Wednesday, October 3, 2018
I. CALL TO ORDER
The meeting of the Parks and Recreation Board was called to order by
Chairman Jim Perkins at 6:00 p.m. in the Council Chambers Conference Room,
240 Water Street, Henderson, Nevada.
City Attorney Nicholas Vaskov introduced himself to the Board.
II. CONFIRMATION OF POSTING AND ROLL CALL
Paula Harris, Recording Secretary, confirmed the Parks and Recreation Board
had been noticed in compliance with the Open Meeting Law by posting the
agenda three working days prior to the meeting at City Hall, the
Multigenerational Center, the Whitney Ranch Recreation Center,
Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson
Website, and by mailing a copy of the agenda to everyone appearing thereon
on the Agenda Master Mailing List.

There were no public comments presented.
IV. ACCEPTANCE OF AGENDA
(Motion) Ms. Nelson introduced a motion to accept the agenda as
presented. The vote favoring approval was unanimous.
Chairman Perkins declared the motion carried.

PARKS AND RECREATION
Parks and Recreation Board Minutes from August 1, 2018.
(Motion) Mr. Holman introduced a motion to adopt the minutes as
presented. The vote favoring approval was unanimous.
Chairman Perkins declared the motion carried.
NB-2 ELECTION
CHAIRPERSON
PARKS AND RECREATION
Commission members will elect a Chairperson.
Chairman Perkins opened the floor for Chairperson nominations.
(Motion) Ms. Houston introduced a motion to elect Jim Perkins as
Chairperson, seconded by Mr. Perns. The vote favoring approval
was unanimous.

Commission members will elect a Vice Chairperson.
Ms. Holmes nominated John Holman as Vice Chairperson, seconded by
Ms. Nelson.

(Motion) Chairman Perkins introduced a motion to elect John Holman as
Vice Chairperson. The vote favoring approval was unanimous.
NB-4 PRESENTATION
INSPIRADA PARK J, PARK K, VILLAGE TRAILHEAD 5 AND
CUMULATIVE PARK
ANDERSON BARON
PARKS AND RECREATION
Andy Baron and Chris Szabo of Anderson Baron, will provide an update to
Inspirada Park J, Park K, Village Trailhead 5, and the Cumulative Park.
Chris Szabo, Anderson Baron, 85226, displayed renderings and provided an
overview of this item.
A discussion ensued regarding the maintenance of the parks.
(Motion) Mr. Holmes introduced a motion to accept the update to
Inspirada Park J, Park K, Village Trailhead 5, and the
Cumulative Park as presented. The vote favoring approval was
unanimous. Chairman Perkins declared the motion carried.
NB-5 PRESENTATION
PARKS AND RECREATION MASTER PLAN
GREENPLAY CONSULTANTS, LLC
PARKS AND RECREATION
Tom Diehl and Pat O'Toole of GreenPlay Consultants, LLC, will provide an
update to the Parks and Recreation Master Plan.
Shari Ferguson, Director of Parks and Recreation, explained the purpose for a
Parks and Recreation Master Plan, and said this is proposed to be a five- to
ten-year master plan.
Tom Diehl, 23120, and Dave Peterson, 80026, GreenPlay Consultants,
presented an update of the Parks and Recreation Master Plan.
A discussion ensued regarding the Master Plan’s timeline.

NB-6 PRESENTATION
EMERGENCY MANAGEMENT
PARKS AND RECREATION
Angela Summers, Recreation Services Manager, will give a presentation on
recreation staff trainings and our partnership with the Red Cross.
Angela Summers, Recreation Services Manager, gave a PowerPoint
presentation on the following topics: Office of Emergency Management, types
of disasters, Emergency Operations Center Functions, Emergency Support
Functions, Employee Shelter Policy and Procedure, Shelter Management,
Preparation, Activation, Operations, and Community support.
A lengthy discussion ensued regarding Henderson’s emergency services.
NB-7 STAFF REPORT
PARKS AND RECREATION
Report on upcoming events, grand openings, ground breakings, special events,
awards and/or programs.
Shari Ferguson, Director of Parks and Recreation, provided a handout that
detailed upcoming events. She highlighted the “March On” Walk in the Park
event that will be held at Cornerstone Park on October 18, 2018, at 10:00 a.m.
Ms. Ferguson informed the Board of recent position changes in the
Parks and Recreation Department.
VI. CHAIRMAN\MEMBER COMMENTS
Responding to a question from Mr. Holman regarding Cornerstone Park
Phase II, Shari Ferguson, Director of Parks and Recreation, stated it will be a
discussion item on the November agenda.
VII. SET NEXT MEETING
The next meeting was set for November 7, 2018, at 6:00 p.m.

limited to three (3) minutes and spokespersons for a group will be limited to ten (10) minutes
at the discretion of the Chairman. The Chairman reserves the right to curtail abusive,
offensive, inflammatory or repetitive comments that disrupt, disturb or otherwise impede the
orderly conduct of the meeting. In addition, any person willfully disrupting the meeting may
be removed from the room by the presiding officer. See NRS 241.030(4)(a). Examples of
disruptive conduct include, without limitation, yelling, stamping of feet, whistles, applause,
heckling, name calling, use of profanity, personal attacks, physical intimidation, threatening
use of physical force, assault, battery, or any other acts intended to impede the meeting or
infringe on the rights of the board and/or committee members, City staff, or meeting
participants.
