Resident Tahi Jay gave two suggestions on ways to improve the left-hand turn from Center Point onto Caldwell Drive. Resident Thai Jay also inquired about how many lane miles were in the City and how much it costs to pave a lane mile. 2 Ordinances & Resolutions 1. Reading of Resolution 2024-27, a resolution to adopt a private outdoor fee-based activity permit and policy in city parks as recommended by the Board of Parks and Recreation. Reading of Resolution 2024-29, a resolution authorizing the city’s Department of Parks and Recreation to apply for a Property Conservation Grant with Public Entity Partners. Trash Collection Update Public Works Director Sarah Lock reported the daily trash misses have significantly improved since implementing the new contract July 1st, 2024. Discussion ensued. 4. Light Synchronization Public Works Director Sarah Lock reported that the city is currently working on providing additional documents that are required to move from the design phase to the construction phase. The construction phase is still on schedule to start in the first quarter with a one-year timeline. 5. Sanders Ferry Railing Bid Result Public Works Director Sarah Lock reported the only bid submission the city received was from Adams Constructing LLC. The price they proposed was $211,000.00. The Committee did not recommend moving forward. 3 6. Residential Speed Limit Alderman Roberson requested during the next meeting to consider implementing an ordinance to change the default speed limit. It is currently set at 30MPH, and he would like to consider setting it at the de facto speed limit of 25MPH. Chairman Skidmore requested Alderman Roberson work alongside staff on this ordinance to have something prepared for next meeting. 7. Other Business Alderman Roberson inquired about the process of donating a bench to the city. Director Andy Gilley stated if it is a memorial bench, it will need to be approved by the Parks Board. Regular benches can be donated and set at any time. Public Works Director Sarah Lock stated the city is making progress on paving. It is roughly 270 miles of road, and lane miles would be a multiple of that depending on lanes per roadway. Public Information Officer Casey LaMarr stated our PIP website is now live. Motion to Adjourn Motion: Alderman Roberson Second: Alderman Martin Vote: Approved Unanimously Adjourned: 5:42pm ________________________________ Mark Skidmore, Chairman 4  ORDINANCE 2024-16 Sponsor: Roberson THE SAFE NEIGHBORHOODS ORDINANCE AN ORDINANCE TO BE KNOWN AS THE SAFE NEIGHBORHOODS ORDINANCE, AMENDING THE HENDERSONVILLE MUNICIPAL CODE, TITLE 15, MOTOR VEHICLES, TRAFFIC AND PARKING, CHAPTER 3, SPEED LIMITS, TO REVIEW AND ADDRESS SPEED LIMITS PARTICULARLY IN RESIDENTIAL AREAS OF THE CITY OF HENDERSONVILLE, TENNESSEE WHEREAS, the safety and well-being of all residents, pedestrians, cyclists, and motorists within the City of Hendersonville, Tennessee (the “City”) are of paramount importance to the City, particularly in residential areas; WHEREAS, excessive speeds in residential neighborhoods is a growing complaint that increases the risk of accidents, injuries, and fatalities, particularly for pedestrians, cyclists, and children playing near streets, and threatens the public safety; WHEREAS, residential areas are home to families, children, elderly individuals, and others who are susceptible to the dangers of speeding vehicles; WHEREAS, the City recognizes that appropriate speed limits and other safety measures are essential for ensuring safe and efficient transportation, reducing traffic accidents, and protecting vulnerable road users; WHEREAS, the City’s default speed limit where it is not otherwise posted by official signs is thirty (30) miles per hour as outlined in Hendersonville Municipal Code §15-301, which currently provides as follows: 15-301. In general. It shall be unlawful for any person to operate or drive a motor vehicle upon any highway or street at a rate of speed in excess of thirty (30) miles per hour except where official signs have been posted indicating other speed limits in which cases the posted speed limit shall apply. WHEREAS, some residential neighborhoods currently have posted speed limits of twenty-five (25) miles per hour, while others may have higher limits; WHEREAS, the City is committed to creating a safe environment in all residential neighborhoods through the careful evaluation and implementation of appropriate safety measures in residential areas as necessary: NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF MAYOR AND ALDERMEN OF THE CITY OF HENDERSONVILLE, TENNESSEE, as follows: Section One. The Hendersonville Municipal Code, Title 15, Motor Vehicles, Traffic And Parking, Chapter 3, Speed Limits, is hereby amended by modifying Section 15-301 to the extent that the word “thirty (30)” shall be substituted with “twenty-five (25)” to read as follows: 15-301. In general. It shall be unlawful for any person to operate or drive a motor vehicle upon any local highway or street at a rate of speed in excess of thirty (30) twenty-five (25) miles per hour except where official signs have been posted indicating other speed limits in which cases the posted speed limit shall apply. 5 Section Two. The Public Works Department shall be authorized to take other traffic calming measures according to best practices and measures to address excessive speeds on public streets as warranted. Section Three. The funding of this Ordinance shall be addressed at the Mid-Year Budget review, and the implementation shall begin, as well as the date on which this amendment to the Hendersonville Municipal Code shall be effective, on ____________ <30 days after mid- year budget> Section Four. REPORT Jesse Eckenroth – Chief of Operations REPORT PREPARED BY: Sarah Lock – Public Works Director BACKGROUND: 1 The topic of consistency with residential speed limits has been discussed in public meetings and with city staff, specifically related to whether 25MPH speed limits can be posted along all local residential streets that do not function as and are not classified as Collectors or Arterials. Excessive speeds in residential areas are a growing complaint that could increase the risk of accidents, injuries and fatalities; they are a threat to public safety. The criteria for setting speed limits are outlined in the Manual of Uniform Traffic Control Devices (MUTCD), and requires that speed limits be established: A. Statutorily – a maximum speed limit applicable to a particular class of road that is established by law or B. As altered speed zones - based on an engineering study. DISCUSSION: 2 The City’s current statutory speed limit is 30mph, where not otherwise posted. Speed limits posted that differ from the statutory speed limit are to be posted based on the results of an engineering study. Many residential areas have posted speed limits of 25MPH but there are also many that are posted 30MPH or 35MPH. Some are not posted at all and are subject to the statutory speed limit of 30MPH. Differing speed limits in different residentially zoned areas are primarily a reflection of lot size/density and roadway classifications (Collector/Local) and geometric characteristics (width/curvature/line of sight), as well as their design being based on standards at the time of plan approval/construction, which have changed over time. The expectation of residents is to have consistent local residential speed limits along all local residential streets to condition drivers to abide by the lower speed limits. Setting the statutory speed limit at 25MPH would accomplish this. Local residential areas that are not classified as, and/or do not function as, Collectors and Arterials and are posted with speed limits that exceed 25MPH are proposed to be posted at the lower, proposed statutory speed limit of 25MPH. Local residential streets that are not posted will not be posted with this change but would be subject to the statutory speed limit of 25MPH. Any Collectors and Arterials that are not currently posted due to the 30MPH statutory speed limit are proposed to be posted at 30MPH if the statutory speed limit is reduced to 25MPH. All other speed limits will be evaluated on a case by case basis per the current operating procedure for speed limit evaluations. 8  2 The City of Hendersonville has an active Neighborhood Traffic Calming Program that considers options such as: Reduced lane widths, bike lanes, radar speed limit signs, rumble strips, speed tables, traffic circles, and/or speed limit reductions in concert with other traffic calming measures. EMS, Fire and Police support non-intrusive options that don’t impact emergency response times such as reduced lane widths with pavement markings, bike lines and/or radar speed limit signs. It is anticipated that the statutory speed limit change will result in additional requests for traffic calming that will ultimately qualify for the municipal program. It is recommended that the program be funded as an independent line-item in the budget. FISCAL IMPACT: 3 The most significant cost realized will be signs and signposts, if completed by City staff. The assemblies are approximately $200 each. The high-level estimate of the cost to replace existing signs and/or install new signs with posts is $169,000. *The estimated impact will require field verification of total quantities for replacement and for new installation. The cost of traffic calming measures would typically range between $4,000 to $30,000 per treatment but could be more, depending on the traffic calming measure(s) utilized.
