CITY OF HENDERSON CIVIL SERVICE BOARD MINUTES Wednesday, November 5, 2025 I. CALL TO ORDER Tamia Hawthorne, Human Resources Analyst, called the Civil Service Board meeting to order at 3:52 p.m. in the Westgate Conference Room, 240 South Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Tamia Hawthorne, Human Resources Analyst, confirmed the Civil Service Board meeting had been noticed in compliance with the Nevada Open Meeting Law. Present: Eric James Gilliland Stacey Martini Brenda Williams Absent: Bob Sweetin (excused) Kimberly A. Virtuoso (excused) Staff: Aliecia Cooper, Human Resources Business Partner Kristina Gilmore, Assistant City Attorney III Tamia Hawthorne, Human Resources Analyst Nancy Heffernan, City Clerk Services Specialist Javier Mendez, Director of Human Resources London Porter, Assistant Director of Human Resources Isabel Ramirez, Human Resources Analyst II Amy Wong, Human Resources Manager III. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Member Eric James Gilliland introduced a motion to accept the agenda as presented. (Vote) The vote favoring acceptance was unanimous. Presiding Officer Javier Mendez declared the motion carried. Civil Service Board Meeting Page 2 of 4 Wednesday, November 5, 2025 – Minutes V. NEW BUSINESS 1 ELECTION OF CHAIRPERSON HUMAN RESOURCES DEPARTMENT (Motion) Member Eric James Gilliland introduced a motion to elect himself for the position of Chairperson to the Civil Service Board. (Vote) The vote favoring passage was unanimous. Presiding Officer Javier Mendez declared the motion carried. 2 ELECTION OF VICE CHAIRPERSON HUMAN RESOURCES DEPARTMENT (Motion) Member Brenda Williams motioned to elect herself for the position of Vice Chairperson to the Civil Service Board. (Vote) The roll call vote favoring passage was unanimous. Presiding Officer Javier Mendez declared the motion carried. 3 HUMAN RESOURCES DIRECTOR UPDATE HUMAN RESOURCES DEPARTMENT Javier Mendez, Director of Human Resources, thanked the Board for their service. Mr. Mendez provided a brief update on the general status of the Civil Service employees including:  Modernization of hiring processes  Gather employee feedback  Enhance process improvements  Analyze staff attrition rates  Utilize social media for recruitment  Increase flexibility when transferring employees Civil Service Board Meeting Page 3 of 4 Wednesday, November 5, 2025 – Minutes 4 PROPOSED REVISIONS TO CIVIL SERVICE RULES HUMAN RESOURCES DEPARTMENT Amy Wong, Human Resources Manager, presented proposed amendments to the Civil Service Rules (HMC Title 6.0) to the Civil Service Board. The proposed amendments include the following:  Updates to the annual pay adjustment  Update the term 'Application Materials'  Include a three-day response time-limit for candidates  Update the usage of the transfer list  Rules for selecting part-time employees for full-time positions  Addition of the terms 'unprofessionalism' and 'dishonesty'  Minor grammar and process updates 5 CHANGES TO CIVIL SERVICE RULES HUMAN RESOURCES DEPARTMENT (Motion) Member Brenda Williams introduced a motion to accept the proposed amendments to the Civil Service Rules. (Vote) The vote favoring passage was unanimous. Presiding Officer Javier Mendez declared the motion carried. A brief discussion ensued regarding background checks being completed more quickly and what is being done to modernize recruitments. VI. CHAIRMAN\MEMBER COMMENTS There were no chairman\member comments presented. VII. SET NEXT MEETING The next meeting was not scheduled. The proposed amendments include revising Pay for Performance language to Annual Pay Adjustment; providing additional flexibility and updates to recruitment and selection processes; revisions to the list of prohibited conduct; and other additional grammatical, clarifying, and/or conforming changes. 5 CHANGES TO CIVIL SERVICE RULES HUMAN RESOURCES DEPARTMENT For Possible Action. RECOMMENDATION: Accept Civil Service Board will take possible action to accept the proposed amendments to the Civil Service Rules. VI. CHAIRMAN\MEMBER COMMENTS The Chairman and Members may speak on any subject under this section of the agenda. Chairman and Members may comment on matters including, without limitation, future agenda items, upcoming meeting dates, and meeting procedures. Comments made cannot be acted upon or discussed at this meeting, but may be placed on a future agenda for consideration. VII. SET NEXT MEETING VIII.
