson employee who worked closely with the Police
Department. They had a discussion regarding potential chief of police applicants
and the employee specifically pointed out that Patrick Moers would be a solid
candidate and a good listener.
City Manager Snow recommended the City Council ratify Patrick Moers as the
new City of Henderson Chief of Police.
(Motion)
Councilwoman Debra March moved to ratify the City Manager's appointment of
Patrick E. Moers as Chief of Police, in conformance with the Henderson City
Charter.
The roll call vote favoring passage was: Those voting aye: Sam Bateman,
Andy Hafen, Debra March, and Gerri Schroder. Those voting nay: None.
Those absent: John F. Marz. Those abstaining: None. Mayor Hafen declared

S-2 OATH OF OFFICE
CHIEF OF POLICE
CITY CLERK'S OFFICE
Oath of Office for newly appointed Chief of Police Patrick E. Moers.
(Action)
Sabrina Mercadante, City Clerk, administered the Oath of Office to Patrick
Moers as the Henderson Chief of Police.
Patrick Moers, Chief of Police, thanked everyone in attendance for their support.
He thanked City Manager Snow for trusting him with the leadership of the
Henderson Police Department, and the Mayor and City Council for their trust
and confidence. Chief Moers also thanked the dedicated employees and
partners in the law enforcement community, department heads, business
leaders, and citizens. He stated that it is an honor to be appointed Chief of
Police and it is his commitment to continue to make Henderson one of the
safest communities in this country.
V. PUBLIC COMMENT
No public comments were presented.
VI. ADJOURNMENT
There being no further business to come before the Council, Mayor Hafen, in
concurrence with the Council, adjourned the Special Meeting at 6:17 p.m.
Mayor Hafen invited those people in attendance to a light reception to honor
newly appointed Chief of Police Pat Moers.
