Mr. Clevinger is the Deer and Elk Program Coordinator for the TWRA. He and I had a conversation yesterday evening about what options are available for the deer issue in Hendersonville. He informed me that outside of an initial discussion with the head of the deer committee, no one at the TWRA has had any discussion with anyone from the city. They have been waiting for the city to reach out and tell them what they want to do so they can support them in any way that they can. He has even asked others in the office if anyone had heard any more from Hendersonville and the answer was "no". Garret please correct me if I am misrepresenting our conversation. This is quite contradictory to the comment that they were contacted directly and told our alderman that the TWRA own the deer and that nothing can be done. It sounds as though the deer committee either has yet to do their due diligence or we as a city have decided to not act. I don't know which one it is but I would ask that we get some clarity around the issue. If the deer committee still has not come to any proposals, I would ask that we ask them why not? They have been together for quite some time and to not come with a proposal seems to be a little ridiculous. A couple could have easily been killed the other night had the deer that hit the car been one or two feet more to the left. The nuisance of them eating the landscaping is just a nuisance. We have now graduated to a dangerous situation and I ask you to act by either engaging directly with Mr. Clevinger or demanding that the deer committee bring forth some sort of proposal. If the answer is that we simply aren't going to do anything about it, I would appreciate that transparency as well. Thank you. Good evening. I was just at the stop sign of Bonita where it crosses Choctaw headed South. An elderly couple was coming North and slowing to the stop sign. As they were, a herd of deer was running at full speed all around us going from West to East. One literally jumped at the car approaching me, went through the rear window of the car and ended up in the backseat exploding the window. The driver and passenger did not appear to be hurt but had that been one foot towards the front, I would be surprised if they were not dead. What is it going to take to have something done about this problem that nobody seems to think is a problem??? Does someone actually have to die first? Certainly the committee has reported back to the BOMA by now and if not, what use are they? This has gone way past being a nuisance now. Someone literally almost died. What is the solution from the city? And no answer cannot be an acceptable answer and it shouldn't be from you two either. Good afternoon both.... I would like to understand each of your positions please on the deer population issue that the city is having - notably in your district. Daily I am chasing deer from my yard, away from my plants (they're basically gone), away from my dog and away to keep them from soiling my yard with their waste. I have totaled a car due to hitting one about 2 years ago and have had several near misses recently. I walk my dog around the Indian Lake peninsula through Indian Lake Forest daily and in our 1.2 mile walk have counted upwards of 50 deer. That is ridiculous. 4 I've seen the report from the survey. I've seen the options that have been presented. My question to you isn't about any of those. My question to you is what is your position and do you plan to address this nuisance? Is it going to take some inexperienced young driver to hit one and be seriously injured or worse for any action? We have discussed this for a long time at your level, yet no actions have been taken. Only more studying and advice to not feed them. Well my large oak trees are feeding the acorns every day and I can't stop that. Please let me know your thoughts. I am copying Alderman Burgdorf as he is our BOMA liaison along with Casey LaMarr and Emily Tipsord, our liaison. I took the ini�a�ve a�er the ini�al USDA presenta�on and reached out to TWRA. I was directed to Mr. Clevenger and had conversa�ons with him. I followed up a�er the USDA presented to BOMA in September. I sent him the USDA presenta�on for his review and comment in September. I asked for his involvement and shared the USDA report with him. I requested he atend the October mee�ng. I was informed prior to that October mee�ng that there would be representa�on from TWRA. Subsequently, I sent Mr. Clevenger an email asking if was to atend. There were 3 representa�ves from the TWRA at that mee�ng They also atended the following mee�ng and we were informed by them that the state of TN owns the deer and that TWRA was the steward. And that USDA did not have jurisdic�on and that there was no interest from TWRA in any culling program or other herd management op�ons including steriliza�on, birth control, etc. The TWRA representa�ves have also suggested matching homeowners who wanted culling with those that wanted to hunt in Hendersonville. And, that they have been ac�vely so doing. All of this is in the record of our mee�ngs. 5 So, I'm not sure where the disconnect is within TWRA. They have had 3 representa�ves atend mul�ple mee�ngs since my last correspondence with Mr. Clevenger. I will forward you the last email I sent Mr. Clevenger from which I did not receive a response. I welcome your input as well as Alderman Burgdorf, Casey LaMarr and, that of BOMA as a whole, as to how we should respond Thank you, Jerald Sent from my phone. Mark, we need to cover our plan with the board. Question, do we have a budget? Answer, yes, we need to cover with Boma before using it. During discussion of the finalization of pamphlet slight changes were made and Flockencier moved to eliminate the lengthy URLS from the pamphlet and instead provide a link to our web site. A person wanting more information on the subject could go to the site; find info and click on the URL to move to the reference site for more information. After much discussion and assurance that after the web site was complete the next printing of the pamphlet would do that, the motion was withdrawn and the motion to approve the pamphlet with minor changes was carried. Mark work with Casey on distribution of pamphlets and estimated costs. New Business Discussion of action items for 2024. Propose to BOMA that in new construction 50% of plantings be deer resistant plants. Develop a proposal that covers the use of electric fencing in the city and insure that HOA’s incorporate fencing recommendations. Pamphlet distribution ideas. Work with Chamber of Commerce, schools, pass out at city events, social media, to distribute information. Next meeting we need to approve the proposed Report to BOMA.
