CITY OF HENDERSON CITY COUNCIL AGENDA REGULAR MEETING Tuesday, March 24, 2026 Council Chambers 4:00 PM 240 South Water Street Meeting Inquiries: (702) 267-1400 Henderson, Nevada 89015 For those requiring special assistance or accommodation to participate in this meeting, arrangements for a sign language interpreter should be made as soon as possible, but no later than 72 hours before the scheduled meeting. The Mayor/Chair reserves the right to hear agenda items out of order, combine two or more agenda items for consideration, remove an item from the agenda, or delay discussion relating to an item on the agenda at any time. Public comment will be taken during the designated Public Comment periods and on Public Hearing items. Individuals will be limited to three (3) minutes and spokespersons for a group will be limited to ten (10) minutes at the discretion of the Mayor/Chair. The Mayor/Chair reserves the right to curtail abusive, offensive, inflammatory or repetitive comments that disrupt, disturb or otherwise impede the orderly conduct of the meeting. In addition, any person willfully disrupting the meeting may be removed from the room by the presiding officer. See NRS 241.030(4)(a). Examples of disruptive conduct include, without limitation, yelling, stamping of feet, whistles, applause, heckling, name calling, use of profanity, personal attacks, physical intimidation, threatening use of physical force, assault, battery, video recording and/or live streaming, or any other acts intended to impede the meeting or infringe on the rights of the Henderson City Council, City staff, or meeting participants. Strategic Priority: Economic Vitality 3 ASSIGNMENT AND DELEGATION, ACCEPTANCE, AND CONSENT FENTANYL OUTREACH CAMPAIGN AGREEMENT PURDUE MARION & ASSOCIATES, THE PMA AGENCY, LLC FUNDING SOURCE: OPIOID SETTLEMENT FUNDS CMTS NUMBER(S): 26741 CITY MANAGER'S OFFICE For Possible Action. RECOMMENDATION: Accept Assignment and delegation for a Fentanyl Outreach Campaign agreement, dated July 17, 2025, from the Purdue Marion & Associates to The PMA Agency, LLC; The PMA Agency LLC's acceptance of that assignment; and the City of Henderson's consent to that assignment. RECOMMENDATION: Approve City Council Regular Meeting Page 4 of 5 Tuesday, March 24, 2026 - Agenda Cash Requirements Register for the period of January 23, 2026, through February 19, 2026, in the amount of $53,685,016.49. Strategic Priority: High-Performing Public Service 5 APPORTIONMENT OF SURPLUS REFUNDS LOCAL IMPROVEMENT DISTRICT (LID) T-17 MADEIRA CANYON CMTS NUMBER(S): N/A FINANCE DEPARTMENT For Possible Action. RECOMMENDATION: Approve Apportionment of surplus funds for Local Improvement District (LID) T-17 (Madeira Canyon) for refund to property owners. Strategic Priority: Healthy, Livable, Sustainable City 6 AGREEMENT EQUIPMENT AND MONITORING SERVICES SCRAM OF NEVADA FUNDING SOURCE: POLICE DEPARTMENT CMTS NUMBER(S): 27452 POLICE DEPARTMENT For Possible Action. RECOMMENDATION: Approve Agreement between the City of Henderson (City) and SCRAM of Nevada (SCRAM) to provide equipment and monitoring services for probationary citizens with access to, and use of, City Space from the date of the fully executed Contract until November 30, 2026, with three (3) one-year renewal options.
