CITY OF HENDERSON SENIOR CITIZENS ADVISORY COMMISSION MINUTES December 17, 2014 I. CALL TO ORDER Chairman Dan Hyde called the Senior Citizens Advisory Commission Meeting to order at 5:30 p.m., at 240 Water Street, Henderson City Hall, in the Council Chambers Conference Room. II. CONFIRMATION OF POSTING AND ROLL CALL Joanne Wershba, Recording Secretary, confirmed the meeting had been posted in accordance with the Open Meeting Law by posting the agenda three working days prior to the meeting at City Hall, Multigenerational Center, Whitney Ranch Recreation Center, and Fire Station No. 86. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (Motion) Ms. Smith introduced a motion to accept the agenda as presented, seconded by Mr. Mullin. The vote favoring approval was unanimous. Chairman Hyde declared the motion carried. V. UNFINISHED BUSINESS 1 EDUCATIONAL FORUM REGARDING IRS SCAM PUBLIC WORKS PARKS AND RECREATION The Senior Advisory Commission members will discuss the possibility of holding a forum to discuss the IRS scam as well as other scams encountered by seniors. Corey Clark, Recreation Services Manager, reported that Sgt. Jason Kuzik, Henderson Police Department, is scheduled to speak at a forum on Tuesday, January 27, 2015, 9:00 a.m., at the Heritage Senior Center. The forum will focus on IRS scams as well as other scams encountered by seniors. He noted that a second forum may possibly be scheduled for Tuesday, February 17, 2015. (Motion) Mr. Mullin introduced a motion to approve a forum on January 27, 2015, 9:00 a.m., at the Heritage Senior Center, to discuss an IRS scam, as well as other scams encountered by seniors. The motion was seconded by Ms. Baldizan, and the vote favoring approval was unanimous. Chairman Hyde declared the motion carried. VI. NEW BUSINESS 2 MINUTES NOVEMBER 19, 2014 PUBLIC WORKS PARKS AND RECREATION Adopt November 19, 2014 Senior Citizens Advisory Commission Minutes. (Motion) Ms. McEvers introduced a motion to adopt the minutes of November 19, 2014, Senior Citizens Advisory Commission minutes as presented, seconded by Ms. Smith. The vote favoring approval was unanimous. Chairman Hyde declared the motion carried. Senior Citizens Advisory Commission Page 3 of 5 December 17, 2014 – Minutes 3 HENDERSON SENIORS' AUXILIARY PUBLIC WORKS PARKS AND RECREATION A member of the Henderson Seniors' Auxiliary will give a report for November. Marianne Stanger, Vice Chairman of the Henderson Seniors’ Auxiliary, reported that the Auxiliary made $190.00 at the bake sale, and $132.00 at a yard sale. She noted that they completed the 2015 budget. They are also in contact with the Clark County History Museum regarding donation of a replica of the Full Moon Saloon, which is a famous wood carving. They are still gathering items (toiletries, socks, throw blankets) for blessing bags. 4 SENIOR COMMUNITY ISSUES PUBLIC WORKS PARKS AND RECREATION Discuss common issues that impact the senor community and opportunities to connect seniors to informational resources and partnerships that will assist seniors with those issues. Chairman Hyde reported that he accepted an award from the Spotlight on behalf of the Commission regarding a fundraiser for United Riders. He noted that at this event, people asked how they could partner with the Commission and get information out to seniors in the community. Chairman Hyde stated he wants to discuss a specific action plan at the next meeting regarding new opportunities for the Commission to expand and serve more seniors. Ms. Smith commented that the event was well attended and raised a good amount of money. She offered to be a representative of the Commission at the Spotlight meetings, which produces a senior resource book every six months. Ms. Baldizan distributed a flyer regarding a possible partnership with a dental school. This item will be placed on the next meeting agenda for discussion. Chairman Hyde reported that Rana Goodman sent him an email regarding a petition to correct Guardianship Law, NRS 159.059. The NRS currently requires that a relative must be a resident of the state of Nevada in order to qualify as a guardian of their parent or other loved one. The petition is to allow a family member to serve as guardian without any government or bureaucratic interference. After a brief discussion, Nechole Garcia, Assistant City Attorney I, said the Commission can have a limited role on this issue and vote to provide an informational forum. This item will be placed on the next agenda for further discussion. Senior Citizens Advisory Commission Page 4 of 5 December 17, 2014 – Minutes 5 STAFF REPORT PUBLIC WORKS PARKS AND RECREATION Recreation Services Manager, Corey Clark, will give a staff report and an update on the City's Senior Services. Corey Clark, Recreation Services Manager, reviewed the Heritage Park Senior Facility staff report in the backup material. Responding to questions by Chairman Hyde as to whether attendance at the Senior Facility is continuing to decline, Mr. Clark explained that he believes that the attendance is slowly on the rebound and staff anticipates a long-term increase. There is a concern about the number declining further, which could impact the grant. Mr. Clark explained that the City is reimbursed for meals served up to an annual allotment. If the participation does not warrant the entire annual allotment for grant year 2015 it is likely the annual ceiling amount will be reduced in future years. In a period of slow but continued growth this will have minimal impact on the program. However if the participation increases significantly, all of a sudden, to previous levels it would present a funding challenge to the program. Per Chairman Hyde’s request, Mr. Clark will provide information at the next meeting pertaining to a checklist of what it takes for a senior to qualify for homebound meals. Mr. Clark also reported that the art exhibit at Mr. Walker’s office was successful. He noted that Jordan Flake’s office will offer “Free Will Fridays” at Henderson senior centers and senior communities. VII. CHAIRMAN\MEMBER COMMENTS Ms. Smith announced that she is retiring from United Riders. She noted that the future of the United Riders programs is in discussions, but the programs and services will continue to provide transportation to seniors. Ms. Smith also stated that she enrolled in OLLIE and will help cultivate that partnership with the Commission. Ms. McEvers expressed concern that patrons who use a walker or a cane cannot carry bags of commodities to their vehicle or source of transportation. She noted that patrons were given a notice to bring a friend to help carry bags; however, extra people are not permitted on the bus. Ms. Smith commented that transportation drivers had helped carry items in the past, but patrons do not know their staff were told they are not permitted to Senior Citizens Advisory Commission Page 5 of 5 December 17, 2014 – Minutes assist. There has been a lack of communication and arrangements need to be made to help the patrons. This issue will be placed on the next agenda for further discussion. VIII. SET NEXT MEETING The next meeting was set for January 21, 2015, at 5:30 p.m., in the Council Chambers Conference Room. IX. PUBLIC COMMENT There were no public comments presented. X.
