CITY OF HENDERSON REDEVELOPMENT AGENCY MINUTES REGULAR MEETING August 19, 2014 I. CALL TO ORDER Chairman Hafen called the Redevelopment Agency Meeting to order at 5:30 p.m., in the City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL The Secretary confirmed the Redevelopment Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, and Fire Station No. 86, and by mailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. Present: Andy Hafen, Chairman Sam Bateman, Member Debra March, Member John F. Marz, Member Absent: Gerri Schroder, Member Officers: Josh Reid, General Counsel Sabrina Mercadante, Secretary Absent: Jacob Snow, Executive Director Staff: Bob Murnane, Acting City Manager Stephanie Garcia-Vause, Director of Community Dev. and Services Richard Derrick, Chief Financial Officer Rob Herr, Assistant Director of Public Works Jonathan Nunes, Sr. Deputy City Clerk Tedie Jackson, Council and Commission Services Reporter Note: Chairman Hafen announced that this meeting is being video recorded and streamed live to the Web. Redevelopment Agency Meeting Page 2 of 5 August 19, 2014 – Minutes III. ACCEPTANCE OF AGENDA (Motion) Member Debra March moved to accept the agenda as presented. The roll call vote favoring passage was: Those voting aye: Sam Bateman, Andy Hafen, Debra March, and John F. Marz. Those voting nay: None. Those absent: Gerri Schroder. Those abstaining: None. Chairman Hafen declared the motion carried. IV. ITEMS OF BUSINESS RDA-1 MINUTES REDEVELOPMENT AGENCY MEETING OF JUNE 17, 2014 ECONOMIC DEVELOPMENT/REDEVELOPMENT City of Henderson Redevelopment Agency Meeting Minutes of June 17, 2014. (Motion) Member Debra March moved to adopt the Minutes of the June 17, 2014, City of Henderson Redevelopment Agency Meeting. The roll call vote favoring passage was: Those voting aye: Sam Bateman, Andy Hafen, Debra March, and John F. Marz. Those voting nay: None. Those absent: Gerri Schroder. Those abstaining: None. Chairman Hafen declared the motion carried. RDA-2 HOMEOWNERS ASSISTANCE PROGRAM LOAN MODIFICATION FOR 250 KANSAS AVENUE (TONI BARDEN) ECONOMIC DEVELOPMENT/REDEVELOPMENT Conditional loan extension for an additional ten (10) years beyond the original maturity date of August 2014, with interest remaining at three percent and current payments to continue at $310.76/month through maturity. Michelle Romero, Redevelopment Manager, said staff supports the proposed new terms of the loan and concurs with the recommendation. Redevelopment Agency Meeting Page 3 of 5 August 19, 2014 – Minutes (Motion) Chairman Andy Hafen moved to approve the conditional loan extension for an additional ten (10) years beyond the original maturity date of August 2014, with interest remaining at three percent and current payments to continue at $310.76/month through maturity. The roll call vote favoring passage was: Those voting aye: Sam Bateman, Andy Hafen, Debra March, and John F. Marz. Those voting nay: None. Those absent: Gerri Schroder. Those abstaining: None. Chairman Hafen declared the motion carried. RDA-3 EXCLUSIVE NEGOTIATION AGREEMENT URBAN PIONEER PROPERTIES, LLC ECONOMIC DEVELOPMENT/REDEVELOPMENT Exclusive Negotiation Agreement between the City of Henderson Redevelopment Agency and Urban Pioneer Properties, LLC., for the City of Henderson Redevelopment Agency owned properties located at 302 Tin Street, and 3 and 7 West Basic Road. Michelle Romero, Redevelopment Manager, presented a summary of this project and noted that the developer will have six, one-month extensions available for a cost. Responding to a request by Member March to give a brief presentation, Jon Legarza, 2443 Millcroft Drive, stated that staff has been excellent to work with on this project. He showed several renderings depicting elevations, proposed residential units, and interior concepts, and gave a presentation of the project. Responding to a question by Chairman Hafen as to how many residential units are anticipated, Mr. Legarza said about 26 units. Member Marz asked if the residential units will be rentals or for sale, and what the prices will be? Mr. Legarza replied that the units will be rentals, and he is waiting for the market study to determine the rental prices. Member March said she likes that the project is located close to the street and appreciates the bicycle-friendly amenities. Redevelopment Agency Meeting Page 4 of 5 August 19, 2014 – Minutes Mr. Legarza said Downtown Henderson is the second largest regional transportation bus stop in the City. He noted that they hope to offer a one-year bus pass incentive to attract people to downtown. He also pointed out that the housing component could attract students who attend post-secondary schools in the area. Responding to comments by Member Bateman, Josh Reid, General Counsel, confirmed that next steps include the land purchase, zoning, and the appraisal process. Member March suggested that the Downtown Recreation Center also be offered as an amenity near this project. In response to a question by Member Marz about the six, one-month extension periods, Mr. Legarza said this is to allow enough time to go through the entire process to develop the project. He said they hope to apply for the design review within the next couple months and work on funding as soon as the market study is completed. (Motion) Member Debra March moved to approve the Exclusive Negotiation Agreement between the City of Henderson Redevelopment Agency and Urban Pioneer Properties, LLC., for the City of Henderson Redevelopment Agency owned properties located at 302 Tin Street, and 3 and 7 West Basic Road.
