CITY OF HENDERSON PARKS AND RECREATION BOARD REGULAR MEETING MINUTES Wednesday, November 7, 2018 I. CALL TO ORDER The meeting of the Parks and Recreation Board was called to order by Chairman Jim Perkins at 6:00 p.m. in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Karie Teruya, Recording Secretary, confirmed the Parks and Recreation Board meeting had been noticed in compliance with the Open Meeting Law by posting the agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing a copy of the agenda to everyone appearing thereon on the Agenda Master Mailing List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTA NCE OF AGENDA (For Possible Action) (Motion) Ms. Holmes introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Perkins declared the motion carried. V. NEW BUSINESS NB-1 MINUTES PARKS AND RECREATION BOARD OCTOBER 3, 2018 PARKS AND RECREATION Parks and Recreation Board Minutes from October 3, 2018. (Motion) Ms. Nelson introduced a motion to adopt the minutes of October 3, 2018, as presented. The vote favoring approval was unanimous. Chairman Perkins declared the motion carried. NB-2 PRESENTATION INSPIRADA AND WEST HENDERSON TRAILS PARKS AND RECREATION Erin Reiswerg, Park Planner, will provide an overview of the trails system in Inspirada and West Henderson. Ms. Reiswerg reviewed maps of the Inspirada and West Henderson trails and parks. She noted there are currently ten miles of trails in West Henderson, and staff anticipates an additional 70 plus trails when fully developed. Ms. Reiswerg stated the northern trails and parks will be developed sooner than the southern part due to lack of utilities in the southern portion. Brandon Kemble, Assistant City Attorney III, explained that the Public Facilities Needs Assessment (PFNA) will determine development needs regarding zoning and public facilities. A police substation, fire station and recreation center are also planned for this area. Parks and Recreation Board Page 3 of 5 Wednesday, November 7, 2018 – Minutes NB-3 CORNERSTONE PARK PHASE II MASTER PLAN CONSIDERATION PARKS AND RECREATION Cary Baird of Stantec and staff will provide a project overview and concept plan and Parks and Recreation Board will consider approval of the plans for the Cornerstone Park Phase II Master Plan. Mr. Baird gave a PowerPoint Presentation of Cornerstone Park Phase II Master Plan, and reviewed the following slides: Map of Cornerstone Park, Master Plan presented at Community Outreach Meeting 1, Master Plan Concept 1 presented at Community Outreach Meeting 2, Master Plan Concept 2 presented at Community Outreach Meeting 2, Inspiration Images Exhibit A, Inspiration Images Exhibit B, Inspiration Images Exhibit C, and Inspiration Images Exhibit D. Regarding a concern that it is difficult to push a wheelchair up the existing steep hill, staff agreed to see if the grades meet accessibility standards or if this issue can be addressed by design changes. A brief discussion ensued regarding screening and maintaining the access from the north via the Union Pacific Railroad trail. Ms. Reiswerg further explained that Public Works staff is in the process of designing a change on Stephanie Street and Wigwam Parkway to create a better traffic flow in an effort to mitigate traffic concerns along Stephanie. (Motion) Mr. Olivas introduced a motion recommending approval of the Master Plan Concept 1 presented at Community Outreach Meeting 2. The vote favoring approval was unanimous. Chairman Perkins declared the motion carried. NB-4 PRESENTATION CITY OF HENDERSON SENIOR SERVICES PARKS AND RECREATION Corey Clark, Recreation Services Manager, will provide an overview of Senior Services and the Senior Nutrition Program. Mr. Clark reviewed the Meals on Wheels Program, Congregate Meal Program, Senior Nutrition Program, and the Meadows Café Catering. He reported that the waiting list for the Meals on Wheels program is currently 150 seniors. Parks and Recreation Board Page 4 of 5 Wednesday, November 7, 2018 – Minutes Mr. Clark also noted the Meals on Wheels for Pets program was created by his staff who saw the need, worked with the community, and the community responded. If anyone is interested in volunteering, please contact staff to coordinate. Mr. Perkins thanked staff for doing a great job on these programs. Responding to a question as to whether the Senior Center accepts pet food donations from community organization groups, Mr. Clark said yes, all donations are appreciated. He noted that PAL Nevada supports the Meals on Wheels Pets program, but the center will take pet food donations for patrons not currently on the program. Mr. Clark explained that the mini-mart is located inside the Heritage Park Senior Facility, and run by the Henderson Seniors’ Auxiliary, which is a 501(c)3 non-profit organization. The Auxiliary collects coupons, shops for items and passes on the savings to seniors. He also noted if seniors need help with minor home repairs or other needs to contact the Senior Resource Center. NB-5 STAFF REPORT PARKS AND RECREATION Report on upcoming events, grand openings, ground breakings, special events, awards and/or programs. Jayne Mazurkiewicz, Assistant Director of Parks and Recreation, reported the following:  Michelle Howard, Parks and Recreation Business Analyst III, recently passed her Certified Parks and Recreational Professional (CPRP) exam, and is the 15th person from the Parks and Recreation Department in Nevada with this distinction.  The next March On event is on November 14, 2018, from 3:00 p.m. to 4:30 p.m., at Desert Willow Golf Course, and will focus on volunteering opportunities.  The Mayor and Council recognized November as Be Kind month, and presented the Heart of the City Award to Gages Curry.  Color Me Kind 5K Run is scheduled at Cornerstone Park on Saturday, November 10, 2018. VI. SET NEXT MEETING The next meeting was set for December 5, 2018, at 6:00 p.m. The location may switch to the Parks and Recreation Administrative Building, at 105 W. Basic Road, Henderson, NV 89015.
