CITY OF HENDERSON SENIOR CITIZENS ADVISORY COMMISSION MEETING MINUTES WEDNESDAY, SEPTEMBER 8, 2021 I. CALL TO ORDER Chairman Steve Boyce called the Senior Citizens Advisory Commission meeting to order at 4:05 p.m., at the Heritage Park Senior Facility, 300 South Racetrack Road, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Anthony Rossa, Administrative Assistant III, confirmed the Senior Citizens Advisory Commission meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Heritage Park Senior Facility, the Nevada Public Notice Website, the City of Henderson website, and by mailing and emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List and Emailing List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Mr. Berman introduced a motion to accept the agenda, as presented. The vote favoring approval was unanimous. Chairman Steve Boyce declared the motion carried. V. NEW BUSINESS 1 MINUTES SENIOR CITIZENS ADVISORY COMMISSION MEETING AUGUST 11, 2021 PARKS AND RECREATION For Possible Action. RECOMMENDATION: Adopt Senior Citizens Advisory Commission Meeting minutes of August 11, 2021. (Motion) Mr. O’Neil introduced a motion to adopt the Senior Citizen Advisory Commission Meeting minutes of August 11, 2021, as presented. The vote favoring approval was unanimous. Chairman Steve Boyce declared the motion carried. 2 VOLUNTEER OPPORTUNITIES PARKS AND RECREATION For Information and Discussion Only Steven Whitley, Training and Volunteer Program Coordinator and Jimmy Fendzlau, Recreation Services Leader will talk with the commission about volunteer opportunities at the City of Henderson and summarize how volunteers are currently helping the City. (Minutes) Steven Whitley, Training and Volunteer Program Coordinator, and Jimmy Fendzlau, Recreation Services Leader, gave a presentation of this item, providing an overview of the City of Henderson volunteer program. Mr. Whitley presented the objectives of Team Henderson volunteers; the online portal, including volunteer registration; a directory of volunteer opportunities; a volunteer handbook, and the Volunteer Management System; and the Senior Citizens Advisory Commission Meeting Page 3 of 5 Wednesday, September 8, 2021 – Minutes onboarding process for new volunteers. Mr. Fendzlau gave a summary of the types of volunteer opportunities available through the City. Responding to a question from Ms. Smith regarding volunteer opportunities for groups, Mr. Whitley said groups may register and their information is forwarded to departments, generally those running special events that require a large number of volunteers. Responding to a question from Ms. Landaker regarding the eligibility of individuals who volunteered at COVID-19 vaccination pods to volunteer for other City opportunities, Mr. Whitley stated the vaccination pods were a one- time opportunity, and a new volunteer application is required for those individuals. In response to questions from Mr. Berman regarding background investigations for volunteers, Mr. Whitley said a third-party vendor completes the investigations at no cost to the applicant, but the City incurs a charge of $18.50. Responding to a question from Mr. Flake about age requirements for volunteers, Mr. Whitley said volunteers are generally required to be 18 years of age or older unless approval has been given by the department and a parent and/or guardian. Responding to a question from Chairman Boyce regarding the number of volunteers and certification requirements, Mr. Whitley said the City has approximately 1,469 volunteers and recertification is required for volunteers depending on their assigned department. 3 SENIOR AUXILIARY PRESENTATION PARKS AND RECREATION For Information and Discussion Only Linda Rauenbeulher, Henderson Seniors' Auxiliary, will give a report on the activities of the organization. (Minutes) Linda Rauenbeulher, Henderson Seniors' Auxiliary, presented a summary of activities listing bingo on Monday and Thursday, a monthly birthday party, a mini-mart, participation in the City’s Harvest Fest, involvement in arts and crafts programs, and resources for homelessness as some of the amenities and features of the Auxiliary. Senior Citizens Advisory Commission Meeting Page 4 of 5 Wednesday, September 8, 2021 – Minutes 4 ELECTION OF CHAIRPERSON FOR THE SENIOR CITIZENS ADVISORY COMMISSION PARKS AND RECREATION For Possible Action. RECOMMENDATION: Elect Commission members will elect a Chairperson for the Senior Citizens Advisory Commission. (Motion) Ms. Landaker introduced a motion to re-elect Steve Boyce as Chairperson for the Senior Citizen Advisory Commission. The vote favoring approval was unanimous. Chairman Steve Boyce declared the motion carried. 5 ELECTION OF VICE-CHAIRPERSON FOR THE SENIOR CITIZENS ADVISORY COMMISSION PARKS AND RECREATION For Possible Action. RECOMMENDATION: Elect Commission members will elect a Vice Chairperson for the Senior Citizens Advisory Commission. (Motion) Mr. Flake introduced a motion to re-elect Joanna Gerali-Schwartz as Vice-Chairperson for the Senior Citizen Advisory Commission. The vote favoring approval was unanimous. Chairman Boyce declared the motion carried. 6 STAFF REPORT PARKS AND RECREATION For Information Only Corey Clark, Parks and Recreation Manager, will give an update on recent events at Heritage Park Senior Facility and the Downtown Senior Center. (Minutes) Corey Clark, Parks and Recreation Manager, gave a summary of this item and highlighted staffing changes of interest to the Commission, including James Fendzlau being reassigned to the Aquatics Department and Nicole Bayreder filling the position he vacates. Senior Citizens Advisory Commission Meeting Page 5 of 5 Wednesday, September 8, 2021 – Minutes Mr. Clark announced a partnership between the City and the Senior’s Auxiliary for food allocation and said the Culinary Academy provides 40 plus pounds of food per month. Mr. Clark invited Commission members to attend a listening session hosted by Mayor Debra March at the Heritage Park Senior Facility on September 15, 2021, at 3:00 p.m. He said additional upcoming events include Doggie Paddle and Play Day on September 18, the Heritage Harvest Festival on October 2, the Veterans Day Ceremony on November 6, and Jingle All the Way in December. VI. CHAIRMAN\MEMBER COMMENTS (Minutes) Chairman Steve Boyce said Commission membership, though voluntary, is not a volunteer position for the City and asked any members who are volunteers in addition to complete the feedback survey they should have received. He asked Mr. Clark, to include on future agendas a listing of upcoming meetings Commission members might wish to attend. VII. SET NEXT MEETING The next meeting was set for Wednesday, October 13, 2021, at 4:00 p.m. VIII. PUBLIC COMMENT There were no public comments presented. IX.
