REGULAR MEETING
December 14, 2021
I. CALL TO ORDER
Acting Chair Ronald Leavitt called the Redevelopment Agency Advisory
Commission Meeting to order at 4:02 p.m. in the City Hall Annex Conference
Room, City Hall Annex, 280 Water Street, Henderson, Nevada.
II. CONFIRMATION OF POSTING AND ROLL CALL
Alyssa Perea, Redevelopment Commission Coordinator, confirmed the
Redevelopment Agency Advisory Commission meeting had been noticed in
compliance with the Open Meeting Law.

IV. ACCEPTANCE OF AGENDA

Mr. Serfas introduced a motion to accept the agenda, as presented.
The vote favoring approval was unanimous. Acting Chair Leavitt declared the

Redevelopment Agency Advisory Commission meeting minutes of
November 23, 2021.
(Motion)
Mr. Serfas introduced a motion to adopt the Redevelopment Agency Advisory
Commission meeting minutes of November 23, 2021, as presented. The vote
favoring approval was unanimous. Acting Chair Leavitt declared the motion
carried.
2 REDEVELOPMENT AGENCY ANNUAL AUDIT
FISCAL YEAR 2020-2021
REDEVELOPMENT
Submission of Redevelopment Agency Annual Audited Financial Statements –
Fiscal Year 2020-2021 and Required Communications Letter.
David Vorce, Principal Redevelopment Fiscal Administrator, presented a
summary of this item, which will be presented to the Redevelopment Agency
Board during the meeting of December 21, 2021. He stated the Redevelopment
Agency received a clean, unmodified opinion and said there were no findings or
significant adjustments to the audit.
Mr. Vorce referred to page 66 of the backup material and provided an overview
of the Notes to Basic Financial Statements regarding litigation for Site A. He
said based on the current progress of the case to date and facts known at this
time, a loss contingency is reasonably possible, but a range of loss cannot be
reasonably estimated.
Mr. Vorce stated revenue and expenditures were all in line and stated the firm
that conducted the audit, BDO, references the Required Communications Letter
as the Audit Wrap Up: Year Ended June 30, 2021, which begins on page 88 of
the backup material, and is intended to elaborate on the significant finding from
their audit.
Responding to an inquiry from Mr. Serfas regarding if there were any areas of
concern in the audit report other than litigation, Mr. Vorce said some of the
contingency liabilities are increasing due to the amount of work the developers
are undertaking.

Ms. Lewis congratulated Mr. Vorce and the Redevelopment Agency for this
year’s clean audit.
Following an inquiry from Acting Chair Leavitt regarding the outcomes of
previous financial audits, Mr. Vorce said the Redevelopment Agency has
received a clean, unmodified opinion with no findings or significant adjustments
to the audits for the past four or five years.
Responding to an inquiry from Acting Chair Leavitt regarding the next steps
pertaining to Site A, Bethany Sanchez, Assistant City Attorney III, provided a
summary of the litigation process and stated the legal procedures are being
handled through the City Attorneys Office, which is more cost efficient than
outsourcing.
3 FIRST QUARTER FY22 FINANCIAL UPDATE
REDEVELOPMENT
Financial update for the Downtown, Tuscany, Cornerstone, Eastside, and
Lakemoor Canyon Redevelopment Areas and the administration thereof as of
September 30, 2021.
David Vorce, Principal Redevelopment Fiscal Administrator, presented a
summary of this item and reported strong revenue projections from property
taxes. He stated he does not expect any of the Redevelopment expenditures to
go over the allotted budget.
Regarding the individual funds, Mr. Vorce said 58 percent of the total property
tax billings in the Eastside are from the Cadence development, which is growing
tremendously. He said Cadence is expecting to have approximately 4,000
homes either sold or under contract by the end of this calendar year and stated
the Smiths Marketplace at the corner of East Lake Mead Parkway and
East Warm Springs Road is scheduled to open in January of 2022.
Anthony Molloy, Redevelopment Manager, stated Lakemoor Canyon has an
ambitious timeline for the land transfer to take place in February of 2023 and
provided a summary of the process involved with starting a new redevelopment
area.

VI. CHAIRMAN\MEMBER COMMENTS
Mr. Serfas thanked staff for keeping everyone together during these trying times
and stated he appreciates their work and efforts.
Acting Chair Leavitt stated as representatives for the public, he thanked staff for
presenting the Redevelopment Agency Annual Audited Financial Statements –
Fiscal Year 2020-2021 and Required Communications Letter to the
Redevelopment Agency Advisory Commission prior to the Redevelopment
Agency Board.
Ms. Spina wished everyone a happy holiday season.
VII. SET NEXT MEETING
The next meeting was set for January 18, 2022, at 4:00 p.m.
VIII. PUBLIC COMMENT
There were no public comments presented.
IX. ADJOURNMENT
There being no further business to be discussed, Chairman Leavitt adjourned
the meeting at 4:24 p.m.
