I. CALL TO ORDER
Acting Chair Richard Serfas called the Redevelopment Agency Advisory
Commission Meeting to order at 4:02 p.m. in the City Hall Annex Conference
Room, City Hall Annex, 280 Water Street, Henderson, Nevada, 89015.
II. CONFIRMATION OF POSTING AND ROLL CALL
Alyssa Perea, Redevelopment Commission Coordinator, confirmed the
Redevelopment Agency Advisory Commission meeting had been noticed in
compliance with the Nevada Open Meeting Law.

SEPTEMBER 23, 2025

(Motion)
Commissioner Chet Opheikens introduced a motion to approve the
Redevelopment Agency Advisory Commission meeting minutes of
September 23, 2025, as presented.
(Vote)
The vote favoring approval was unanimous. Acting Chair Richard Serfas
declared the motion carried.
2 RESOLUTION
INTENT TO CONSIDER SALE OF APPROXIMATELY 2.46 ACRES OF
VACANT LAND IDENTIFIED AS CLARK COUNTY ASSESSOR’S PARCEL
NUMBERS 179-17-511-011 THRU 021 & 179-17-511-027 THRU 029,
GENERALLY LOCATED EAST OF CENTER STREET ON BRUCE WAY AND
RANDY WAY TO CRYSTAL BAY ADVISORS LLC, A NEVADA LIMITED
LIABILITY COMPANY AND CBAY LLC, A NEVADA LIMITED LIABILITY
COMPANY.
REDEVELOPMENT
Derek Allen, Redevelopment Project Coordinator, provided an overview of the
item and spoke about the project timeline.
(Motion)
Commissioner Coby Sherlock introduced a motion to recommend adoption of
Resolution of the City of Henderson Redevelopment Agency, Clark County,
Nevada, expressing its intent to consider the sale of approximately 2.46 acres of
vacant land identified as Clark County Assessor’s Parcel Numbers 179-17-511-
011 thru 021 & 179-17-511-027 thru 029, located in the Northeast Quarter (NE
1/4) of Section 17 and Southeast Quarter (SE 1/4), of Section 8, Township 22
South, Range 63 East, M.D.B.M., to Crystal Bay Advisors LLC, a Nevada
limited liability company and CBay LLC, a Nevada limited liability company , at
a purchase price of $1,600,000.00.
(Vote)
Commissioner Mark McGinty abstained. The vote favoring approval was
unanimous. Acting Chair Richard Serfas declared the motion carried.

David Vorce, Principal Redevelopment Fiscal Administrator, provided an
overview of the item.
A brief discussion ensued and David Vorce, Principal Redevelopment Fiscal
Administrator, answered commissioner’s questions.
4 FIRST QUARTER FY26 FINANCIAL UPDATE

David Vorce, Principal Redevelopment Fiscal Administrator, provided an
overview of the item and answered questions by the commissioners.
5 CONTRACT BETWEEN THE CITY OF HENDERSON REDEVELOPMENT
AGENCY (THE “AGENCY”) AND THE NATIONAL COUNCIL FOR
COMMUNITY DEVELOPMENT, INC., GROW AMERICA (GROW AMERICA)
REDEVELOPMENT
David Vorce, Principal Redevelopment Fiscal Administrator, provided an
overview of the item and answered questions by the commissioners.
A brief discussion ensued regarding the type of work that Grow America
provides as a third party council.
6 AMENDED AND RESTATED FUNDING AGREEMENT TO ALLOCATE
CONSTRUCTION FUNDING FOR AN EARLY CHILDHOOD EDUCATION
CENTER

Acting Chair Richard Serfas thanked the team for their hard work and wished
everyone happy holidays.

AGENCY (THE “AGENCY”) AND THE NATIONAL COUNCIL FOR
COMMUNITY DEVELOPMENT, INC., GROW AMERICA (GROW AMERICA)

Contract between The City of Henderson Redevelopment Agency (the
“Agency”) and The National Council For Community Development, Inc., Grow
America (Grow America) in an annual amount of $63,600.00 and authorize
Executive Director to execute subsequent extensions and amendments.

CONSTRUCTION FUNDING FOR AN EARLY CHILDHOOD EDUCATION

An Amended and Restated Funding Agreement between the City of Henderson
Redevelopment Agency and the City of Henderson to fund construction costs
associated with a new Early Childhood Education Center, located on Clark
County Assessor’s Parcel Number 179-06-513-004, generally located at the
southeast corner of Black Palace Street and Scarhill Track Avenue, in the
Eastside Redevelopment Area, in an amount not to exceed $21,500,000.00.
