I. CALL TO ORDER
(Minutes/Discussion)
Mayor Debra March called the Special Meeting to order at 3:00 p.m., in the
City Council Chambers, City Hall, 240 South Water Street, Henderson,
Nevada 89015.
Mayor March said to make it easier for residents to voice their comments, there
will be two public comment periods, one at the beginning of the meeting,
designated for comments related to items on the agenda, and one at the end of
the meeting, for general public comment.
Mayor March stated the meeting is being video recorded and streamed live to
the Internet and on YouTube.
II. CONFIRMATION OF POSTING

Nathan Hill, Archives and Records Manager, confirmed the Special Meeting had
been noticed in compliance with the Nevada Open Meeting Law.

IV. PUBLIC COMMENT

Judge Alicia Albritton’s uncle, Dr. Eddie Tiggs, led those in attendance in a
prayer.
V. ACCEPTANCE OF AGENDA (For Possible Action)

Councilman Dan H. Stewart moved to accept the agenda, as presented.
(Vote)
The roll call vote favoring passage was: Those voting aye: Mayor Debra March,
Councilman John F. Marz, Councilwoman Michelle Romero, Councilman Dan K.
Shaw, Councilman Dan H. Stewart. Those voting nay: (None). Those absent:
(None). Those abstaining: (None). Result: Pass.

1 OATH OF OFFICE
ALICIA ALBRITTON
HENDERSON MUNICIPAL COURT JUDGE, DEPARTMENT 1

CITY CLERK'S OFFICE
The City Clerk will administer the Oath of Office to Alicia Albritton, Henderson
Municipal Court Judge, Department I, to fulfill the unexpired term ending on
January 5, 2027.

Judge Tierra Jones, Department 10 District Court Judge, administered an Oath
of Office to Alicia Albritton, Henderson Municipal Court Judge, Department I, to
fulfill the unexpired term ending on January 5, 2027, which was followed by a
photo opportunity session and a robing ceremony by Judge Albritton’s mother
and brother.
Judge Albritton thanked Mayor March and the Council for their vote of
confidence in entrusting her to fulfill the Henderson Municipal Court Judge,
Department I, vacancy and stated she hopes to make everyone proud. She
also thanked her family, previous coworkers, new coworkers, and Municipal
Court Judges Jeremy Cooley and Rodney Burr, and said she looks forward to
working with them in upholding laws of the State of Nevada and the City of
Henderson.

Mayor Debra March, in concurrence with the Council, adjourned the
Special Meeting at 3:09 p.m.

Public comment will be taken during the designated Public Comment periods. Individuals will
be limited to three (3) minutes and spokespersons for a group will be limited to ten (10)
minutes at the discretion of the Mayor/Chair. The Mayor/Chair reserves the right to curtail
abusive, offensive, inflammatory, or repetitive comments that disrupt, disturb, or otherwise
impede the orderly conduct of the meeting. See NRS 241.030(4)(a). Examples of disruptive
conduct include, without limitation, yelling, stamping of feet, whistles, applause, heckling,
name calling, use of profanity, personal attacks, intimidation, threats, or any other comments
intended to impede the meeting or infringe on the rights of the Henderson City Council,
City staff, or meeting participants.
