NOTICE
DUE TO THE TERMINATION OF THE STATE OF NEVADA EXECUTIVE DEPARTMENT
DECLARATION OF EMERGENCY DIRECTIVE 006 AS OF MAY 31, 2021, IN PERSON
ATTENDANCE WILL BE ALLOWED CONSISTENT WITH CDC GUIDELINES. IN
ACCORDANCE WITH DECLARATION OF EMERGENCY DIRECTIVE 047, INDIVIDUALS
SHALL BE REQUIRED TO COVER THEIR NOSE AND MOUTH WITH A MASK OR FACE
COVERING IN A MANNER CONSISTENT WITH THE GUIDANCE ISSUED BY THE CDC,

The Chairman reserves the right to hear agenda items out of order, combine two or more
agenda items for consideration, remove an item from the agenda, or delay discussion
relating to an item on the agenda at any time.
Public comment will be taken at the designated Public Comment periods. Individuals will be
limited to three (3) minutes and spokespersons for a group will be limited to ten (10) minutes
at the discretion of the Chairman. The Chairman reserves the right to curtail abusive,
offensive, inflammatory or repetitive comments that disrupt, disturb or otherwise impede the
orderly conduct of the meeting. See NRS 241.030(4)(a). Examples of disruptive conduct
include, without limitation, yelling, stamping of feet, whistles, applause, heckling, name
calling, use of profanity, personal attacks, physical intimidation, threatening use of physical
force, assault, battery, or any other acts intended to impede the meeting or infringe on the
rights of the board and/or committee members, City staff, or meeting participants.

Public Comment during this portion of the agenda must be limited to matters on
the agenda. Individuals will be limited to three (3) minutes and spokespersons

RECOMMENDATION: For Information Only
Review and Discuss proposals received for the firearms simulator equipment
replacement and discuss next steps.
This item is to remedy a possible violation of Nevada’s Open Meeting Law
related to agenda item # 1 from the August 24, 2021, Eldorado Valley Regional
Training Facility meeting. During the August 24, 2021, meeting, the committee
discussed not moving forward with either firearms simulator systems and
exploring other options. Subsequent to the August 24, 2021, meeting, the
Committee learned the meeting agenda had not been posted to all the
recommended posting locations within the proper timeframe. The item will be
re-discussed.

2 FEE SCHEDULE FOR NON-PARTNERING LAW ENFORCEMENT AGENCY
FACILITY USE EFFECTIVE JULY 1, 2021
CITY OF HENDERSON - HENDERSON POLICE DEPARTMENT
For Possible Action.
RECOMMENDATION: Approve
Approve fee schedule, effective from July 1, 2021, charging $100.00 for daily
use of each individual area of the training facility to non-partnering law
enforcement agencies approved at the Executive Committee meeting
December 17, 2020 and approve changes to the Operations Manual to reflect
the inclusion of the Fee Schedule.
This item is to remedy a possible violation of Nevada’s Open Meeting Law
related to agenda item # 2 from the August 24, 2021, Eldorado Valley Regional
Training Facility meeting. During the August 24, 2021, meeting, the committee
approved changes to the Operations Manual to reflect the inclusion of the fee
schedule, effective July 1, 2021. Subsequent to the August 24, 2021, meeting,
the Committee learned the meeting agenda had not been posted to all the
recommended posting locations within the proper timeframe. The item will be
re-discussed and re-voted on.

Meeting Minutes of December 17, 2020.
This item is to remedy a possible violation of Nevada’s Open Meeting Law
related to agenda item # 3 from the August 24, 2021, Eldorado Valley Regional
Training Facility meeting. During the August 24, 2021, meeting, the committee
adopted the December 17, 2020, Eldorado Valley Regional Training Facility
meeting minutes. Subsequent to the August 24, 2021, meeting, the Committee
learned the meeting agenda had not been posted to all the recommended
posting locations within the proper timeframe. The item will be re-discussed and
re-voted on.

5 EMERGENCY VEHICLE OPERATION COURSE (EVOC)
TRACK REPAIR UPDATE

RECOMMENDATION: For Information Only
Update on completion of the EVOC track repair.
This item is to remedy a possible violation of Nevada’s Open Meeting Law
related to agenda item # 4 from the August 24, 2021, Eldorado Valley Regional
Training Facility meeting. During the August 24, 2021, meeting, the committee
was informed that the EVOC track repairs have been completed and the track is
ready for use. Subsequent to the August 24, 2021, meeting, the Committee
learned the meeting agenda had not been posted to all the recommended
posting locations within the proper timeframe. The item will be re-discussed.

6 PROPOSAL TO HAVE STRIPING ADDED TO THE
EMERGENCY VEHICLE OPERATIONS COURSE (EVOC) TRACK
CITY OF HENDERSON - HENDERSON POLICE DEPARTMENT
For Possible Action.
RECOMMENDATION: Approve
Discuss and approve a proposal to have traffic rated paint added to the EVOC
track through collaboration with City of Henderson Public Works in an amount
not to exceed $20,000.00.
This item is to remedy a possible violation of Nevada’s Open Meeting Law
related to agenda item #5 from the August 24, 2021, Eldorado Valley Regional
Training Facility meeting. During the August 24, 2021, meeting, the committee
continued this item to the next meeting so other considerations can be further
explored. Subsequent to the August 24, 2021, meeting, the Committee learned
the meeting agenda had not been posted to all the recommended posting
locations within the proper timeframe. The item will be re-discussed and re-
voted on.
7 CHANGES TO THE OPERATIONS MANUAL
CITY OF HENDERSON - HENDERSON POLICE DEPARTMENT
For Possible Action.
RECOMMENDATION: Approve
Discuss and approve changes made to the operations manual, including
revision date, spelling and grammatical errors throughout.
This item is to remedy a possible violation of Nevada’s Open Meeting Law
related to agenda item #6 from the August 24, 2021, Eldorado Valley Regional
Training Facility meeting. During the August 24, 2021, meeting, the committee
approved changes to the Operations Manual including revisited dates and
spelling and grammatical corrections throughout. Subsequent to the August 24,
2021, meeting, the Committee learned the meeting agenda had not been
posted to all the recommended posting locations within the proper timeframe.

8 PROPOSAL TO CREATE TRAINING VILLAGE USING
EXISTING SHIPPING CONTAINERS
CITY OF HENDERSON - HENDERSON POLICE DEPARTMENT
For Possible Action.
RECOMMENDATION: Approve with condition(s)
Discuss and approve the use and movement of existing shipping containers
currently located at Eldorado Valley to create a training village, in an amount not
to exceed $5,000.00.
This item is to remedy a possible violation of Nevada’s Open Meeting Law
related to agenda item #7 from the August 24, 2021, Eldorado Valley Regional
Training Facility meeting. During the August 24, 2021, meeting, the committee
denied use of existing shipping containers currently located at Eldorado Valley
to create a training village until other considerations are further explored.
Subsequent to the August 24, 2021, meeting, the Committee learned the
meeting agenda had not been posted to all the recommended posting locations
within the proper timeframe. The item will be re-discussed and re-voted on.
9 FY21 OPERATING BUDGET FOR ELDORADO VALLEY REGIONAL PUBLIC
SAFETY TRAINING FACILITY (EVRPSTF)

RECOMMENDATION: Approve
Discuss and approve FY21 Operating Budget.
This item is to remedy a possible violation of Nevada’s Open Meeting Law
related to agenda item #8 from the August 24, 2021, Eldorado Valley Regional
Training Facility meeting. During the August 24, 2021, meeting, the committee
continued this item to the next meeting. Subsequent to the August 24, 2021,
meeting, the Committee learned the meeting agenda had not been posted to all
the recommended posting locations within the proper timeframe. The item will
be re-discussed and re-voted on.
