OFFICIAL PROCEEDINGS CITY OF HERREID, SOUTH DAKOTA February 8, 2021 The Herreid City Council was called to order by Mayor Gary Weismantel on the above date at 7:30pm at City Hall. The following members were present: A. Dupper, P. Weisbeck, K. Rossow and A. McNeil, with K. Haar, and R. Rossow attending via Zoom. Also present were: M. Neeley, Finance Officer; R. Goehring, Maintenance Supervisor; Orland Geigle, Prairie Pioneer; Sandy Weismantel, pool committee. Moved by Dupper seconded by McNeil to approve the agenda. All members present voted aye, motion carried. Moved by McNeil seconded by Weisbeck to approve the minutes from January 4, 2021. All members present voted aye, motion carried. K. Problem Resolution Forms-none received. Building Permits-none received Public Comments Council members discussed appreciation and desire to have public input but expressed concerns that social media posts can reflect negatively on the community. Council members encourage citizens’ complaints/concerns to be submitted via the problem resolution forms and/or addressed at City Council meetings. Old Business 2020 Pool Project Heard from Dick Werner that a pool committee has been created, including: Dick Werner, Heidi Meidinger, Sandy Weismantel, Kevin Wientjes, Adie Dupper, Melinda Neeley, and Corrina Beck. The committee will begin meeting and discussing fundraising ideas soon. Funding in place to date includes: City’s commitment $250,000; LWCF Grant $230,000; HAHD (Queen of Diamonds proceeds) $70,000; HCF $30,000 for a total of $580,000. Due to COVID and other extenuating circumstances the project completion date will likely be moved back to summer 2023. Housing Heard from Dick Werner that HAHD board includes: Dick Werner, Carina Flemmer, Deb Schuetzle, Nicole Meier and Justin Goehring, holdings include: 8 plex, 4 plex, trailer house by Baptist Church, and new twin home-all are at 100% occupancy. There has been an influx of families/workers from PIC into town and very few homes, both rental and for sale are left on the market. Sewer Project Heard that the next construction meeting is TBD in the Spring of 2021. Discussed outstanding issues and need to communicate with residents to submit issues to City Hall. FO Neeley has received some notices back in the mail and will send mailers again with the February bills. Snow Removal-no update Drainage Heard that invoices are being paid. Stray Cats Discussed the importance of spay and neuter for stray cats, to prevent overpopulation. Dupper explained that strays that have been spayed or neutered will have a notch in either ear. Municode-Animal Code Draft code was typed from Dupper’s notes and distributed. Council members will read and give feedback to FO Neeley. FO Neeley will share with City Attorney and share suggestions/recommendation at next meeting. Municode-Service Agreement Moved by Weisbeck, seconded by K. Rossow, to approve Municode self-publishing software service agreement as the next step in recodification. All members present voted aye, motion carried. Cemetery No update Fitness Center Heard that Silver Sneakers has advised that they are backlogged due to COVID and will be in contact with the City at a later date. Community Access Grant Hear that the City was not approved for the Community Access Grant that was submitted for street work near Agtegra. New Business Conferences Trainings Discussed need for training for new FO Neeley, and Maintenance Goehring as so many sessions were cancelled due to COVID last year. Moved by McNeil, seconded by K. Rossow, all members present voted aye, motion carried to send Neeley and Goehring to South Dakota Association of Towns & Townships, (SDATAT) Annual Meeting, Neeley to SDML HR and FO School, Neeley and City Attorney Mark Kroontje to SDML Code Enforcement School, and Maintenance Goehring to SDML Street Maintenance School. Neeley is to apply for available scholarships with SDML to see if any costs can be offset. South Dakota Association of Towns & Townships Moved by Weisbeck, seconded by K. Rossow all members present voted aye, motion carried to joint SDATAT. American Prairie Corridor-“Mayor’s Monarch Pledge” Heard that the American Prairie Corridor has asked the City to complete the National Wildlife Federation’s Mayor’s Monarch Pledge, to support efforts to save the Monarch butterfly as Herreid is located along a migratory path of Monarchs between Canada and Mexico. Moved by Weisbeck, seconded by K. Rossow to complete the Mayor’s Monarch Pledge, all members present voted aye, motion passed. Senior Center-cleaning Discussed need for regular cleaning at the Senior Citizen Center. Moved by K. Rossow, seconded by McNeil, all members present voted aye, motion passed to pay Carol Ottenbacher $20/cleaning to clean the Sr Center as needed, following rentals. Board of Equalization 2021 meeting will be on Monday, March 15th, tentatively set for 6:30PM, with plans to re-asses time at next meeting in light of County Assessor’s availability and number of appeals received. Code Enforcement Heard Code Enforcement $1,500 retainer for 2021 is due, moved by Dupper, seconded by Haar, all members present voted aye, motion passed to approve. SDML Annual District Meetings via Zoom District 7 March 24th 5:30PM Suggestion was made that those wishing to attend can participate via laptop at City Hall. FO Neeley has a sign up sheet for interested council members. NECOG 2020 Performance Report was reviewed. Library request Heard that Annette Heinle has submitted receipts for reimbursement from 2021 library budget, included in additional claims. Discussed need to solicit community interest in assisting with the library-additional or extended hours? Herreid Yearbook Heard the School yearbook committee is seeking sponsors. In the Maintenance Report: Maintenance Goehring reported he has been completing online trainings and renewing his certifications. Goehring asked about an old estimate for a new generator at the lift station and was advised to get a new estimate for a propane replacement. Maintenance equipment age and condition was discussed, Goehring was asked to get state bid information on a new City pickup, as it is a 2000 and may need to be replaced prior to the other machines. Goehring reported that per Myron Rieker, a new service panel is needed at the water tower and was directed to move forward with the project as regular maintenance. In the Finance Report: Fund balances, expenditures, revenue accounts, sales tax receipts, and delinquent utility accounts were reviewed. Neeley was directed to mail copies of delinquent account balances for rental houses more than 90 days delinquent to property owners. Heard that Neeley will be watching sewer fund balances closely as loan payments for the Sewer Project are now due monthly, and that Council may want to discuss funding the new sewer reserve account in full from general fund reserves. Neeley reported that the City has received $25,966.06 in COVID reimbursements, and that no further reimbursements are expected at this time. Neeley reminded Council members that petitions are available at City Hall for the 2021 election. Executive Session At 9:12PM Dupper moved, McNeil seconded to go into Executive Session pursuant to SDCL 1-25-2 (1) personnel. All members present voted aye; motion carried. At 9:29PM Mayor Gary Weismantel declared the council out of Executive Session, no action was taken. The next regularly scheduled Council meeting will be Monday, March 1st at 7:30pm.
