CITY OF HENDERSON CITY COUNCIL MINUTES SPECIAL MEETING Tuesday, November 1, 2022 I. CALL TO ORDER (Minutes/Discussion) Mayor Pro Tem Dan H. Stewart called the Special Meeting to order at 3:03 p.m., in the City Council Chambers, City Hall, 240 South Water Street, Henderson, Nevada 89015. Mayor Pro Tem Stewart said to make it easier for residents to voice their comments, there will be two public comment periods, one at the beginning of the meeting, designated for comments related to items on the agenda, and one at the end of the meeting, for general public comment. Mayor Pro Tem Stewart stated the meeting is being video recorded and streamed live to the Internet and on YouTube. II. CONFIRMATION OF POSTING III. ROLL CALL Present and responding to roll call were the following: Dan H. Stewart, Mayor Pro Tem John F. Marz, Councilman Michelle Romero, Councilwoman Dan K. Shaw, Councilman Absent: Debra March, Mayor Staff Present: Richard Derrick, City Manager/CEO Jose Luis Valdez, City Clerk Nicholas Vaskov, City Attorney Jim McIntosh, Chief Financial Officer Ed McGuire, Director of Public Works Lisa Corrado, Community Development and Services Director Janet Sandifer, Deputy City Clerk IV. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Councilwoman Michelle Romero moved to accept the agenda, as presented. (Vote) The roll call vote favoring passage was: Those voting aye: Councilman John F. Marz, Councilwoman Michelle Romero, Councilman Dan K. Shaw, Mayor Pro Tem Dan H. Stewart. Those voting nay: (None). Those absent: Mayor Debra March. Those abstaining: (None). Result: Pass. VI. ITEMS OF BUSINESS 1 RATIFICATION OF ASSISTANT CITY MANAGER/CFO CMTS NUMBER(S): CITY MANAGER Ratification of the City Manager's appointment of Jim McIntosh as the Assistant City Manager/Chief Financial Officer. (Minutes/Discussion) Richard Derrick, City Manager/CEO, gave a summary of Jim McIntosh’s professional tenure with the City of Henderson and stated he is pleased to place his name before the Mayor Pro Tem and Council to be ratified as the next Assistant City Manager and Chief Financial Officer. Councilman Dan K. Shaw stated he is thrilled to work with Mr. McIntosh and said he is looking forward to his involvement with the management team. Councilwoman Michelle Romero congratulated Mr. McIntosh and thanked him for taking this opportunity to lead a great group of individuals. (Motion) Councilwoman Michelle Romero moved to ratify the City Manager's appointment of Jim McIntosh as the Assistant City Manager/Chief Financial Officer. (Vote) The roll call vote favoring passage was: Those voting aye: Councilman John F. Marz, Councilwoman Michelle Romero, Councilman Dan K. Shaw, Mayor Pro Tem Dan H. Stewart. Those voting nay: (None). Those absent: Mayor Debra March. Those abstaining: (None). Result: Pass. Henderson City Council Special Meeting Page 3 of 4 Tuesday, November 1, 2022 - Minutes 2 OATH OF OFFICE CMTS NUMBER(S): CITY MANAGER Oath of Office for Jim McIntosh, Assistant City Manager/Chief Financial Officer. (Minutes/Discussion) Jose Luis Valdez, City Clerk, administered an Oath of Office to Jim McIntosh, Assistant City Manager/Chief Financial Officer. Mr. McIntosh thanked the members of the City Council for their vote of confidence in entrusting him to fulfill his new role. He thanked the City Manager, his coworkers, members of the Executive Team, and the Fire and Police Chiefs. Mr. McIntosh also introduced his family, which were present in the audience to support and celebrate his accomplishments. Mayor Pro Tem Dan H. Stewart congratulated Mr. McIntosh, on behalf of his colleagues, and said he looks forward to working with him. VII. MAYOR/COUNCILMEMBER COMMENTS (Minutes/Discussion) There were no Mayor/Councilmember comments presented. VIII. PUBLIC COMMENT (Minutes/Discussion) There were no public comments presented. ADJOURNMENT (Minutes/Discussion) There being no further business to come before the Council, Mayor Pro Tem Dan H. Individuals will be limited to three (3) minutes and spokespersons for a group will be limited to ten (10) minutes at the discretion of the Mayor/Chair. The Mayor/Chair reserves the right to curtail abusive, offensive, inflammatory, or repetitive comments that disrupt, disturb, or otherwise impede the orderly conduct of the meeting.
