Tuesday, August 22, 2023
I. CALL TO ORDER
Vice Chair Renee Carroll called the City of Henderson Development Services
Center Advisory Committee meeting to order at 7:46 a.m. in the Westgate
Conference Room, 240 South Water Street, Henderson, Nevada.
II. CONFIRMATION OF POSTING AND ROLL CALL
Emilie Weimer, Administrative Assistant III, confirmed the City of Henderson
Development Services Center Advisory Committee meeting had been noticed in
compliance with the Nevada Open Meeting Law.

III. PUBLIC COMMENT
Melanie Quintero, with the Southern Nevada Home Builders Association, read a
statement on behalf of Nat Hodgson reflecting his appreciation for the edits to
the April 25, 2023, minutes.

IV. ACCEPTANCE OF AGENDA (For Possible Action)
(Motion)
Member Majid Pakniat introduced a motion to accept the agenda, as presented.
The vote favoring approval was unanimous. Vice Chair Renee Carroll declared
the motion carried.

Development Services Center Advisory Committee meeting minutes of
April 25, 2023.
Emilie Weimer, Administrative Assistant III, made note of the amended minutes
provided at the meeting, which included several revisions that were not in the
previous version, and were attached as additional backup after the meeting.

Member Majid Pakniat introduced a motion to adopt the Development Services
Center Advisory Committee Meeting minutes of April 25, 2023, as amended.
The vote favoring approval was unanimous. Vice Chair Renee Carroll declared
the motion carried.
2 DEVELOPMENT SERVICES CENTER (DSC)
QUARTERLY PERFORMANCE REPORT
DEVELOPMENT SERVICES CENTER
Christopher Barnes, DSC Manager, or his designee, will review the
Development Services Center Quarterly Performance Report and respond to
questions from the Committee members.
Christopher Barnes, DSC Manager, gave a summary of this item and referred to
the PowerPoint presentation titled, Development Services Center Performance
Report for the Quarter Ending June 30, 2023, which included a summary of
DSC’s plan review performance, permit activity, inspection activity, and the five-
year comparison.
A brief discussion ensued regarding the following:
The number of commercial vs. residential permits
The length of time to close out a permit
The number of revisions on permits

QUARTERLY FINANCIAL UPDATE
DEVELOPMENT SERVICES CENTER
Maria Gamboa, Director of Finance, or her designee, will provide an update of
the Development Services Center's quarterly financials and respond to
questions from the Committee members.
Maria Gamboa, Director of Finance, referred to the supporting material and
provided an overview of the Development Service Center's quarterly financial
statements for the period ending on June 30, 2023, including unaudited
comparisons between balance sheets for the same period in the prior fiscal
year, the DSC’s WIPL Balance, and Quarterly Revenue Trend.

ANNUAL REPORT FOR FISCAL YEAR 2022-2023
DEVELOPMENT SERVICES CENTER
Christopher Barnes, DSC Manager, or his designee, will discuss with
Committee Members the draft Development Services Center (DSC) Advisory
Committee Annual Report for Fiscal Year 2022-2023, required by Henderson
Municipal Code 2.50.360.C, and seek the Committee’s approval of that annual
report.
Christopher Barnes, DSC Manager, presented a summary of this item.
A brief discussion ensued regarding recent staffing changes within the DSC and
the expected timeline for implementation of internal DSC business process
improvements.

Member John Stewart introduced a motion to approve the Development
Services Center (DSC) Advisory Committee Annual Report for Fiscal Year
2022-2023, as presented. The vote favoring approval was unanimous. Vice
Chair Renee Carroll declared the motion carried.

5 DSC BUSINESS UNIT RESTRUCTURE
DEVELOPMENT SERVICES CENTER
Christopher Barnes, DSC Manager, or his designee, will discuss the DSC
business unit restructure and respond to questions from the Committee
members.
Christopher Barnes, DSC Manager, presented a summary of this item, and
highlighted the DSC 360 review process and the new Assistant DSC Manager
position.
VI. CHAIRMAN\MEMBER COMMENTS
Vice Chair Renee Carroll requested more information on the DSC intake and
business processes be brought forward at the next meeting.
VII. SET NEXT MEETING
The next meeting was set for Tuesday, October 31, 2023.
VIII. PUBLIC COMMENT
There were no public comments presented.
IX. ADJOURNMENT
There being no further business to come before the Committee, Vice Chair
Renee Carroll adjourned the meeting at 8:25 a.m.
