I. CALL TO ORDER
Vice Chair Todd Steadham called the City of Henderson Development Services
Center Advisory Committee meeting to order at 7:50a.m. in the Westgate
Conference Room, 240 South Water Street, Henderson, Nevada.
II. CONFIRMATION OF POSTING AND ROLL CALL
Emilie Wiemer, Administrative Assistant III, confirmed the City of Henderson
Development Services Center Advisory Committee meeting had been noticed in
compliance with the Nevada Open Meeting Law.

Member John Stewart introduced a motion to accept the agenda, as presented.
(Vote)
The vote favoring approval was unanimous. Vice Chair Todd Steadham
declared the motion carried.

Member John Stewart introduced a motion to approve the Development
Services Center Advisory Committee meeting minutes of April 30, 2024.
(Vote)
The vote favoring approval was unanimous. Vice Chair Todd Steadham
declared the motion carried.
2 COST OF SERVICES STUDY & DSC FEES
BUILDING AND FIRE SAFETY/DEVELOPMENT SERVICES CENTER
Christopher Barnes, DSC Manager, reviewed the cost of services study and
DSC fees.
Chad Wohlford, Wohlford Consulting, provided a PowerPoint presentation titled,
Development Services Center 2024 Cost of Service Study Methodology
Review, which was added as additional backup after the meeting.
A brief discussion ensued regarding timelines for the information to be shared,
published, and taken to the City Council for approval.

Quarterly Performance Report.

Maria Gamboa, Director of Finance, provided an update of the Development
Services Center’s quarterly financials.

ANNUAL REPORT FOR FISCAL YEAR 2023-2024
BUILDING AND FIRE SAFETY/DEVELOPMENT SERVICES CENTER
Christopher Barnes, DSC Manager, discussed the draft Development Services
Center (DSC) Advisory Committee Annual Report for Fiscal Year 2023-2024.
(Motion)
Chair Renee Carroll introduced a motion to approve the draft Development
Services Center (DSC) Advisory Committee Annual Report for Fiscal Year
2023-2024 required by the Henderson Municipal Code 2.50.360.C.
(Vote)
The vote favoring approval was unanimous. Vice Chair Todd Steadham
declared the motion carried.

There we no chairman/member comments presented.
VII. SET NEXT MEETING
The next meeting was set for Tuesday, October 29, 2024.

comments that disrupt, disturb or otherwise impede the orderly conduct of the meeting. See
NRS 241.030(4)(a). Examples of disruptive conduct include, without limitation, yelling,
stamping of feet, whistles, applause, heckling, name calling, use of profanity, personal
attacks, physical intimidation, threatening use of physical force, assault, battery, or any other
acts intended to impede the meeting or infringe on the rights of the board and/or committee
members, City staff, or meeting participants.

for a group will be limited to ten (10) minutes at the discretion of the Chairman.

RECOMMENDATION: Approve
Christopher Barnes, DSC Manager, or his designee, will discuss with
Committee Members the draft Development Services Center (DSC) Advisory
Committee Annual Report for Fiscal Year 2023-2024 required by Henderson
Municipal Code 2.50.360.C and seek the Committee’s approval of that annual
report.

The Chairman and Members may speak on any subject under this section of the
agenda. Chairman and Members may comment on matters including, without
limitation, future agenda items, upcoming meeting dates, and meeting
procedures. Comments made cannot be acted upon or discussed at this
