CALL TO ORDER Chair Michelle Nelson called the meeting of the Parks and Recreation Board to order at 5:00 p.m. in the Council Chambers Conference Room, 240 South Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Rayna Booker, Administrative Assistant III, confirmed the Parks and Recreation Board meeting had been noticed in compliance with the Nevada Open Meeting Law. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Member Lee Thompson introduced a motion to accept the agenda, as presented. The roll call vote favoring passage was: Those voting aye: Chair Michelle Nelson, John Holman, Jordan Luedke, Gilbert Medina, Ted Olivas Doug Perns, and Lee Thomson. Those voting nay: None. Those absent: Kirk Brynjulson, Kurt Opsahl, and John Walker. Those abstaining: None. Chair Michelle Nelson declared the motion carried. V. NEW BUSINESS 1 MINUTES PARKS AND RECREATION BOARD MEETING SEPTEMBER 6, 2023 PARKS AND RECREATION DEPARTMENT Parks and Recreation Board Meeting minutes of September 6, 2023. (Motion) Member Ted Olivas introduced a motion to accept the Parks and Recreation Board Meeting minutes of September 6, 2023, as presented. The roll call vote favoring passage was: Those voting aye: Chair Michelle Nelson, John Holman, Jordan Luedke, Gilbert Medina, Ted Olivas, Doug Perns, and Lee Thomson. Those voting nay: None. (Motion) Member Doug Perns introduced a motion to elect Ted Olivas as the Vice Chair of the Parks and Recreation Board. The roll call vote favoring passage was: Those voting aye: Chair Michelle Nelson, John Holman, Jordan Luedke, Gilbert Medina, Ted Olivas Doug Perns, and Lee Thomson. Those voting nay: None. Those absent: Kirk Brynjulson, Kurt Opsahl, and John Walker. Those abstaining: None. Chair Michelle Nelson declared the motion carried. 3 INTRODUCE NEW PARKS AND RECREATION BOARD MEMBER JORDAN LUEDKE PARKS AND RECREATION DEPARTMENT Jordan Luedke will introduce himself to the Board. Members of the Board will informally speak about their background, including any particular area of interest that they have regarding parks and recreation. Jordan Luedke introduced himself and presented a summary of his professional and personal history in Henderson. 4 INTRODUCE MICHAEL HERNANDEZ AND KEVIN YAMASHITA, PARK PLANNERS PARKS AND RECREATION DEPARTMENT Michael Hernandez and Kevin Yamashita, Park Planners, will introduce themselves to the Board. Amie Wojtech, Park Project Manager, introduced Michael Hernandez and Kevin Yamashita, Park Planners, who each provided a summary of their professional qualifications and personal history in the City of Henderson to the Board. Parks and Recreation Board Meeting Page 4 of 5 Wednesday, December 6, 2023 – Minutes 5 PARK VANDALISM REPORT PARKS AND RECREATION DEPARTMENT Kirk Niemand, Parks and Recreation Superintendent, will provide information on parks and trails vandalism. Kirk Niemand, Parks and Recreation Superintendent, gave a presentation, and provided a summary of this item and reviewed the Parks and Recreation Board Vandalism Summary for November 16, 2023, and highlighted high-cost incidents. A brief discussion ensued regarding the following topics:  Design plans intended to reduce vandalism of the grass fields at Mission Hills Park.  Addressing vandalism of tennis courts.  Vandalism costs per acre compared to other jurisdictions.  Coordination with Code Enforcement to reduce vandalism.  Recovery of costs related to restitution. 6 MUNICIPAL FORESTER ANNUAL REPORT PARKS AND RECREATION DEPARTMENT Preston Goodman, Municipal Forester, will provide information on the Municipal Forester Annual Report. Preston Goodman, Municipal Forester, gave a presentation, which was added to the agenda as additional backup after the meeting, and provided a summary of this item. Responding to a question by John Holman regarding recent die-off of pine trees around the valley, Mr. Goodman stated the cause is still unknown but provided several working theories. 7 STAFF REPORT PARKS AND RECREATION DEPARTMENT City staff will report on upcoming events, grand openings, ground breakings, special events, awards and/or programs. Angela Summers, Assistant Director of Parks and Recreation, discussed the following Parks and Recreation Department events and activities:  Tree lighting and drone show  Winterfest parade Parks and Recreation Board Meeting Page 5 of 5 Wednesday, December 6, 2023 – Minutes  Cosmic swim  Pictures with Santa  Grand opening of Citrine Sky Park on February 7, 2024  City-wide safety awards 3rd place winner  Customer service survey Considering the UNLV shooting, Ms. Summers highlighted steps the department has taken to ensure safety for all staff members and participants. VI. CHAIRMAN\MEMBER COMMENTS Member John Holman requested a future agenda item include report on the Trail Watch program and inquired as to the maintenance of the trail crossing signals. VII. SET NEXT MEETING The next meeting was set for Wednesday, February 7, 2024, at 5:00 p.m. VIII. PUBLIC COMMENT Stephanie Clark, 89052, provided handouts and spoke regarding proposed improvements to Sonata Park Phase II. IX.
