The Mayor/Chair reserves the right to hear agenda items out of order, combine two or more
agenda items for consideration, remove an item from the agenda, or delay discussion relating
to an item on the agenda at any time.
Public comment will be taken during the designated Public Comment periods and on
Public Hearing items. Individuals will be limited to three (3) minutes and spokespersons for a
group will be limited to ten (10) minutes at the discretion of the Mayor/Chair.
The Mayor/Chair reserves the right to curtail abusive, offensive, inflammatory, or repetitive
comments that disrupt, disturb, or otherwise impede the orderly conduct of the meeting. See
NRS 241.030(4)(a). Examples of disruptive conduct include, without limitation, yelling,
stamping of feet, whistles, applause, heckling, name calling, use of profanity, personal attacks,
intimidation, threats, or any other comments intended to impede the meeting or infringe on the
rights of the Henderson City Council, City staff, or meeting participants.

An Amended and Restated Funding Agreement between the City of Henderson
Redevelopment Agency and the City of Henderson to fund construction costs
associated with a new Early Childhood Education Center, located on
Clark County Assessor’s Parcel Number 179-06-513-004, generally located at
the southeast corner of Black Palace Street and Scarhill Track Avenue, in the
Eastside Redevelopment Area, in an amount not to exceed $21,500,000.00.

(the “Agency”) and The National Council for Community Development, Inc.,
Grow America (Grow America) in an annual amount of $63,600.00, and
authorize the Executive Director, or her designee, to execute subsequent
extensions and amendments.
