CITY OF HENDERSON REDEVELOPMENT AGENCY MINUTES REGULAR MEETING Tuesday, August 18, 2020 I. CALL TO ORDER Chairman March called the Redevelopment Agency Meeting to order at 3:30 p.m., in the City Council Chambers, City Hall, 240 South Water Street, Henderson, Nevada 89015. Chairman March announced due to the COVID-19-related Public Meeting Restrictions in effect at this time, there will be no in-person attendance at this meeting, and those present will be practicing social distancing in conformance with the State of Nevada Executive Department Declaration of Emergency Directive 006, dated March 22, 2020, as extended by Emergency Directive 029, dated July 31, 2020, extending public meeting closures and restrictions for the duration of the current state of emergency, unless terminated by a subsequent directive or by operation of law associated with lifting the Declaration of Emergency. However, the individuals may now provide public comment in person at the microphone set up immediately outside of the Council Chambers under the two designated public comment sections. The public may also view or listen to this meeting online at https://cityofhenderson.com/ or YouTube, and may indicate their desire to address the Council live via WebEx. Chairman March also stated if online participants experience any technical difficulties participating in today’s meeting, they may contact 702-267-2300 for assistance. II. CONFIRMATION OF POSTING AND ROLL CALL The Assistant City Clerk confirmed the Redevelopment Agency Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing and emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing and Emailing List. ITEMS OF BUSINESS RDA-1 MINUTES REDEVELOPMENT AGENCY MEETING JULY 21, 2020 REDEVELOPMENT City of Henderson Redevelopment Agency Meeting minutes of July 21, 2020. Redevelopment Agency Meeting Page 3 of 5 Tuesday, August 18, 2020 – Minutes (Motion) Member Dan K. Shaw moved to adopt City of Henderson Redevelopment Agency Meeting minutes of July 21, 2020. The roll call vote favoring passage was: Those voting aye: Debra March, John F. Marz, Michelle Romero, Dan K. Shaw, and Dan H. Stewart. Those voting nay: None. Those absent: None. Those abstaining: None. Chairman March declared the motion carried. RDA-2 DOWNTOWN TENANT IMPROVEMENT GRANT AWARD AGREEMENT AND WAIVER OF PROGRAM GUIDELINES MOJAVE BREWING CO., INC. REDEVELOPMENT Downtown Tenant Improvement Grant Award Agreement and Waiver of Program Guidelines for Grant Award to Mojave Brewing Co., Inc., from the City of Henderson Redevelopment Agency in an amount not to exceed $17,500.00 for construction costs associated with improvements to an approximately 5,400 square foot tenant space currently operated as a microbrewery at Clark County Assessor’s parcel number 179-18-710-043, and generally located at 107 South Water Street. Anthony Molloy, Redevelopment Manger, presented a summary of this item, and said the developer requested a developer assistance grant in the amount of $50,000.00; however, the National Development Council reviewed the request and found that there was a gap in financing. Mr. Molloy said due to multiple waivers requested by the applicant, work commenced prior to an application for the grant, and because one bid was submitted when three are required, the grant will be reduced to the amount of $17,500.00, which is the recommendation by staff. A RESOLUTION OF THE CITY OF HENDERSON REDEVELOPMENT AGENCY, CLARK COUNTY, NEVADA, RECOMMENDING APPROVAL FOR A DOWNTOWN REDEVELOPMENT GRANT AWARD AGREEMENT BETWEEN AF NV OZ FUND TRACT 5200-001 LLC AND THE CITY OF HENDERSON REDEVELOPMENT AGENCY IN AN AMOUNT NOT TO EXCEED $49,610.50 FOR CONSTRUCTION AND REHABILITATION COSTS ASSOCIATED WITH AN APPROXIMATELY 13,000 SQUARE FOOT BUILDING ON A 1.02 ACRE LOT IDENTIFIED AS CLARK COUNTY ASSESSOR’S PARCEL NUMBER 179-18-710-043, AND GENERALLY LOCATED AT 107 SOUTH WATER STREET. CHAIRMAN\MEMBER COMMENTS Chairman March expressed her excitement regarding the improvements that are being made on Water Street. She said she looks forward to the opening of the Lifeguard Arena as it will contribute to many other projects. VII. PUBLIC COMMENT There were no public comments presented. VIII.
