CITY OF HENDERSONVILLE COMMUNITY CHARACTER TEAM MEETING - SEPTEMBER 2022 Downtown Program Office | 125 Fifth Avenue West, Suite 200 | Hendersonville NC 28792 Tuesday, September 06, 2022 – 9:00 AM MINUTES 1. CALL TO ORDER In attendance - Matthew Hickman, Patsy DuPre, Linda DiPaola, Caroline Gunther, Michele Sparks Also present - Councilwoman Debbie Roundtree, Terry Young, Karen Eve-Bayne Staff present - Jamie Carpenter 2. APPROVAL OF MINUTES 1. Community Character Minutes - June Minutes Approval Patsy DuPre made a motion to approve, Linda DiPaola seconded. All were in favor. 3. OLD BUSINESS 1. Update on 7th Avenue Streetscape Jamie Carpenter updated - a contractor has been selected and will provide an updated timeline. This is not available yet. 2. Update on Sidewalk dining J. Carpenter updated - At the October Community Character meeting we will review the sidewalk dining compliance. 3. 7th Avenue Branding Update - Jamie and Shawn (Arnett Muldrow) will update on the survey and next steps. Shawn Terpack was unavailable for the meeting, Jamie reviewed the presentation and there was some discussion regarding the tagline and description. More will be presented at the Downtown Advisory Board meeting. 4. NEW BUSINESS 1. Presentation by STEAP - 7th Avenue Art Project - Karen Eve-Bayne will present about a project STEAP is working on in 7th Avenue. Karen Eve-Bayne gave a presentation on a project by STEAP regarding a project they have received funding from the Henderson County Community Foundation. The project is not yet publicly announced due to funding requirements. The project is a mural and public art project COMMUNITY CHARACTER TEAM MEETING - SEPTEMBER 2022 – September 06, 2022 Page | 1 specifically focused on the 7th Avenue district. The project funded is for 2-3 murals, and a fiber art project that incorporates work from BIPOC (Black, Indigenous, People of Color) artists and represents Hendersonville (history, agriculture, etc). Project includes: 2. Parking Garage Banner Signage The new parking garage will have a space for approximately 1 ft x 10 ft banners on 5th Avenue. The team brainstormed some ideas: - celebrating some of our residents or historic figures (Carl Sandburg) - celebrating some of our designations (Bee City, Tree City, Caregivers of Mother Earth, etc). - Special Artscape banners Next steps: start off with a general HENDERSONVILLE or Downtown banner so we can see how it will look, then determine a plan for regular rotation, possibly seasonal, or allowance for special events which meet certain requirements to utilize the banner space. 5.
