Acceptance of the Agenda Motion: Alderman Martin Second: Alderman Roberson Vote: Passed Unanimously Acceptance of Meeting Minutes from August 22, 2023 Motion: Alderman Roberson Second: Alderman Martin Vote: Passed Unanimously Citizens’ Comments: Steven Rozek requested to speak after Item #1 on the agenda had been discussed. ORDINANCES AND RESOLUTIONS: 1. Reading of Resolution 2023-36, a resolution authorizing the Mayor to enter into an agreement with Broken Paddle Outfitters, LLC for vendor services in the city park facilities. Parks Director Andy Gilley stated that the agreement would be to collect 7.4% of net sales twice a year in addition to $2000 in donation payments. He said this would provide a new service to Hendersonville residents. Hendersonville resident Stven Rozek had some questions about the insurance and safety liabilities the city could face. 2 Hendersonville resident Valerie Pantaleo also asked questions on paddle boarding and kayaking safety. Motion: Alderman Martin Second: Alderman Roberson Vote: Passed Unanimously 2. Reading of Resolution 2023-37, a resolution ratifying the Parks Department Background Checks Policy approved by the Parks Board. Motion: Alderman Roberson Second: Alderman Martin Vote: Passed Unanimously 3. Reading of Resolution 2023-38, a resolution authorizing the Mayor to enter into an agreement with Livebarn, Inc. for providing livestreaming video services at the in-line hocky rinks of Volunteer Park. Parks Director Andy Gilley stated this agreement would provide a service to the Hendersonville residents as well as providing the city with additional revenue. It would also provide additional cameras for security due to vandalism. Motion: Alderman Roberson Second: Alderman Martin Vote: Passed Unanimously 4. Reading of Resolution 2023-39, a resolution authorizing the Mayor to enter into an agreement to host the TMSAA Baseball and Softball State Championships. Parks Director Andy Gilley stated this event is a great one to have to encourage tourism within the city. Sixteen teams between baseball and softball plan to attend this event. Trash Collection Update Public Works Director Sarah Lock reported there were a couple of significant peaks in trash collection last month. Most of the trash missed was from Monday misses. She advised they will be working with Waste Pro to get the issues resolved. 6. Sanders Ferry Greenway – Corps Lease: Public Works Director Sarah Lock advised that a change order has been assigned and there is a new completion date of 11/17/23. Mayor Clary discussed the possibility of leasing additional property along the trail from the corps so the City could provide additional maintenance. Leasing the additional property would not require the City to provide additional maintenance but it would be an option. 7. Limb Brush Collection (verbal update): Public Works Director Sarah Lock reported they have received proposals from the On- Call Limb and Brush Collection bid. An award has been made and the services will now be available in the event of another emergency. 8. Mustang Lane School Traffic (verbal update): Public Works Director Sarah Lock reported that there have been some circulation improvements made that have resulted in less back up on the main road. 9. Light Synchronization Update (verbal update): Public Works Director Sarah Lock advised the project is moving along as planned. All conduits have been installed and testing on fiber is currently being done. The fiber is scheduled to be installed within the next week or two. Phase two is currently in the NEPA review process. 4 10. Other Business: Mayor Clary reported The Sons of the American Revolution have asked if they can place a marker in honor of William Henderson outside of City Hall. Mayor Clary is planning to bring an ordinance or resolution to the board soon. Adjournment Motion: Alderman Martin Second: Alderman Roberson Meeting adjourned at: 5:58pm __________________________________________________ Mark Skidmore, Chairman 5  RESOLUTION 2023-45 Sponsor: Clary A RESOLUTION TO PLACE A HISTORICAL MARKER AT CITY HALL HONORING WILLIAM HENDERSON, FOR WHOM THE CITY OF HENDERSONVILLE WAS NAMED, TO BE FUNDED BY THE NATIONAL SOCIETY OF THE SONS OF THE AMERICAN REVOLUTION WHEREAS, Captain William Henderson was a Revolutionary soldier who moved to Sumner County in the late 1790’s with his wife, Lockey Trigg, and later bought property between Sanders Ferry and Walton Ferry Roads, upon which they built a log home; WHEREAS, William Henderson became the first postmaster for the City in 1801, and was succeeded in office by two of his sons, Bennett, who served until 1811, and Littleton, who served until 1815; WHEREAS, the City of Hendersonville was ultimately named for William Henderson; WHEREAS, William Henderson was buried on a site in the City where a current historical marker sits honoring him which is located on West Main Street (U.S. 31E) just west of Sanders Ferry Road, on the left when traveling west, at or near the address of 177 West Main Street, Hendersonville; WHEREAS, the City has been approached by The National Society of the Sons of the American Revolution offering to provide the funds for the costs associated with erecting such a historical marker at City Hall; and WHEREAS, the City desires to place this historical marker at City Hall honoring William Henderson for his service to the City, and for whom the City of Hendersonville was named: NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF MAYOR AND ALDERMEN OF THE CITY OF HENDERSONVILLE, TENNESSEE, that the City hereby authorizes the placement of a historical marker at City Hall honoring William Henderson, for whom the City of Hendersonville was named, the costs of which to be funded by The National Society of the Sons of the American Revolution. STAFF REPORT REPORT PREPARED BY: Jamie Clary BACKGROUND: 1 A local chapter of the Sons of the Revolution recently approached the mayor, asking to commemorate William Henderson, a soldier of the U.S. Revolution. Henderson became the community’s first postmaster. The small, farming area around what is now Sanders Ferry, Walton Ferry, and Gallatin roads became known as “Hendersonville”. DISCUSSION: 2 Keith Free and Sarah Lock will work with SAR to determine the best location for the marker at City Hall. Henderson is believed to be buried close to the intersection of Sanders Ferry and Gallatin roads, where his house once stood. The definite site of his burial is not known. With that uncertainty, the SAR feels that the city offices of the city bearing his name would be the best site for this marker. FISCAL IMPACT: 3 None. The SAR chapter has committed to paying for the marker.
