CITY OF HENDERSON COMMEMORATIVE BEAUTIFICATION COMMISSION MINUTES October 14, 2014 I. CALL TO ORDER Chairman John Casanova called the Commemorative Beautification Commission Meeting to order at 6:00 p.m., at 105 W. Basic Road, in the Parks and Recreation Administrative Office Conference Room. II. CONFIRMATION OF POSTING AND ROLL CALL Present: Chairman John Casanova Rosa Herwick Debra Jacobson Jennifer Lewis Kapua Maruyama (arrived at 6:21 p.m.) Absent: Ed Long (excused) Denise Olsen (excused) Staff: Kirk Niemand, Park Operations Manager Monica Rivera, Recording Secretary Brent Gunson, Assistant City Attorney III (arrived at 6:11 p.m.) Tedie Jackson, Council and Commission Services Reporter Guest: Ian Massey, Chief of Alternative Sentencing III. PUBLIC COMMENT No comments were presented by the public. IV. ACCEPTANCE OF AGENDA (Motion) Ms. Herwick introduced a motion to accept the agenda as presented, seconded by Ms. Lewis. NEW BUSINESS 1 MINUTES SEPTEMBER 9, 2014 PUBLIC WORKS, PARKS AND RECREATION Adopt the minutes of September 9, 2014 meeting. (Motion) Ms. Lewis introduced a motion to approve the minutes of September 9, 2014, as presented, seconded by Ms. Jacobson. The vote favoring approval was unanimous. Chairman Casanova declared the motion carried. 2 ELECTION CHAIRPERSON PUBLIC WORKS, PARKS AND RECREATION Elect new Chairperson. Ms. Herwick nominated John Casanova as Chairperson of the Commemorative Beautification Commission for 2015, seconded by Ms. Lewis. As no further nominations were made, the vote favoring approval was unanimous and Mr. Casanova was declared Chairperson. 3 ELECTION VICE-CHAIRPERSON PUBLIC WORKS, PARKS AND RECREATION Elect new Vice-Chairperson. Ms. Jacobson nominated Denise Olsen as Vice-Chairperson of the Commemorative Beautification Commission for 2015, seconded by Ms. Lewis. As no further nominations were made, the vote favoring approval was unanimous and Ms. Olsen was declared Vice-Chairperson. Commemorative Beautification Commission Page 3 of 6 October 14, 2014 – Minutes 4 ALTERNATIVE SENTENCING PUBLIC WORKS, PARKS AND RECREATION Staff representative will provide information on the Alternative Sentencing program and costs. Ian Massey, Chief of Alternative Sentencing, reported that this is a community misdemeanor work program for people have been convicted of a crime and cannot pay their fines due to a financial hardship. This program allows people to offset fines by earning $10.00 per hour in the work program. He commented that there are approximately 300 active participants in the program. The type of work includes cleaning up exterior buildings, landscaping, picking up trash and weeds in targeted areas, and maintaining infrastructure such as block walls. He noted that they also maintain some trails within city limits, and clean up before and after community events and parades. 5 STAFF REPORTS PUBLIC WORKS, PARKS AND RECREATION Staff representative will provide information on the Commission Budget, Urban Forestry Report, Clean-up Trailer Program, Banners and Flags, and Staff Announcements. Kirk Niemand, Park Operations Manager, reported that there were no expenditures in the first month. Regarding the Urban Forestry Report, “Make a Difference Day” is scheduled for October 25, 2014, from 10:00 a.m. to 12:00 p.m., at Silver Springs Recreation Center. Trees will be planted on the Pitman Trail and at Silver Springs Park. Ms. Jacobson commented that she hopes they do not plant ash trees. On November 6, 2014, Coronado High School is planting fruit trees for a teaching garden. Commission members were invited to attend these events. Staff will send an email of the times. Staff intends to conduct an inventory of the Cleanup trailer at the end of this month to determine whether tools or gloves need to be purchased. Mr. Niemand reported that Fall Banners are up. Green Valley and Basic High Schools are interested in the banner contest. He will provide updates as more information becomes available. Commemorative Beautification Commission Page 4 of 6 October 14, 2014 – Minutes Two parks located in Inspirada, Potenza and Capriola, opened last week. Boulder Creek Parks and McCullough Vista Park are under construction. 6 HOLIDAY DECORATING CONTEST PUBLIC WORKS, PARKS AND RECREATION Vote on funds for the Holiday Decorating Contest awards. Kirk Niemand, Park Operations Manager, reported that staff is requesting up to $2,000.00 for holiday decorating contest awards. (Motion) Ms. Herwick introduced a motion to approve an amount not to exceed $2,000.00 for holiday decorating contest awards, seconded by Ms. Lewis. The vote favoring approval was unanimous. Chairman Casanova declared the motion carried. 7 WINTERFEST PUBLIC WORKS, PARKS AND RECREATION Vote on funds for Winterfest. Staff provided Commission members with the 2014 Outdoor Holiday Decorating Contest. The Parks and Recreation staff is requesting up to $1,500.00 to support Winterfest activities. (Motion) Ms. Herwick introduced a motion to approve an amount not to exceed $1,500.00 to support Winterfest activities, seconded by Mr. Maruyama. The vote favoring approval was unanimous. Chairman Casanova declared the motion carried. 8 MAKE A DIFFERENCE DAY PUBLIC WORKS, PARKS AND RECREATION Vote on funds for Make a Difference Day. Kirk Niemand, Park Operations Manager, stated that Parks and Recreation staff is requesting up to $2,000.00 to purchase trees for Make a Difference Day. Responding to a question by Ms. Jacobsen as to what kind of trees are planted, Mr. Niemand said he was not sure but would check with the City’s Urban Forester, Lisa Ortega. Commemorative Beautification Commission Page 5 of 6 October 14, 2014 – Minutes (Motion) Ms. Herwick introduced a motion to approve an amount not to exceed $2,000.00 to purchase trees for Make a Difference Day, seconded by Ms. Jacobsen. The vote favoring approval was unanimous. Chairman Casanova declared the motion carried. 9 ARBOR DAY PUBLIC WORKS, PARKS AND RECREATION Vote on a theme for Arbor Day. The Commission members reviewed potential Arbor Day Themes. (Motion) Ms. Lewis introduced a motion that the 2014 Arbor Theme be “Trees Make Henderson Home,” seconded by Ms. Herwick. The vote favoring approval was unanimous. Chairman Casanova declared the motion carried. 10 COMMUNITY PRIDE PUBLIC WORKS, PARKS AND RECREATION Discuss and approve Community Pride Award nominations. Staff reported that no nominations were submitted for the Community Pride Award. 11 VOLUNTEER HOURS PUBLIC WORKS, PARKS AND RECREATION Commission members report the number of volunteer hours they completed for the month. Chairman Casanova reported one hour; Ms. Herwick reported one hour; Ms. Jacobson reported one hour; Ms. Lewis reported .5 hours; and Mr. Maruyama reported zero hours. VI. CHAIRMAN\MEMBER COMMENTS Ms. Jacobson commented that the VFW Post on Lake Mead Parkway is in poor condition. She asked the Commission has authority to help beautify the property or building. The following suggestions were made to address this issue:  Contact the VFW Post to find out their needs and desires Commemorative Beautification Commission Page 6 of 6 October 14, 2014 – Minutes  Contact Boy Scout troops to develop a project for this post  Discuss this issue with redevelopment area staff and research possible solutions Mr. Casanova stated that the regularly scheduled meeting next month falls on a holiday; therefore, a special meeting will be held on November 18, 2014. VII. SET NEXT MEETING The next meeting was scheduled for November 18, 2014, at 6:00 p.m., in the Parks and Recreation Administration Building. VIII. PUBLIC COMMENT No comments were presented by the public. IX.
