CITY OF HENDERSON SENIOR CITIZENS ADVISORY COMMISSION MEETING MINUTES Wednesday, November 9, 2022 I. CALL TO ORDER Chair Joanna Gerali called the Senior Citizens Advisory Commission meeting to order at 4:00 p.m., at the Heritage Park Senior Facility, 300 South Racetrack Road, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Anthony Rossa, Administrative Assistant III, confirmed the Senior Citizens Advisory Commission meeting had been noticed in compliance with the Nevada Open Meeting Law. ACCEPTANCE OF AGENDA (Motion) Member Audrey Woods introduced a motion to accept the agenda, as presented. The vote favoring approval was unanimous. Chair Joanna Gerali declared the motion carried. V. NEW BUSINESS 1 MINUTES SENIOR CITIZENS ADVISORY COMMISSION MEETING OCTOBER 12, 2022 PARKS AND RECREATION Senior Citizens Advisory Commission Meeting minutes of October 12, 2022. (Motion) Member Richard Berman introduced a motion to adopt the Senior Citizens Advisory Commission Meeting minutes of October 12, 2022, as presented. The vote favoring approval was unanimous. Chair Joanna Gerali declared the motion carried. 2 AUTHORIZE PARTICIPATION BY SENIOR CITIZENS ADVISORY COMMISSION MEMBERS AT UPCOMING EVENTS FROM NOVEMBER 10, 2022, TO DECEMBER 13, 2022. PARKS AND RECREATION Commission members will discuss and approve whether Commissioners may officially attend or participate in upcoming community programs or events as a representative of the Commission for November 10, 2022, to December 13, 2022. Corey Clark, Recreation Services Manager, presented a summary of this item. (Motion) Member Judy Belanger introduced a motion to accept the calendar of events, as presented, supporting the interest of any Commissioners to attend any of the upcoming events from November 10, 2022, to December 13, 2022. The vote favoring approval was unanimous. Chair Joanna Gerali declared the motion carried. Senior Citizens Advisory Commission Meeting Page 3 of 5 Wednesday, November 9, 2022 – Minutes 3 SENIOR AUXILIARY PRESENTATION PARKS AND RECREATION Linda Rauenbuehler, Henderson Seniors' Auxiliary, will give a report on the activities of the organization. Linda Rauenbuehler, Henderson Seniors’ Auxiliary was not present at the meeting; therefore, this item was not heard. Corey Clark, Recreation Services Manager, stated Ms. Rauenbuehler will be back in January, which will be her last meeting. He said staff is working with the Henderson Seniors' Auxiliary to fill her upcoming vacancy. 4 STAFF REPORT PARKS AND RECREATION Corey Clark, Recreation Services Manager, will give an update on recent events at the Heritage Park Senior Facility and the Downtown Senior Center. Corey Clark, Recreation Services Manager, stated approximately 1700 votes were cast at Heritage Park Senior Facility on November 8, 2022, for the General Election. Mr. Clark stated Mark Stevens, Retired Henderson Municipal Court Judge and United States Marine Corps Veteran, will be present to kick off the opening ceremonies of the Veteran’s Resource Fair on November 12, 2022, from 11:00 a.m. to 2:00 p.m., at Heritage Park Senior Facility. Mr. Clark also gave an update regarding the congregate meals that are provided at the Heritage Park Senior Facility and the Downtown Senior Center. 5 HENDERSON AGE FRIENDLY ACTION PLAN UPDATE PARKS AND RECREATION Jonathan Rodriguez, Planner II from the City of Henderson Community Development Department, will present on the Henderson Age Friendly Action Plan Update. Discussion will revolve around the following AARP Domain of Livability: Outdoor Spaces and Buildings. Commissioners will review the goals of the current Plan to determine which ones should be closed out, which ones should continue, and if any new goals should be added as part of the Henderson Age Friendly Plan Update. Senior Citizens Advisory Commission Meeting Page 4 of 5 Wednesday, November 9, 2022 – Minutes Jonathan Rodriguez, Planner II, presented a summary of this item and led the discussion to assist the Commissioners to determine if any goals in the current AARP Domains of Livability: Outdoor Spaces and Buildings should be closed out, continued, and/or added as part of the Henderson Age Friendly Plan Update. Mr. Rodriguez stated a summary of this discussion regarding the AARP Domains of Livability: Outdoor Spaces and Buildings will be added to the backup documents of next month’s Henderson Age Friendly Action Plan Update agenda item. He also stated Civic Participation will be discussed at the next meeting, which consists of only three sections, to allow time for the Commissioners to review the mural proposals that were submitted for the Downtown Senior Center. A discussion ensued regarding the rising homeless population in Henderson. Following comments made by Member Roop Raich related to senior housing and medical concerns, Mr. Rodriguez stated that topic would fall under the Housing Domain and said he will obtain more information from Member Raich regarding the matter. Chair Joanna Gerali requested the discussion remain related to items on this agenda only. VI. CHAIRMAN\MEMBER COMMENTS Member Richard Berman stated Corey Clark, Recreation Services Manager, attended Carnegie Heights at Henderson and discussed the Parks and Recreation Department with the attendees. Member Steve Boyce stated he attended the Union Village Park dedication and stated it contains many amenities for seniors and could be a model for several places around the City. He said the park was built and funded by the developer who has turned it over to the City. VII. SET NEXT MEETING The next meeting was set for Wednesday, December 14, 2022, at 4:00 p.m. Senior Citizens Advisory Commission Meeting Page 5 of 5 Wednesday, November 9, 2022 – Minutes VIII. PUBLIC COMMENT Alisha Nilson, 89002, stated she works for Tru Physical Therapy. She said one of their physical therapists, Skyler, provides services at Heritage Park Senior Facility in the mornings from 6:00 a.m. to noon. Following an inquiry from Member Richard Berman regarding payments, Ms. Nilson said services rendered at Heritage Park can be paid with cash or Tru Physical Therapy can bill the patient’s insurance as well. She said they have an agreement with the City, which allows them to use the senior facility. Ms. Nilson said as a member of the Parks and Recreation Board, she would like to know the types of recreational amenities the members of the Senior Citizens Advisory Commission would like in Henderson parks. She invited them to attend the Parks and Recreation Board Meetings to provide their valuable input. Acacia Herndon, 89014, stated she recently graduated from the School of Nursing from the University of Nevada, Las Vegas (UNLV) and said she is interested in the issues seniors face and wants to learn more about the City of Henderson. She inquired about integrating some of the senior activities and programs with younger age groups to create more intergenerational connections. She said she is also starting a new chapter of the DreamCatchers Foundation, which she said is for adult hospice patients and encouraged anyone interested in volunteering their time to let her know. Member Judy Belanger stated based on Ms. Herndon’s comments, it would be interesting to have a younger person on the Senior Citizens Advisory Commission. Corey Clark, Recreation Services Manager, stated he has already discussed the possibility of Ms. Herndon joining this Commission. IX.
