CITY OF HENDERSON REDEVELOPMENT AGENCY ADVISORY COMMISSION AGENDA REGULAR MEETING Tuesday, August 25, 2020 To be Conducted via Teleconference and Video 4:00 PM Conference ONLY Meeting Inquiries: (702) 267-1515 NOTICE PLEASE NOTE THAT DUE TO THE COVID-19-RELATED PUBLIC GATHERING RESTRICTIONS, THERE WILL BE NO IN-PERSON ATTENDANCE AT THIS MEETING. This meeting is being conducted in conformance with the State of Nevada Executive Department Declaration of Emergency Directive 006, dated March 22, 2020, as extended by Emergency Directive 029, dated July 31, 2020, extending public meeting closures and restrictions for the duration of the current state of emergency, unless terminated by a subsequent directive or by operation of law associated with lifting the Declaration of Emergency. Individuals will be limited to three (3) minutes and spokespersons for a group will be limited to ten (10) minutes at the discretion of the Chair. The Chair reserves the right to curtail abusive, offensive, inflammatory or repetitive comments that disrupt, disturb or otherwise impede the orderly conduct of the meeting. See NRS 241.030(4)(a). RECOMMENDATION: Adopt Redevelopment Agency Advisory Commission meeting minutes of February 25, 2020. Redevelopment Advisory Commission Page 3 of 4 Tuesday, August 25, 2020 - Agenda RAC-2 GRANT AWARD AGREEMENT FOR COMMUNITY GARDEN IMPROVEMENTS AT DRAKE STREET PARK Redevelopment For Possible Action. RECOMMENDATION: RECOMMEND APPROVAL Drake Street Park Grant Award Agreement between the City of Henderson Redevelopment Agency and the City of Henderson to provide funding for the installation of a community garden at the future Drake Street Park located within the Eastside Redevelopment Area on City-owned real property identified by Assessor’s Parcel Number 179-08-802-005, generally located at 405 Drake Street, in an amount not to exceed $42,000.00. RAC-3 EASTSIDE REDEVELOPMENT AREA PLAN EXTENSION OF TIME AND BOUNDARY EXPANSION Redevelopment For Possible Action. RECOMMENDATION: RECOMMEND APPROVAL Eastside Redevelopment Area Plan amendment extending the Redevelopment Plan termination date by 15 years, from February 7, 2036 to February 7, 2051, and to expand the plan boundary to increase the Eastside Redevelopment area to assist in the City's efforts toward COVID-19 economic recovery. RAC-4 RESOLUTION DOWNTOWN REDEVELOPMENT GRANT AWARD AGREEMENT BLACK JACK COFFEE LLC D/B/A THE HUMAN BEAN Redevelopment For Possible Action. RECOMMENDATION: RECOMMEND ADOPTION A RESOLUTION OF THE CITY OF HENDERSON REDEVELOPMENT AGENCY, CLARK COUNTY, NEVADA, RECOMMENDING APPROVAL FOR A DOWNTOWN REDEVELOPMENT GRANT AWARD AGREEMENT BETWEEN BLACK JACK COFFEE LLC D/B/A THE HUMAN BEAN AND THE CITY OF HENDERSON REDEVELOPMENT AGENCY IN AN AMOUNT NOT TO EXCEED $33,848.00 FOR CONSTRUCTION COSTS ASSOCIATED WITH A 600 SQUARE FOOT DRIVE-THROUGH COFFEE ESTABLISHMENT LOCATED ON .5 ACRES OF VACANT LAND IDENTIFIED AS CLARK COUNTY ASSESSOR’S PARCEL NUMBER 179-18-613-003, AND GENERALLY LOCATED AT 71 EAST LAKE MEAD PARKWAY.
