CITY OF HENDERSON COMMUNITY EDUCATION ADVISORY BOARD REGULAR MEETING MINUTES Wednesday, November 7, 2018 I. CALL TO ORDER Chairman Lee Farris called the City of Henderson Community Education Advisory Board meeting to order at 3:02 p.m. in the Mayor and Council Board Room, City Hall, 4th Floor, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Nanci Waters, Recording Secretary, confirmed the agenda was posted three working days prior to the meeting in accordance with the Open Meeting Law by posting in the four Official Bulletin Boards within the City Limits of the City of Henderson and the Nevada Public Notice Website. In addition, copies of the agenda were mailed to each person having an item on the agenda and to all those on the Agenda Master Mailing List. PUBLIC COMMENT Brian Scroggins, Nevada State Public Charter School Authority, informed the board that the Charter School Authority Executive Director, Patrick Gavin, resigned from his position, and he is now the Interim Executive Director. Additionally, Mr. Scroggins stated that the American Leadership Academy charter school is moving locations from the Summerlin area, and will soon be located at 498 South Boulder Highway, Henderson, Nevada 89015. IV. ACCEPTANCE OF AGENDA (Motion) Ms. Charlton introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Farris declared the motion carried. V. NEW BUSINESS NB-1 MINUTES HENDERSON COMMUNITY EDUCATION ADVISORY BOARD SEPTEMBER 5, 2018 Henderson Community Education Advisory Board meeting minutes of September 5, 2018. (Motion) Ms. Allen introduced a motion to adopt the minutes of September 5, 2018, as presented. The vote favoring approval was unanimous. Chairman Farris declared the motion carried. NB-2 PRESENTATION ON PER STUDENT FUNDING Jim McIntosh, Chief Financial Officer, City of Henderson, will present information to the Board on state-per-student funding for our Henderson public schools and a comparison among schools in Henderson and across the Clark County School District (CCSD). Henderson Community Education Advisory Board Page 3 of 6 Wednesday, November 7, 2018 – Minutes Jim McIntosh, Chief Financial Officer, reviewed a PowerPoint presentation titled City of Henderson Education Analysis: School Funding Comparison, and summarized the following slides: Executive Summary, Important Terms and Definitions, Notes and Methodology, Elementary Schools – Spending Per Pupil, Elementary Schools – Star Ratings, Henderson Elementary – Spending Per Pupil, Henderson Elementary – Star Ratings, Elementary Schools – Henderson, Middle Schools – Spending Per Pupil, Middle Schools – Star Ratings, Henderson Middle – Spending Per Pupil, Henderson Middle – Star Ratings, Middle Schools – Henderson, High Schools – Spending Per Pupil, High Schools – Ratings Map, Henderson High – Spending Per Pupil, Henderson High – Star Ratings, and High Schools – Henderson. Mr. O’Dowd suggested this data be shared with the Mayor and Council as they have recently inquired about these types of statistics at a Council meeting, and Mr. McIntosh concurred. Ms. Dawson-Owens inquired about the student capacity of the schools that have low enrollments, specifically Dooley Elementary School. Mr. McIntosh responded a school’s capacity is dependent on the year of which bond program the school was built under, and that he would research the enrollment capacity for Dooley Elementary School. Mr. O’Dowd commented that, based off this data, Henderson elementary schools would receive about $300,000 more per school if they received the same dollar amount as the average CCSD elementary school. Dr. Shegog expressed that investment in the student’s early education is financially beneficial because it reduces the need for supplemental instruction later on. A discussion ensued regarding the financial distribution throughout CCSD schools. NB-3 PRESENTATION ON UPDATED HENDERSON SCHOOLS REPORT CARD Staff will present the Board with the updated 2018 Henderson Schools Report Card with updated STAR ratings and demographic information for Henderson public and charter schools. Anna Smith, Planner II, referred to the backup material titled 2018 Henderson Schools Report Card, and informed the Board of its updates. Henderson Community Education Advisory Board Page 4 of 6 Wednesday, November 7, 2018 – Minutes NB-4 UPDATE ON THE INVO MULTIDISCIPLINARY PROGRAM TO ADDRESS CHILDHOOD TRAUMA GRANT Lateisha Morgan, IMPACT Lead with INVO, a school-based and early intervention placement service, will give an update on the status of the INVO Multidisciplinary Program to Address Childhood Trauma grant awarded to Basic Academy, B. Mahlon Brown Academy, and Robert Taylor Elementary School. The presenter for this item was not in attendance; therefore, this item was continued to the next meeting. NB-5 PRESENTATION FROM NEWTON ELEMENTARY SCHOOL Representatives from Newton Elementary School will present status updates regarding their use of the 2018 educational grants from the City. Note: This item was heard following Item 6. A YouTube video created by Newton Elementary School was played. The video showed the school’s gratitude and use of the Redevelopment Agency grant money they received. A brief recess was taken at 3:55 p.m., and this item resumed at 4:08 p.m. Majorie DiCamillo, Principal of Newton Elementary School, expressed her appreciation for the grant their school received. Ellie Pawlowski, student of Newton Elementary School, thanked the City of Henderson for the grant that provided them with various technology resources. NB-6 UPDATE ON 2019 APPLICATION FORM FOR EDUCATIONAL FUNDING Staff will present the Board with the City's proposed updated application form for educational funding which will be sent to schools in January 2019. Board members will provide input to staff on the proposed application form. Note: This item was heard following Item 3. Shelly Labay, Senior Planner, reviewed the updated 2019-2020 Education Funds Request Form, and the accompanying solicitation letter to Henderson schools. Referring to the solicitation letter, Dr. Shegog requested the language printed in red be revised. Henderson Community Education Advisory Board Page 5 of 6 Wednesday, November 7, 2018 – Minutes A discussion ensued regarding delivery methods of the grant solicitation letter. NB-7 NEXT STEPS Based on discussion during the meeting, staff will summarize research requests and follow-up items, and content for the next meeting. Note: This item was heard following Item 5. Chairman Farris informed the board that they will be hearing more presentations at future meetings from the schools who received grants in 2018. Chairman Farris stated they will be reviewing the applications for the 2019 grants, and noted the deadline for applications is February 7, 2019. Shelly Labay, Senior Planner, said she would follow up with the Board regarding the grant solicitation letter revisions. VI. CHAIRMAN\MEMBER COMMENTS Note: This item was heard following Item 7. Ms. Dawson-Owens stated that many Henderson schools require infrastructure for the addition of new technology, and suggested a study be done on how many schools are in need of the infrastructure. Responding to a question regarding education legislative updates, Shelly Labay, Senior Planner, stated she can report on any updates at a later meeting. Ms. Labay also stated she would research school safety report, as requested by a board member. Ms. Steele suggested the Board invite the Clark County School District (CCSD) Superintendent Dr. Jesus Jara to a Board meeting. Stephanie Garcia-Vause, Chief Strategy Officer/Asst. City Manager, responded that there is a tentative Town Hall meeting scheduled for January 14, 2019, and that it is intended for residents to come and hear Dr. Jara’s plans for Henderson schools. Chairman Farris commended staff’s new webinar video on education. It can be viewed online at http://cityofhenderson.com/education. Ms. Charlton commended Chairman Farris for his presentation at the Enhancing Education March On event. Ms. Steele informed the Board that the CCSD is hosting an event where Dr. Jara is honoring the principals of considerably improving schools, and five-star schools, on November 28, 2018. Ms. Steele said to contact her if members would like to attend. Henderson Community Education Advisory Board Page 6 of 6 Wednesday, November 7, 2018 – Minutes Mr. O’Dowd expressed his thoughts regarding funding for Henderson schools, and requested this be a discussion item at a future meeting. Ms. Charlton stated the Nevada Promise Scholarship program received over 10,000 applications from high school seniors in Southern Nevada. She added that they are always in need for student mentors. VII. SET NEXT MEETING The next meeting was set for February 6, 2019, at 3:00 p.m. VIII. PUBLIC COMMENT Linda Buckhardt, 89012, expressed her concerns regarding the funding in Henderson schools. IX.
