CITY OF HENDERSON SENIOR CITIZENS ADVISORY COMMISSION REGULAR MEETING MINUTES Wednesday, August 11, 2021 I. CALL TO ORDER Vice Chairman Joanna Gerali-Schwartz called the Senior Citizens Advisory Commission meeting to order at 4:01 p.m., at the Heritage Park Senior Facility, 300 South Racetrack Road, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Karie Teruya, Executive Administrative Assistant, confirmed the Senior Citizens Advisory Commission meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Heritage Park Senior Facility, the Nevada Public Notice Website, the City of Henderson website, and by mailing and emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List and Emailing List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Jordan Flake introduced a motion to accept the agenda, as presented. The vote favoring approval was unanimous. Vice Chair Joanna Gerali-Schwartz declared the motion carried. V. NEW BUSINESS 1 MINUTES SENIOR CITIZENS ADVISORY COMMISSION MEETING JULY 14, 2021 PARKS AND RECREATION For Possible Action. RECOMMENDATION: Adopt Senior Citizens Advisory Commission Meeting minutes of July 14, 2021. (Motion) Richard Berman introduced a motion to adopt the Senior Citizen Advisory Commission Meeting minutes of July 14, 2021, as presented. The vote favoring approval was unanimous. Vice Chair Joanna Gerali-Schwartz declared the motion carried. 2 THREE SQUARE FOOD BANK PRESENTATION PARKS AND RECREATION For Information and Discussion Only Jodi Tyson, Vice President Strategic Initiatives, and Lisa Segler, Director of Strategic Initiatives, from Three Square Food Bank will provide an overview of services provided by the food bank during the COVID-19 community response and recovery. (Minutes) Jodi Tyson, Vice President Strategic Initiatives, and Lisa Segler, Director of Strategic Initiatives, from Three Square Food Bank presented a summary of this item. Senior Citizens Advisory Commission Meeting Page 3 of 5 Wednesday, August 11, 2021 – Minutes Responding to questions from members Fran Smith and Judy Belanger about the delivery of groceries by Three Square, Ms. Tyson explained that partner nonprofit organizations complete the food deliveries using pallets and delivery trucks and added that food requiring refrigeration is not currently available for delivery. Responding to a question from member Ed O’Neil about the funding of Three Square and its partner agencies, Ms. Tyson explained that grant funded, funded through the American Association of Retired Persons (AARP), or by donations. In response to Member Smith’s question regarding how deliveries through Lyft are paid for, Lisa Segler stated donations made to Three Square are used to pay for Lyft deliveries. Member Richard Berman asked how Three Square gets the food they distribute. Ms. Tyson explained that Three Square purchases food in bulk from wholesalers, accepts donations, through food rescue, government commodities, and by being a Feeding America affiliate. In response to Member Smith’s question regarding Three Square’s volunteer program, Ms. Tyson explained that ten (10) to fifteen (15) volunteers staff the kitchen and additional volunteers manage distribution operations through Meals on Wheels. Corey Clark, Parks and Recreation Manager, thanked Three Square for their presentation and collaboration with the City of Henderson, and explained that City Recreation Centers are getting food for children through Three Square. 3 COMMISSION ELECTIONS PROCESS PARKS AND RECREATION For Information and Discussion Only Corey Clark, Parks and Recreation Manager, will provide a briefing to describe the process for the Commission’s elections to be held in September. (Minutes) Corey Clark, Parks and Recreation Manager, presented a summary of this item and explained the election process for the Chair and Vice Chair at the September 2021 meeting. Senior Citizens Advisory Commission Meeting Page 4 of 5 Wednesday, August 11, 2021 – Minutes 4 SENIOR AUXILIARY PRESENTATION PARKS AND RECREATION For Information and Discussion Only Linda Rauenbeulher, Henderson Seniors' Auxiliary, will give a report on the activities of the organization. (Minutes) Linda Rauenbeulher, Henderson Seniors’ Auxiliary, stated that the next meeting of the Senior Auxiliary takes place on Tuesday, August 17, 2021, and that an update will be provided at a later date. 5 STAFF REPORT PARKS AND RECREATION For Information Only Corey Clark, Recreation Services Manager, will give an update on recent events at Heritage Park Senior Facility and the Downtown Senior Center. (Minutes) Corey Clark, Parks and Recreation Manager, presented a summary of this item and stated that the Heritage Park Senior Facility will resume its regular operating hours on August 30, 2021. Mr. Clark said dining room attendance at the facility has been good, even during the pandemic and that, based on the success and popularity of the Toro Mobile Health Center at the Downtown Senior Center, additional dates for the Center will be scheduled in the future. He explained the facility is experiencing a shortage of contract instructors but assured the Commission that events, such as Harvest Fest, are being planned while considering public health mandates. Responding to an inquiry from member Judy Belanger, Mr. Clark explained that eligibility for food support services attempts to disallow individuals to participate in multiple services as each provides a significant daily caloric quantity and multiple services are not necessary. Responding to a question from member Fran Smith, Mr. Clark explained that congregate dining patrons are eligible for meals through other provided services. In response to an inquiry from, member Ed O’Neil, Mr. Clark stated that across all available services, all or most seniors in Henderson should be covered by a food delivery service. Senior Citizens Advisory Commission Meeting Page 5 of 5 Wednesday, August 11, 2021 – Minutes VI. CHAIRMAN\MEMBER COMMENTS Vice Chair Joanna Gerali-Schwartz asked if the outcomes of events held by Mayor Debra March are available. Corey Clark, Parks and Recreation Manager stated he will locate the published outcomes and report back to the Commission. VII. SET NEXT MEETING The next meeting was set for Wednesday, September 8, 2021, at 4:00 p.m. VIII. PUBLIC COMMENT There were no public comments presented. IX.
