CITY OF HENDERSON RECORDS COMMITTEE MINUTES Tuesday, November 26, 2024 I. CALL TO ORDER Chair Richard Derrick called the Records Committee Meeting to order at 1:01 p.m. in the City Council Chambers Conference Rooms, 240 S Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Nathan Hill, Archives and Records Manager, confirmed the Records Committee Meeting had been noticed in compliance with the Nevada Open Meeting Law. Present and responding to roll call were the following: Chair Richard Derrick Hollie Chadwick Jose Luis Valdez Nicholas Vaskov Staff Absent: Maria Gamboa (excused) Staff Present: Aimee Burke, Archives and Records Analyst Andre Dixon, Acting Records Officer Justin Emerson, Public Information Officer Nathan Hill, Archives and Records Manager Michael Oh, Senior Assistant City Attorney Staci Sheaks, Deputy City Clerk Gina Waters, Public Records Officer III. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Member Jose Luis Valdez moved to accept the agenda as presented. (Vote) The vote favoring passage was unanimous. Chair Richard Derrick declared the motion carried. Records Committee Meeting Page 2 of 4 Tuesday, November 26, 2024 – Minutes V. NEW BUSINESS 1 MEETING MINUTES LAST MEETING DATE AUGUST 13, 2024 CITY CLERK'S OFFICE (Motion) Member Nicholas Vaskov moved to approve the meeting minutes from the August 13, 2024, Records Committee Meeting. (Vote) The vote favoring passage was unanimous. Chair Richard Derrick declared the motion carried. 2 DISCUSSION PUBLIC RECORDS REQUEST MANAGEMENT SYSTEM CITY CLERK'S OFFICE Nathan Hill, Archives and Records Manager, provided information relating to the proposed acquisition of a Public Records Request Management System, stating that staff is currently researching different systems and believes revenue from records request fees may be used to offset the system costs. A brief discussion ensued regarding the current system and next steps in the acquisition process. 3 DISCUSSION RECORDS TRAINING UPDATES CITY CLERK'S OFFICE Nathan Hill, Archives and Records Manager, provided an update on City-Wide training for DuPont, Executive Team training, and Records Coordinator Training. A brief discussion ensued regarding compliance tracking for trainings. Records Committee Meeting Page 3 of 4 Tuesday, November 26, 2024 – Minutes 4 DISCUSSION RECORDS ASSESSMENT SCHEDULE UPDATES CITY CLERK'S OFFICE Aimee Burke, Archives and Records Analyst, provided an update on the Records Assessment schedule and shared insights from recently completed assessments. A brief discussion ensued regarding the assessment process and recommendations made to departments based on findings. 5 RECORDS RETENTION SCHEDULE 08 FIRE DEPARTMENT RETENTION SCHEDULE CITY CLERK'S OFFICE Aimee Burke, Archives and Records Analyst, provided an overview of the proposed updates to the Fire Department retention schedule. Ms. Burke stated the update is incomplete, pending approval by the Fire Chief. A brief discussion ensued regarding approval procedures. Nathan Hill, Archives and Records Manager, thanked Becky Risse, Assistant City Attorney, for her help with HIPAA compliance regulations. Member Nicholas Vaskov stated he appreciates the enhanced records descriptions. (Motion) Member Nicholas Vaskov moved to approve the updates to the Fire Department retention schedule. (Vote) The vote favoring passage was unanimous. Chair Richard Derrick declared the motion carried. VI. CHAIR\MEMBER COMMENTS Member Jose Luis Valdez thanked staff for their hard work and thanked Chair Richard Derrick for his efforts with the Committee. Mr. Valdez stated this is Mr. Derrick’s last Records Committee meeting, and he will be missed. Chair Richard Derrick stated he has enjoyed these meetings and will miss them but plans to come back and visit as a member of the public. PUBLIC COMMENT There were no public comments presented. IX.
