MINUTES
1. CALL TO ORDER
In attendance in person: Carole Sitzer, Jerry Fitzgerald, Walt Slagel, John Ryan, Chris Cormier,
Jared Bellmund, Councilwoman Debbie Roundtree
In attendance virtually: Becky Ayers, Caroline Gunther, Mark Pavao, Juls Buckman, Matthew
Hickman
Board members absent: Patsy DuPre, Matt Johnes, Shaquala Wilkes
Staff in attendance: Jamie Carpenter, Meredith Friedheim, Garrett Gardin, Alexandra Hunt
2. PUBLIC COMMENT
There were no public comments.
3. APPROVAL OF AGENDA
Jared Bellmund made the motion to approve the agenda. Jerry Fitzgerald seconded. A roll call vote
was taken, all board members were in favor of approving the agenda.
4. APPROVAL OF MINUTES
1. November 2021 Downtown Advisory Board Minutes
Mark Pavao made a motion to approve the minutes. Jerry Fitzgerald seconded. All board
members voted to approve the minutes.
5. OLD BUSINESS
1. Downtown Advisory Board Notes for Apple Festival Board
J. Carpenter presented a draft letter summarizing the requests from the Downtown Advisory
Board to the Apple Festival board. Suggestions were made to update some of the verbiage to
the letter, but the intent was agreed upon by the board. Carpenter will update the verbiage and
send out for suggestions via email. Carpenter and City Manager John Connet will meet with the
Apple Festival board regarding the requests.
Matthew Hickman made a motion to approve with edits, Jerry Fitzgerald seconded. All were in
favor.

2. Downtown Staff Updates:
1. Event Policy/Fees
2. Pivot Grant Awards
3. NC Main Street Conference
J. Carpenter gave update on old business. Staff and internal special events committee are
reviewing updates to the event policy and fee structure for events.
14 Pivot Grants were awarded. Decisions were made by the Economic Vitality Team.
Staff and board are invited to attend the North Carolina Main Street Conference in Statesville
March 8-10. Please let Jamie know if you are interested in attending.
6. NEW BUSINESS
1. 2022 Downtown Advisory Board and Team Meeting Schedule
Any discussion on changes of meeting time or location during this time.
The 2022 Downtown Advisory Board and team meeting schedule was approved
Jared Bellmund made a motion to approve the schedule. Jerry Fitzgerald seconded. All were in
favor.
2. Rezoning Request for Micro Distilleries - An update will be added into the agenda for the
meeting.
Planner Alexandra Hunt attended the meeting to review the zoning text amendment.
There was a conversation among the Downtown Advisory board that included questions
regarding the capacity limitations in place if there are no state standards like there are for
microbreweries. Several board members asked if allowing distilleries was too much if we
already had several microbreweries. They asked if there could be a limit in place for how many
distilleries or microbreweries there should be downtown.
Downtown Advisory Board chair Caroline Gunther noted that the recent zoning text
amendment processes (small scale manufacturing, private clubs) has worked much better to
follow a process of first being reviewed by the downtown Economic Vitality Team
(subcommittee) rather than first by the Downtown Advisory Board and would prefer that to be
the general process related to downtown zoning changes.
