CALL TO ORDER A. Call to Order- Kelly Pahle, Chairperson Everyone is present except for Geri, Anthony, and Lyndsey. APPROVAL OF AGENDA Virginia Second the motion to approve agenda. 2. Approval of Agenda- Kelly Pahle, Chairperson APPROVAL OF MINUTES 3. Approval of Minutes from October 20th, 2022- Gracie Erwin, Staff Liaison 4. Approval of Minutes from November 17th, 2022- Gracie Erwin, Staff Liaison 5. Green Expo Sub Committee Meeting Minutes- Ann Twiggs, CoChair Approved with revision- Add public schools to the list of additional exhibitors/groups to contact regarding Hendo Earth Fest PUBLIC COMMENT 6. Public Comment - Allotted time, 15 minutes None OLD BUSINESS ENVIRONMENTAL SUSTAINABILITY BOARD – December 15, 2022 Page | 1  7. Revival of Sustainability Plan Subcommittee- Will Garvey, board member Revisit and revise for improvement with new expertise. Will Proposed subcommittees meetings covered too much (i.e. 5 topics at each, and were spread too thin) Will is willing to lead subcommittee planning- goals are more tangible action items. Mary Ellen proposes buckets idea vs time and deciding each meeting to focus on one topic. goal to get more city staffed involved need a member to be liaison with ICIEI Mary Ellen motions to revive the planning subcommittee, and for Will Garvey to be chair of said subcommittee. 8. Trash Trout Update- Virginia Tegel, board member Trash trout updates- would like to be posted on City Social medias. SUBCOMMITTEE UPDATES 9. Bee City- Will Garvey, Board Member Questions regarding Bee City and Hendersonville's pesticide management plan (natural pest control). Gracie is to find out where the city is currently in regards to this plan. 10. Recycling and Plastics - Geri Conley, Board Member 11. Green Expo- Ann Twiggs, Board Member They have 9 members on the subcommittee. 28 spots for booths at the Hendo Earth Fest event; can ask for another block if needed. Want a musician to come- question regarding if ESB can hire one or if it has to be volunteer based. Ann is going to come to next meeting with budget requests for Hendo Earth Fest. City Council- Lyndsey Simson, Council Woman Regarding the sustainability manager position- parks has its own position, and sustainability now has its own position as well. Tweak the EV resolution from John - concern with putting too much on community development. Will asks for greenway parks and master plan- have a rep from the ESB to contribute. Also asking council to vote on a rep from the board to be a rep with the council- need to pick someone as this will be appointed. Mary Ellen Volunteered to serve this role. Virginia is also interested as well. Lyndsey said she will send Mary Ellen as ESB rep, and Virginia as her vote. Lyndsey is to get an update regarding walkability plan. NEW BUSINESS 13. Lighting Ordinance- Will Garvey, Board Member The lighting ordinance brought up on sustainability plan. Reference Briefing documents from planning board from the meeting during the week of 12/11/2022. The lighting ordinance is lengthy, sets standards, temp limits, good as it saves energy (reduces mercury lights, and lights that are challenging to dispose of). Within 10 years they have to change the lights to be in accordance with the ordinance. This is going to the council meeting in January. 14. Response to Article on City's need for a Climate Action Plan- Kelly Pahle, Chairperson ESB felt like the efforts they have made were not portrayed well. Kelly reach out and told them that the ESB exists. Kelly voted for ESB to reach out to students and Ann seconded. Mary Ellen and Virginia are going to talk to the students at hendersonville high about the ESB and their goals. Interact with the rotary club. ADJOURNMENT Kelly moved to end meeting, and Ann second.
