CITY OF HENDERSON REDEVELOPMENT AGENCY REGULAR MEETING AGENDA Tuesday, September 17, 2024 Council Chambers 3:30 PM 240 South Water Street Meeting Inquiries: (702) 267-1400 Henderson, Nevada 89015 For those requiring special assistance or accommodation to participate in this meeting, arrangements for a sign language interpreter should be made as soon as possible, but no later than 72 hours before the scheduled meeting. The Mayor/Chair reserves the right to hear agenda items out of order, combine two or more agenda items for consideration, remove an item from the agenda, or delay discussion relating to an item on the agenda at any time. Public comment will be taken during the designated Public Comment periods and on Public Hearing items. Individuals will be limited to three (3) minutes and spokespersons for a group will be limited to ten (10) minutes at the discretion of the Mayor/Chair. The Mayor/Chair reserves the right to curtail abusive, offensive, inflammatory, or repetitive comments that disrupt, disturb, or otherwise impede the orderly conduct of the meeting. See NRS 241.030(4)(a). Examples of disruptive conduct include, without limitation, yelling, stamping of feet, whistles, applause, heckling, name calling, use of profanity, personal attacks, intimidation, threats, or any other comments intended to impede the meeting or infringe on the rights of the Henderson City Council, City staff, or meeting participants. RECOMMENDATION: Approve A Funding Agreement between the City of Henderson Redevelopment Agency and the City of Henderson to fund a renovation and expansion of the Animal Control Center, located generally at 300 E Galleria Drive, Henderson, in an amount not-to-exceed $3,245,604.00. Strategic Priority: High-Performing Public Service 3 PUBLIC HEARING SALE OF APPROXIMATELY 0.16 ACRES OF VACANT LAND IDENTIFIED AS CLARK COUNTY ASSESSOR’S PARCEL NUMBER 179-18-710-039, GENERALLY LOCATED AT 101 W. ATLANTIC AVENUE TO DRAGONHORSE DEVELOPMENT, LLC, A NEVADA LIMITED LIABILITY COMPANY CMTS NUMBER(S): N/A REDEVELOPMENT For Possible Action. RECOMMENDATION: Accept Public Hearing to receive comments on the City of Henderson Redevelopment Agency’s intent to sell approximately 0.16 acres of vacant real property identified as Clark County Assessor’s Parcel Number 179-18-710-039 generally located at 101 W. Atlantic Avenue to Dragonhorse Development, LLC, a Nevada limited liability company, for the property’s appraised value of $87,500.00 pursuant to NRS 279.470(4). Strategic Priority: High-Performing Public Service Redevelopment Agency Meeting Page 4 of 5 Tuesday, September 17, 2024 – Agenda 4 LAND PURCHASE AND SALE AGREEMENT SALE OF APPROXIMATELY 0.16 ACRES OF VACANT LAND IDENTIFIED AS CLARK COUNTY ASSESSOR’S PARCEL NUMBER 179-18-710-039, GENERALLY LOCATED AT 101 W. ATLANTIC AVENUE, TO DRAGONHORSE DEVELOPMENT, LLC, A NEVADA LIMITED LIABILITY COMPANY CMTS NUMBER(S): N/A REDEVELOPMENT For Possible Action. RECOMMENDATION: Approve Land Purchase and Sale Agreement between the City of Henderson Redevelopment Agency, Clark County, Nevada, and Dragonhorse Development, LLC, a Nevada limited liability company, for the sale of approximately 0.16 acres of real property identified as Clark County Assessor’s Parcel Number 179-18-710-039, generally located at 101 W. Atlantic Avenue, Henderson NV 89015, for the appraised value of $87,500.00 and authorize the Executive Director to execute and deliver all documents to be executed and delivered by the Agency thereunder. The Chair and Members may comment on matters including, without limitation, future agenda items, upcoming meeting dates, and meeting procedures.
