CITY OF HENDERSON REDEVELOPMENT AGENCY MEETING AGENDA Tuesday, November 18, 2025 Council Chambers 3:45 PM 240 South Water Street Meeting Inquiries: (702) 267-1400 Henderson, Nevada 89015 For those requiring special assistance or accommodation to participate in this meeting, arrangements for a sign language interpreter should be made as soon as possible, but no later than 72 hours before the scheduled meeting. Please contact the City Clerk's office at (702) 267-1400 or TTY: 7-1-1, at least 72 hours in advance to request a sign language interpreter. The Mayor/Chair reserves the right to hear agenda items out of order, combine two or more agenda items for consideration, remove an item from the agenda, or delay discussion relating to an item on the agenda at any time. Public comment will be taken during the designated Public Comment periods and on Public Hearing items. Individuals will be limited to three (3) minutes and spokespersons for a group will be limited to ten (10) minutes at the discretion of the Mayor/Chair. The Mayor/Chair reserves the right to curtail abusive, offensive, inflammatory, or repetitive comments that disrupt, disturb, or otherwise impede the orderly conduct of the meeting. See NRS 241.030(4)(a). Examples of disruptive conduct include, without limitation, yelling, stamping of feet, whistles, applause, heckling, name calling, use of profanity, personal attacks, intimidation, threats, or any other comments intended to impede the meeting or infringe on the rights of the Henderson City Council, City staff, or meeting participants. Strategic Priority: High-Performing Public Service Redevelopment Agency Meeting Page 3 of 5 Tuesday, November 18, 2025 – Agenda 2 AMENDED AND RESTATED FUNDING AGREEMENT EARLY CHILDHOOD EDUCATION CENTER CITY OF HENDERSON REDEVELOPMENT AGENCY AND CITY OF HENDERSON FUNDING SOURCE: 18 PERCENT PUBLIC EDUCATION SET-ASIDE FUNDS CMTS NUMBER(S): N/A REDEVELOPMENT For Possible Action. RECOMMENDATION: Approve An Amended and Restated Funding Agreement between the City of Henderson Redevelopment Agency and the City of Henderson to fund construction costs associated with a new Early Childhood Education Center, located on Clark County Assessor’s Parcel Number 179-06-513-004, generally located at the southeast corner of Black Palace Street and Scarhill Track Avenue, in the Eastside Redevelopment Area, in an amount not to exceed $21,500,000.00. Strategic Priority: Quality Education 3 AGREEMENT FINANCIAL CONSULTING SERVICES NATIONAL COUNCIL FOR COMMUNITY DEVELOPMENT, INC., GROW AMERICA FUNDING SOURCE: REDEVELOPMENT CMTS NUMBER(S): 28953 REDEVELOPMENT For Possible Action. RECOMMENDATION: Approve Contract between The City of Henderson Redevelopment Agency (the “Agency”) and The National Council for Community Development, Inc., Grow America (Grow America) in an annual amount of $63,600.00, and authorize the Executive Director, or her designee, to execute subsequent extensions and amendments. Strategic Priority: High-Performing Public Service Redevelopment Agency Meeting Page 4 of 5 Tuesday, November 18, 2025 – Agenda 4 FIRST QUARTER FY26 FINANCIAL UPDATE CMTS NUMBER(S): N/A REDEVELOPMENT For Possible Action. RECOMMENDATION: Accept Financial update for the Downtown, Tuscany, Cornerstone, Eastside, and Lakemoor Canyon Redevelopment Areas and the administration thereof as of September 30, 2025. Strategic Priority: High-Performing Public Service 5 REDEVELOPMENT AGENCY ANNUAL AUDIT FISCAL YEAR 2024-2025 CMTS NUMBER(S): N/A REDEVELOPMENT For Possible Action. RECOMMENDATION: Accept Submission of Redevelopment Agency Annual Audited Financial Statements – Fiscal Year 2024-2025 and Audit Governance Letter. Strategic Priority: High-Performing Public Service VII. CHAIR\MEMBER COMMENTS The Chair and Members may speak on any subject under this section of the agenda. The Chair and Members may comment on matters including, without limitation, future agenda items, upcoming meeting dates, and meeting procedures. Comments made cannot be acted upon or discussed at this meeting, but may be placed on a future agenda for consideration by the Redevelopment Agency.
