CITY OF HENDERSON SENIOR CITIZENS ADVISORY COMMISSION MEETING MINUTES Wednesday, October 11, 2023 I. CALL TO ORDER Chair Joanna Gerali called the Senior Citizens Advisory Commission meeting to order at 4:00 p.m., at the Heritage Park Senior Facility, 300 South Racetrack Road, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Anthony Rossa, Administrative Assistant III, confirmed the Senior Citizens Advisory Commission meeting had been noticed in compliance with the Nevada Open Meeting Law. PRESENT: Chair Joanna Gerali Steve Boyce Ed Long Roop Raich David Tulanian Audrey Woods ABSENT: Favil West Judy Belanger Delwin Potter STAFF: Corey Clark, Parks and Recreation Manager Bethany Sanchez, Assistant City Attorney III Anthony Rossa, Administrative Assistant III III. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Commissioner Audrey Woods introduced a motion to accept the agenda, as presented. NEW BUSINESS 1 MINUTES SENIOR CITIZENS ADVISORY COMMISSION MEETING SEPTEMBER 13, 2023 PARKS AND RECREATION Senior Citizens Advisory Commission Meeting minutes of September 13, 2023. (Motion) Commissioner Steve Boyce introduced a motion to adopt the Senior Citizens Advisory Commission Meeting minutes of September 13, 2023, as presented. The roll call vote favoring passage was unanimous. Chair Joanna Gerali declared the motion carried. 2 ETHICS AND OPEN MEETING LAW TRAINING PARKS AND RECREATION Bethany Sanchez, Assistant City Attorney III, will provide an Ethics and Open Meeting Law Training to the commissioners. Bethany Sanchez, Assistant City Attorney III, presented a slideshow titled “Ensuring Public Trust in Government: Ethics and Open Meeting Law” and summarized the information pertaining to:  The Importance of Maintaining Public Trust  Ethics Rules Applicable to the Senior Citizens Advisory Commission  The Separation Between Private Interests and Public Duties  NRS 281A.400  Improper Gifts Under State Law and Under Henderson’s Ordinances  Safe Harbor Provisions  Nevada Open Meeting Law  Legislative Intent to Take Action Openly  Quorum  Stick to the Agenda Commissioners discussed circumstances involving gifts or special invitations to attend events as a Commission member. Ms. Sanchez advised that gifts cannot be taken if it directly effects the Commission or the decisions they make as a Commission and she advised Commissioners to reach out to her with any questions regarding improper gifts and Henderson’s Ordinances. Senior Citizens Advisory Commission Meeting Page 3 of 6 Wednesday, October 11, 2023 - Minutes Ms. Sanchez provided clarification on the “Public Comments” and “Chairman/member Comments” sections of the agenda to the Commission. 3 HEALTHY HENDERSON PRESENTATION NOAH MAATOUK PARKS AND RECREATION Noah Maatouk, Recreation Services Leader, will provide an overview of services offered by the Healthy Henderson Program with the City of Henderson. Noah Maatouk, Recreation Services Leader, provided a brief background of his career at the City of Henderson Parks and Recreation and presented a slideshow titled “The Healthy Henderson Program” and summarized the information pertaining to:  Background on the Healthy Henderson Program  How to enroll  Double Stamp Days  How to redeem stamps and points  Benefits of Accruing Stamps  Where to find additional information on the Healthy Henderson Program Responding to a question by Commissioner Ed Long regarding expanding the Healthy Henderson Program to places like Sun City Anthem, Mr. Maatouk advised the hope of the Healthy Henderson Program is for Henderson residents to visit our Recreation Centers and participate in the programs, classes, and activities that the City offers. 4 SENIOR AUXILLARY PRESENTATION PARKS AND RECREATION Linda Hamilton from the Henderson Senior Auxiliary provided a report of the activities of the organization. Ms. Hamilton stated the Henderson Senior Auxiliary total sales from April to September 2023 was approximately $3,666.48. Ms. Hamilton advised that the Henderson Senior Auxiliary will be selling ice cream at the Heritage Harvest Festival on Saturday, October 14, 2023, and invited the Commissioners to attend. Senior Citizens Advisory Commission Meeting Page 4 of 6 Wednesday, October 11, 2023 - Minutes 5 AUTHORIZE PARTICIPATION BY SENIOR CITIZENS ADVISORY COMMISSION MEMBERS AT UPCOMING EVENTS FROM OCTOBER 12, 2023, TO NOVEMBER 7, 2023. PARKS AND RECREATION Commission members will discuss and approve whether Commissioners may officially attend or participate in upcoming community programs or events as a representative of the Commission for October 12, 2023, to November 7, 2023. Corey Clark, Recreation Services Manager, presented a summary of this item and provided information on the different upcoming events. (Motion) Commissioner Audrey Woods introduced a motion to request a booth for the Heritage Harvest Festival on Saturday, October 14, 2023, and for Commissioner Audrey Woods and Chair Joanna Gerali to attend from 11:00 a.m. to 2:00 p.m. The vote favoring approval was unanimous. Chair Joanna Gerali declared the motion carried. (Motion) Commissioner Audrey Woods introduced a motion to accept the calendar of events, as presented, supporting the interest of any Commissioners to attend any of the upcoming events from October 12, 2023, to November 7, 2023. The vote favoring approval was unanimous. Chair Joanna Gerali declared the motion carried. 6 KEY POINTS FOR COMMISSIONERS PARKS AND RECREATION Joanna Gerali, Chairperson, will lead a discussion on the key points to being a successful commissioner for the Senior Citizens Advisory Commission. The commission will discuss what the Senior Citizens Advisory Commission is about and what the duties and expectations of commissioners are. Chair Joanna Gerali presented a document titled “Key Points to Being a Successful and Active Board or Commission Member” and discussed each key point with the Commission members. Responding to a question by Commissioner Steve Boyce as to why the public cannot interact with Commissioners during the “New Business” section of the agenda, Bethany Sanchez, Assistant City Attorney III, stated agenda items are for Commission voting members and provided clarification on the “Public Comment” sections of the agenda. Senior Citizens Advisory Commission Meeting Page 5 of 6 Wednesday, October 11, 2023 - Minutes Corey Clark, Recreation Services Manager, discussed proper methods for distribution of handouts at Commission meetings as well as utilization of the “Chairman/Member Comments” section of the agenda to request future agenda items. 7 STAFF REPORT PARKS AND RECREATION Corey Clark, Recreation Services Manager, will give an update on recent events at the Heritage Park Senior Facility and the Downtown Senior Center. Mr. Clark presented a summary of this item and discussed the following:  Mr. Clark announced the resignation of Commissioner Fran Smith from the Commission and stated staff will be working to fill two vacancies.  Community Conversations at Downtown Senior Center and Heritage Park Senior Facility.  Introduction of Ralph Goudy, Senior Recreation Assistant, as the Senior Services Representative for information and referral.  Advised the Commission that the November agenda will contain an item to discuss the potential of cancelling or adjusting the December Commission meeting date due to the Holidays and time-change.  Introduction of Anita Gant, retired City of Henderson employee, and provided a brief background of her accomplishments with the Meals on Wheels program. VI. CHAIRMAN\COMMISSIONER COMMENTS Commissioner Audrey Woods shared her experience with the Senior Health Fair. Advised that the Senior Health Fair was a successful event and had a great turnout. Commissioner Ed Long requested an agenda item for the November 8, 2023, Senior Citizen Advisory Commission meeting to introduce the Fraternal Order of the Eagles and the Annual Thanksgiving Event that will take place on Saturday, November 18, 2023. Commissioner David Tulanian shared his positive experience with the Senior Health Fair and said he is looking forward to getting more involved in community outreach events. Chair Joanna Gerali stated Commissioner Ed Long was featured on the City of Henderson Facebook page regarding wreath making at the Heritage Park Senior Facility. Senior Citizens Advisory Commission Meeting Page 6 of 6 Wednesday, October 11, 2023 - Minutes VII. SET NEXT MEETING The next meeting was set for Wednesday, November 8, 2023, at 4:00 p.m. VIII. PUBLIC COMMENT Ralph Goudy, no ZIP code provided, provided positive feedback on the wreaths that were created at the Heritage Park Senior Facility and requested more information on the Fraternal Order of the Eagles.
