CITY OF HENDERSON SENIOR CITIZENS ADVISORY COMMISSION MINUTES September 17, 2014 I. CALL TO ORDER Chairman Dan Hyde called the Senior Citizens Advisory Commission Meeting to order at 5:30 p.m., at 240 Water Street, Henderson City Hall, in the Council Chambers Conference Room. II. CONFIRMATION OF POSTING AND ROLL CALL Joanne Wershba, Administrative Assistant III, confirmed the meeting had been posted in accordance with the Open Meeting Law by posting the agenda three working days prior to the meeting at City Hall, Multigenerational Center, Whitney Ranch Recreation Center, and Fire Station No. 86. PUBLIC COMMENT There were no comments presented by the public. IV. ACCEPTANCE OF THE AGENDA (Motion) Mr. Mullin introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Hyde declared the motion carried. V. UNFINISHED BUSINESS 1 ANNUAL WELLNESS/ASSESSMENT PROGRAM PUBLIC WORKS PARKS AND RECREATION Possible approval of dates, times, and locations for annual Wellness/Assessment Program. Chairman Hyde noted that there are several wellness seminars scheduled for the following days:  September 23, 2014, at 4:30 p.m.  September 24, 2014, at 10:00 a.m.  September 30, 2014, at 10:00 a.m. or 6:00 p.m. He encouraged Commission members to attend if they are available. 2 COLLABORATION WITH UNLV'S OLLI PROGRAM PUBLIC WORKS PARKS AND RECREATION Update/discuss collaboration with UNLV's OLLI program and other possible programs in service to the senior community. Ms. Baldizan stated that Rich Easter with UNLV’s OLLI program has committed to participate in the Harvest Festival on September 20, 2014, at 11:00 a.m. at the Heritage Senior Center. She noted that UNLV will have a table there and will distribute information to attendees. Senior Citizens Advisory Commission Page 3 September 17, 2014 – Minutes VI. NEW BUSINESS 3 MINUTES AUGUST 20, 2014 PUBLIC WORKS PARKS AND RECREATION Adopt August 20, 2014 Senior Citizens Advisory Commission minutes. It was noted under New Business, Item 5, Poverello House is misspelled. (Motion) Mr. Ruliffson introduced a motion to adopt the minutes of August 20, 2014, as amended. The vote favoring approval was unanimous. Chairman Hyde declared the motion carried. 4 ELECTION CHAIRPERSON PUBLIC WORKS PARKS AND RECREATION Elect new chairman. (Motion) Ms. Smith introduced a motion to retain Dan Hyde as Chairman. The vote favoring approval was unanimous. Chairman Hyde declared the motion carried. 5 ELECTION VICE-CHAIRPERSON Elect new vice chairperson. (Motion) Ms. McEvers introduced a motion to retain Duane Ruliffson as Vice Chairman. The vote favoring approval was unanimous. Chairman Hyde declared the motion carried. 6 OPPORTUNITIES FOR COLLABORATION WITH SUCCESSFUL AGING EXPO PUBLIC WORKS PARKS AND RECREATION Discuss and approve opportunities for collaboration with Successful Aging Expo scheduled for January 31, 2015. Melissa McCabe, Las Vegas Review Journal, gave a brief update on the Successful Aging Expo. She noted that approximately eight entertainers and 19 speakers have been scheduled; however, additional speakers are still needed. Ms. McCabe added that there are still booth opportunities and ten booths will be given away to non-profit organizations. Senior Citizens Advisory Commission Page 4 September 17, 2014 – Minutes Chairman Hyde suggested speakers from the senior forums be contacted to see if they are interested in speaking. Ms. Smith suggested SALT be contacted regarding a senior abuse discussion. Ms. McEvers suggested the people from the Thunderbirds be contacted as it was a very popular forum. 7 HENDERSON SENIORS' AUXILIARY PUBLIC WORKS PARKS AND RECREATION Report on Henderson Seniors' Auxiliary for August. Marianne Stanger, Henderson Seniors’ Auxiliary gave a brief monthly summary and highlighted the following items:  Attendance is up due to the return of snowbirds.  Jeans Day at the City of Henderson brought in $771.25.  Harvest Festival is scheduled for September 20, 2014 from 11:00 a.m. to 2:00 p.m. 8 INFORMATIONAL SENIOR ISSUES PUBLIC WORKS PARKS AND RECREATION Commission members to discuss and approve subjects for articles from "Senior Newswire" that would be included in the weekly report at Heritage Park Senior Facility. This item was continued to next month’s meeting to allow the City Attorney’s Office to conduct additional research. 9 CITY OF HENDERSON PRICING STUDY - PUBLIC MEETING SCHEDULE PUBLIC WORKS PARKS AND RECREATION Recreation Services Manager, Corey Clark, will report on the schedule of public meetings for the City's recreation fee and pricing study. Corey Clark, Recreation Services Manager, gave an overview on the scope of pricing study and noted that another public meeting will be held at the Multigenerational Center on October 1, 2014, at 6:30 p.m. Senior Citizens Advisory Commission Page 5 September 17, 2014 – Minutes Responding to a question by Chairman Hyde regarding how much it will cost the City to conduct the pricing study, Jayne Mazurkiewicz, Recreation Superintendent, stated approximately $50,000. 10 STAFF REPORT PUBLIC WORKS PARKS AND RECREATION Recreation Services Manager, Corey Clark, will give a staff report and an update on the Heritage Park Senior Facility. Corey Clark, Recreation Manager, briefly summarized the Heritage Park Senior Facility report and highlighted the following areas:  Projections indicate that the Meals on Wheels program will hit the required meal count to receive grant funding for next year. It was also noted that Firestone Tires made a $500 donation to the program.  Activities such as the Football Frenzy and Senior Art Exhibit were highlighted. There will be another Senior Art Exhibit held in November. Responding to a question by Chairman Hyde regarding changes to the homebound and congregate numbers, Mr. Clark noted that some items on the menu have changed in an effort to save money. He also noted that people are returning marginally and staff is hopeful that additional people will return. VII. CHAIRMAN/MEMBER COMMENTS Chairman Hyde commented on the following items:  The Henderson Community Foundation Transportation has enough funding to start a transportation component. Ms. Smith gave an update on the transportation service. She noted that the program is larger than expected and rides are increasing so quickly that additional staffing is needed. This item will be placed on next month’s agenda for further discussion. VIII.
