CITY OF HENDERSON PARKS AND RECREATION BOARD REGULAR MEETING MINUTES Wednesday, December 6, 2017 I. CALL TO ORDER The meeting of the Parks and Recreation Board was called to order by Vice Chairman John Holman at 6:00 p.m. in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Paula Harris, Recording Secretary, confirmed the Parks and Recreation Board had been noticed in compliance with the Open Meeting Law by posting the agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing a copy of the agenda to everyone appearing thereon on the Agenda Master Mailing List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Ms. Nelson introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Vice Chairman Holman declared the motion carried. V. NEW BUSINESS NB-1 MINUTES PARKS AND RECREATION BOARD OCTOBER 4, 2017 PUBLIC WORKS, PARKS AND RECREATION Parks and Recreation Board Minutes of October 4, 2017. (Motion) Ms. Nelson introduced a motion to adopt the minutes of October 4, 2017, as presented. The vote favoring approval was unanimous. Vice Chairman Holman declared the motion carried. NB-2 MCCULLOUGH VISTA PARK CELL TOWER PUBLIC WORKS, PARKS AND RECREATION Approve the design of a cell tower that will be located in McCullough Vista Park pursuant to existing park plan. Brian Podmenik, Senior Real Property Agent, presented a summary of this item, and gave a history of the cell tower lease on vacant land. He showed a site plan of the park design, and noted there is a cell tower location in the northeast corner of the park, away from amenities. He showed a design of a cell tower enclosure that is proposed at 85 feet tall, and 14 feet wide at the base. It was noted that this cell tower is co-locatable with other cell companies. A discussion ensued regarding the modern design of the enclosure. Suggestions included: add City of Henderson logo and name of the park to the top; change proposed white color to a desert color that will blend in with the area and be aesthetically pleasing. Parks and Recreation Board Page 3 of 5 Wednesday, December 6, 2017 – Draft Minutes Responding to questions, it was noted the enclosure is a stealth material that allows the antennas to receive and transmit signals. The tower is approximately 40 feet higher than the water tanks. It is anticipated that the construction of the tower will take six to eight weeks. (Motion) Mr. Olivas introduced a motion to approve the design of a cell tower that will be located in McCullough Vista Park pursuant to existing park plan. The vote favoring approval was unanimous. Vice Chairman Holman declared the motion carried. NB-3 PARK PROJECT UPDATES PUBLIC WORKS, PARKS AND RECREATION Amie Wojtech, Park Project Manager, will give a presentation on the status of Esselmont Park Phase II and Green Valley Streetscapes Phase II. Amie Wojtech, Park Project Manager, reviewed slides regarding Esselmont Parks Phase II and Green Valley Streetscapes Phase II projects. Responding to questions, Ms. Ferguson reported that Phase II included the ten-acre desert area; however, there currently is no funding for further work, so the remaining five acres plus will stay undeveloped for now. Suggestions to develop Phase III included partnering with the Inspirada Home Builders, and meeting with the homeowners’ association for their input regarding developing the land. NB-4 STAFF REPORT PUBLIC WORKS, PARKS AND RECREATION Report of upcoming grand openings, ground breakings, special events, awards and/or programs. Shari Ferguson, Assistant Director of Public Works/Parks and Recreation, highlighted the following events: Henderson Symphony Orchestra, WinterFest three-day event, 5K run, Last Friday on Water Street, Mayor’s March On event, New Year’s Eve Midnight Hike at McCullough Hills Trail, and the State of the City Address on January 10, 2018, at 12:30 p.m. Ms. Ferguson reported the department received a donation from a gentleman who passed away in the amount of $80,000.00. This money will be used to purchase two Sway adaptive park amenities for special needs kids. Each of these wheelchair accessible gliders will be located at Haley Hendricks Park and Saguaro Park. Parks and Recreation Board Page 4 of 5 Wednesday, December 6, 2017 – Draft Minutes Rob Herr, Director of Public Works, Parks and Recreation, has been named Public Works Official of the Year from American City and County Magazine. Ms. Ferguson highlighted the following accomplishments in 2017: Received the Park Excellence Award for McCullough Vista Park, Henderson Pavilion nominated for Outstanding Building of the Year; Playful City USA for the 10th consecutive year, Tree City USA for the 27th consecutive year, won the Youth Sports Excellence award, and won Best Softball Fields at Arroyo Grande Sports Complex. Ms. Ferguson highlighted the following grants in 2017: The department has been recommended to receive a grant from SNPLMA to build an adaptive park. Recreational Trails Program grant for Whitney Mesa trail improvements, Land Water Conversation Fund grant for the Bird Viewing Preserve, and National Recreation and Parks Association grant for a Trails Reading program in partnership with the Henderson Library. Ms. Ferguson reported that the Henderson Pavilion Monument sign is installed. A new dog park opened at O’Callaghan Park, six outdoor pickleball courts at Black Mountain Recreation Center, completed trail along Pueblo Boulevard from Lake Mead south to Dooley, completed a trail on Boulder Highway from Equestrian south to Wagonwheel, completed Foxridge Park safety improvements, and the department received accreditation from the American Public Works Association. Doug Guild, Parks Superintendent, reported the CBC Commission hosted a Water Street District Business Association decorating contest. Chef Fleming’s Bake Shop won the contest, and he will be recognized Friday night during Winterfest. Mr. Guild mentioned the annual Christmas Tree Recycling program is from December 26, 2017, through January 18, 2018, at eight locations throughout Henderson. VI. CHAIRMAN\MEMBER COMMENTS Vice Chairman Holman reported the trail is back in place at River Mountain Loop Trail. He asked that an item be placed on the next agenda for staff to provide an update on the UPRR trail. VII.
