December 3, 2014
I. CALL TO ORDER
The meeting of the Parks and Recreation Board was called to order by
Chairman David Crine at 6:00 p.m. in the Council Chambers Conference
Room, 240 Water Street, Henderson, Nevada.

II. CONFIRMATION OF POSTING
Paula Harris, Acting Recording Secretary, confirmed the meeting had been
posted in accordance with the Open Meeting Law by posting the agenda three
working days prior to the meeting.
III. PUBLIC COMMENT
There were no comments presented by the public.
IV. ACCEPTANCE OF AGENDA
(Motion) Mr. Perkins introduced a motion to accept the agenda as
submitted. The vote favoring approval was unanimous.
Chairman Crine declared the motion carried.
V NEW BUSINESS
1 PRESENTATION
GOLD MEDAL AWARD
PUBLIC WORKS, PARKS AND RECREATION
Presentation of the Gold Medal Award that was recently received by
Public Works, Parks and Recreation staff at the National Recreation and
Park Association (NRPA) Congress.
Robert Murnane, Senior Director of Public Works, Parks and Recreation,
and Shari Ferguson, Assistant Director of Parks and Recreation,
presented the Board with the Gold Medal Award that was recently
received from the National Recreation and Park Association (NRPA)
Congress.
Mr. Murnane noted that the Gold Medal has only been awarded in the
state of Nevada twice and both have been by Henderson.

(Motion) Mr. Perkins introduced a motion to adopt the minutes of
October 1, 2014, as submitted. The vote favoring approval was
unanimous. Chairman Crine declared the motion carried.
3 REPORT
UPDATE ON PARK PROJECTS
PUBLIC WORKS, PARKS AND RECREATION
Report on status of park projects by Park Project Manager Amie Wojtech.
Amie Wojtech, Park Project Manager, distributed a map of park projects
and gave a brief presentation. Areas of discussion included: Whitney
Mesa Recreation Area, Boulder Creek Park, McCullough Vista Park, and
Paradise Pointe Park.
Responding to a question by Mr. Perkins regarding whether the
completion of Paradise Pointe Park fulfills the goal of having a park within
a mile of every resident, Ms. Wojtech said yes.
Responding to a question by Mr. Perkins regarding if the BMX track at
Whitney Mesa Recreation Area will be outsourced, Ms. Ferguson said yes
beginning the first of the year.
A brief discussion ensued regarding how the BMX track will be operated.
Responding to a question by Mr. Jones regarding bocce ball and lawn
bowling facilities at the new parks, Ms. Wojtech said they will have bocce
ball but not lawn bowling as there was not enough public interest.
Ms. Ferguson said she will check with other entities about lawn bowling.
She also noted that there are a couple of parks coming up, so staff will
check into bocce ball and lawn bowling.
4 DISCUSSION CONCERNING NEVADA OPEN MEETING LAW
PARKS AND RECREATION BOARD ACTIONS

Assistant City Attorney II Brandon Kemble will discuss the Nevada Open
Meeting Law and its requirements.
Brandon Kemble, Assistant City Attorney II, gave a presentation regarding
the open meeting law, comment periods, and agendas. He emphasized
the following areas:
Agenda items have to be clear and complete.

Discussion has to be within the scope of the agenda item.
When in doubt, continue items to a future meeting for discussion.
5 DISCUSSION CONCERNING PARKS AND RECREATION BOARD
BYLAWS PARKS AND RECREATION BOARD ACTIONS
PUBLIC WORKS, PARKS AND RECREATION
Assistant City Attorney II Brandon Kemble will discuss the Parks and
Recreation Board bylaws.
Brandon Kemble, Assistant City Attorney II, gave a presentation regarding
the bylaws. He emphasized the following areas:
Bylaws are driven by what is in the Code.
Bylaws have to comply with the scope and authority of the Board.
Rules of bylaws can be found in the Henderson Municipal Code.
Order of authority.
Responding to Chairman Crine’s comment that the Board does not have
any authority regarding fees, Mr. Kemble concurred, but noted that the
Board does have authority regarding amenities. Mr. Kemble gave a few
examples of items that are functions of the Board as well as items that are
not functions of the Board.
A discussion ensued regarding amending the bylaws to include recreation
centers.
Mr. Perkins stated that he would like to change the bylaws to broaden the
scope of the topics that can be discussed at meetings.
It was the consensus of the Board that changes to the bylaws will be an
item on the next agenda.
At the request of the Board, staff will send the Board members copies of
the City of Las Vegas and the City of North Las Vegas’ Parks and
Recreation Board bylaws for their review.
Responding to Mr. Chen’s question regarding changes to the bylaws,
Mr. Kemble said the Board can propose any changes they want to;
however, the Board cannot change their purpose so that it is not
consistent with the Henderson Municipal Code.

Announcements for upcoming grand openings, ground breakings, special events,
awards, and/or programs.
Ms. Ferguson noted the following:
Barbie Holmes will be replacing her late husband, Dr. Holmes, on
the Parks and Recreation Board.
The Jingle Bell Run will be held on December 20, 2014.
VI. CHAIRMAN\MEMBER COMMENTS
Mr. Perkins thanked the staff for having an open-door policy and on
receiving the Gold Medal from the National Recreation and Park
Association (NRPA) Congress.
Mr. Seebock commented that every Henderson resident being only .65 miles
from a park is phenomenal.
VII. SET NEXT MEETING
The next meeting was set for January 7, 2015, at 6:00 p.m.

IX. ADJOURNMENT
There being no further business to come before the Board, Chairman Crine
adjourned the meeting at 7:32 p.m.
