There was no discussion. All were in favor. Matthew Hickman, Chair, then presided over the remainder of the meeting. Vice Chair Nominations – Patsy DuPre nominated Joe Dinan, Chris Cormier seconded. The chair asked for discussion. Matthew Hickman nominated Nancy Neikirk. Nancy noted that she would be interested but is also in favor of Joe Dinan. With no second, the chair called for discussion on the motion to nominate Joe Dinan as Chair. There was no further discussion, all were in favor. The committees will meet on September 2 which was noted for discussion on the agenda. Matthew made a motion to adopt the schedule as presented, Sam Simmons seconded. All were in favor. APPROVAL OF MINUTES June 2025 Downtown Advisory Board Minutes – Nancy Neikirk made a motion to approve, Joe Dinan seconded. All in favor 3. PUBLIC COMMENT – no public comments 4. APPROVAL OF AGENDA – John Ryan made motion to approve the agenda, Herman Holt seconded. All were in favor 5. NEW BUSINESS T-Rex Parade - Apple Country Wood Crafters – Bob Johnson with Apple Country Woodcrafters presented an overview of a miniature wagon parade that happens during Mardi Gras. They would like to have the event in February on the sidewalk. Intent is to sell wagons to nonprofits for $200, businesses for $300 They are looking for a partnership would be that the club makes them, looking for semi-permanent supporters to help with the program Questions from the board? Nancy  are you looking for help on the promotional side? o Bob has already spoken to TDA, does marketing for the woodcrafters  Volunteer help? o Jamie noted that we could help with volunteers. TEAM & STAFF REPORTS 1. Downtown Team Updates –July 2025 General / Staff updates: Jamie provided updates that were included in the team & staff report.  Special Event Towing: The requests from the Downtown Advisory Board will be considered by City Council at their July Workshop meeting which will take place on Wednesday, July 23 at 4pm at City Hall. Downtown board members are encouraged to attend.  Friends of Downtown budget updates (nonprofit / discretionary funds) – An updated Friends budget was distributed. Recognizing that we had budgeted to have reduced income due to Helene, however we have increased sponsorship income and have confirmed with HCTDA that we will have an annual financial partnership for many of our events and programs.  Non-compliant signage – Jamie noted that code enforcement will soon begin enforcing signage that is located outside of the allowable locations for sandwich boards. This includes Avenue businseses that have signage on the corners in front of spaces that are not their business. Jamie noted that they are planning to inform businesses who take issue with the enforcement to come to a board meeting where the downtown advisory board can review if it is an issue they would like to consider reviewing. Community Character Updates – outdoor furniture, outdoor dining. Committee did a walk through and mapped out locations.  Committee in agreement to have a few well-placed benches  Stakeholder who expressed concern over putting benches on 7th due to loitering and sleeping.  Committee believes its appropriate to have seating  Committee members are sending examples to Jamie with a deadline of July 15.  Also reviewing sidewalk dining ordinance for 7th Avenue 7.
