CITY OF HENDERSON PARKS AND RECREATION BOARD COUNCIL CHAMBERS CONFERENCE ROOM MINUTES December 2, 2015 I. CALL TO ORDER The meeting of the Parks and Recreation Board was called to order by Chairman Jim Perkins at 6:00 p.m. in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. CONFIRMATION OF POSTING Carolyn Miller, Recording Secretary, confirmed the meeting had been posted in accordance with the Open Meeting Law by posting the agenda three working days prior to the meeting. Doug Perns, the newest member of the Parks and Recreation Board, was introduced and made some brief comments. III. PUBLIC COMMENT There were no comments presented by the public. IV. ACCEPTANCE OF AGENDA (Motion) Mr. Holman introduced a motion to accept the agenda, as presented. The vote favoring approval was unanimous. Chairman Perkins declared the motion carried. V. NEW BUSINESS 1 MINUTES OCTOBER 7, 2015 PUBLIC WORKS, PARKS AND RECREATION Adopt minutes of October 7, 2015. (Motion) Mr. Crine introduced a motion to adopt the October 7, 2015, minutes, as presented. The vote favoring approval was unanimous. Chairman Perkins declared the motion carried. 2 PRESENTATION SNPLMA TRAILS - MAP AND CONNECTIVITY PUBLIC WORKS, PARKS AND RECREATION Amie Wojtech, Park Project Manager, will present an overview of SNPLMA trails and their connectivity. Amie gave a PowerPoint presentation on the SNPLMA trails, displayed maps and spoke about their connectivity. Responding to a question by Mr. Seebock regarding what determines a natural trail or a paved trail, Ms. Wojtech said it is mostly determined by the location and what fits with the area. Parks and Recreation Board Page 3 of 5 December 2, 2015 – Draft Minutes Mr. Crine asked about maintenance on McCullough Hills trail. He noted that some of the rocks have washed out. Doug Guild, Parks Superintendent, said light maintenance is completed once a month. He said if a washout occurs, someone needs to notify the Public Works, Parks and Recreation Department and a crew will be sent. Staff said they will look into the rocks at McCullough Hills trail. Chairman Perkins asked how many miles of trails we have. Shari Ferguson, Assistant Director of Public Works, Parks and Recreation, said there are 180 miles of connected trails, some of which are private. 3 DISCUSSION CONCERNING PARKS AND RECREATION BOARD BYLAWS PARKS AND RECREATION BOARD ACTIONS PUBLIC WORKS, PARKS AND RECREATION Discussion and potential approval of proposed amended language for bylaws. Brandon Kemble, Assistant City Attorney, explained the action tonight is for the Board to make suggested changes. Any changes to the bylaws will then come back again before the Board for approval. He noted that the majority of the bylaws are set forth in the HMC. He gave some examples of changes that the Board could potentially make. Brandon read the purpose and membership sections aloud from the Ordinance that created the Parks and Recreation Board. He noted that he has done some preliminary reviewing of the bylaws and they are primarily minor changes to titles and terms. Discussion ensued regarding Board member terms and extending the terms beyond eight years. Discussion ensued regarding the Board discussing specific items and what action they can and cannot take. It was noted that the Board can receive updates on things; however, they may not be items that they can make decisions or recommendations on. Mr. Kemble explained how he will determine if the Board is able to take action on certain items. Mr. Kemble said he will bring back proposed language at the next meeting for review by the Board. Mr. Olivas said he would like clarification on Board member terms. Mr. Kemble noted that the bylaws cannot be inconsistent with the purpose of Parks and Recreation Board Page 4 of 5 December 2, 2015 – Draft Minutes the Board. He said he will prepare proposed changes to the bylaws and they will be presented next meeting. It was requested that the Board members be emailed a copy of the Code. (Motion) Mr. Olivas introduced a motion to have Brandon Kemble, Assistant City Attorney, prepare proposed changes to the bylaws to present at the next meeting. The vote favoring approval was unanimous. Chairman Perkins declared the motion carried. 4 REPORT STAFF MEMBERS PUBLIC WORKS, PARKS AND RECREATION Announcements for upcoming grand openings, ground breakings, special events, awards, and/or programs. Shari Ferguson, Asst. Director of Public Works, Parks and Recreation gave an update on the following items.  The Jingle Bell Run will be taking place on Dec. 19 at Pecos Legacy Park.  Christmas tree recycling will be offered in eight locations this year. See the Parks and Rec web page for locations.  A tour of current Parks and Recreation facilities, as well as future locations, was offered to the Board members.  The City of Henderson received the silver designation for being a Bicycle Friendly Community.  It is the accreditation cycle for the Public Works, Parks and Recreation Department. Visitors will be here May 16-18, 2016. The Board members will have the opportunity to meet the accreditation team.  Ms. Ferguson announced that Rob Herr is the new Director of Public Works, Parks and Recreation. VI. CHAIRMAN\MEMBER COMMENTS Chairman Perkins noted that Parks staff is looking into replacing small rocks around the Paradise Pointe Park skate park with larger rocks. Chairman Perkins said that he has spent time with Council members and the Director and Assistant Director discussing what takes place on a daily basis for staff and the direction that the City wants to take the Parks and Recreation program. He encouraged Board members to call or email staff when they get ideas or complaints from citizens. Mr. Jones commented that the friendliness of the staff members at Parks and Recreation Board Page 5 of 5 December 2, 2015 – Draft Minutes recreation centers has improved, and he has noticed a difference. Mr. Perns thanked Mr. Herr for taking care of some graffiti problems in his neighborhood so quickly and efficiently. VII. SET NEXT MEETING The next meeting was set for January 6, 2016, at 6:00 p.m. VIII. PUBLIC COMMENT There were no comments presented by the public. IX.
