The Herreid City Council was called to order by Mayor Gary Weismantel, via Zoom, on the above date at 7:30pm at City
Hall. The following members were present: A. Dupper and K. Rossow, R. Rossow, P. Weisbeck, Lacy Fuehrer, and K.
Haar. Also present were: M. Neeley, Finance Officer; R. Goehring, Maintenance Supervisor; Orland Geigle, Prairie
Pioneer; Kevin Wientjes, HEDC, Abbie McNeil, Tim McNeil, Pete Brandner, Steve Berndt, Holly Randall, Brad Schuetzle,
and Brady Vander Vorst.
Moved by K. Rossow, seconded by Haar to approve the agenda. All members present voted aye, motion carried.
Moved by Dupper, seconded by Weisbeck to approve the minutes from the May 3, 2021 meeting. All members present
voted aye, motion carried.

Sheriff’s Report for April 2021 was reviewed.
Problem Resolution Forms-none received.
Building Permits
Moved by Dupper, seconded by Fuehrer, all present voted aye, motion carried to approve building permit for Lance
Vander Vorst at 310 Birch St NE to move a 24x20 storage shed onto his lot.
Public Comments
Heard that a request was received to place a “no parking” sign at the alley between Main and Elm between 4th and the
pool. FO Neeley is to contact the owners in the area to gather more information regarding the issue.
Heard that Agtegra has requested the city consider placing speed bumps on Highway 83 and Railway Ave near their
location. Agtegra is concerned about traffic and employees crossing the streets. Issue is to be referred to SDDOT as part
of the planning grant.
Small Communities Planning Grant discussed the SDDOT meeting held earlier in the evening and the surveys that are
available for community members to complete and submit. The surveys will help SDDOT identify traffic and
transportation issues in town.
Heard that Andrew VanKuren of the American Legion is completing paperwork to request SDDOT authorize a main
street parade in conjunction with the Vietnam Veterans wall that will be in town the last weekend in June.
Old Business
Pool-A. McNeil submitted a time sheet and invoice, requesting the city pay her for her work with the pool via payroll and
the time sheet, or as an independent contractor via the invoice. McNeil distributed a list of “pool operational safety
issues” which included concerns about the baby pool, staffing issues and the use of non-certified staff, the mechanical
room, equipment, etc. McNeil explained that she would be unable to continue in her role as pool manager unless the
issues were resolved. FO Neeley echoed concerns about the baby pool safety as guards are unable to access the space
without exiting the building and re-entering via the park door. Potential actions reviewed were consideration of
installation of a gate, a new guard chair, and a system for adults to request keys or access to prevent children from
accessing the space unattended. Discussion included past practice, swim at your own risk signage, and costs of
remediation in relation to the planned pool project. No action was taken.
Pool Project-engineering quotes-Three proposals were received: Helms $70,000, EngTech $71,500, and Ackerman
Estvold $96,500. Following review and discussion, including Helms’s involvement with the current sewer project, moved
by K. Rossow, seconded by Fuehrer to accept the proposal from EngTech. FO Neeley will follow up with Land and Water
Conservation to determine the timing requirements for contract execution.
Sewer Project-Construction Meeting-FO Neeley will follow up with Brandon Smid of Helms to determine when the next
construction meeting will occur. Discussion involved paving of Railway Ave and potential drainage issues as a result of
the pavement height on N. Dyke St.
Streets-Paving NE corner of town-Holly Randall, Pete Brandner, Kevin Wientjes, Brad Schuetzle, and Brady Vander Vorst
were present to request that the streets bordering their homes be paved. Residents thanked the city for completing
base work to the roads last fall and asked the city to consider paying for the asphalt work, council discussion involved
the cost of the project-approximately 5 blocks at $13,200 per block, totaling $66,000. Council indicated that residents
would need to share in the cost of the project, as has been past practice for initial paving projects. Further cost sharing
methods were discussed, FO Neeley is to contact the city Attorney to determine what steps are required to move
forward with the project and schedule a special meeting for discussion.
Estimate for work on 6th Ave-Jensen Rock and Sand estimated the project at $82,194.35 residents asked who was
responsible for the cost of the asphalt work, as it was not part of the sewer project. Council responded that the original
asphalt work was paid for by the property owners and that this paving was repair work, funded through the annual
funds budgeted for street repair.
Small Communities Planning Grant-the SDDOT survey was discussed, citizens are encouraged to complete the survey
which is available online or hardcopy in City Hall.
Drainage-Discussed the progress that has been made on the east side of town near 201 2nd Ave E , and the need to
address issues west of City Hall near 202 2nd Ave NW.
Emergency Siren-Heard that the FAA reports the request is still pending-no new information is available.
Code Enforcement-Heard that a vacant home on NW 2nd Ave has been sold and the new owner plans to tear the house
down this fall. Maintenance Goehring advised that there is room at the rubble site and that the home can be disposed of
there if demolished and sorted appropriately.
Cemetery Perpetual Fund-Donation-Heard that David and Patty Hanson complimented the condition of the cemetery-
both the cleanup work sponsored by Carol Quenzer Shoquist and the yard maintenance completed by Maintenance
Goehring, and made a donation to the Perpetual Fund. Council thanks the Hansons for their contribution.

Peddler/Vendor fees- Heard that Section 2 of Chapter 25 of the City Ordinance establishes a license fee of $10 or $5 per
day, depending upon the products sold, for “peddlers, hawkers and transient merchants”. Additionally, FO Neeley
reported that he SDDOR recommends the city verify the vendor possesses a sales tax license which will then require the
vendor to collect and submit state and city sales taxes.
Zoning change request-Kost-at 8:47pm, moved by Dupper, seconded by K. Rossow to adjourn as City Council, all member
present voted aye, motion carried. Moved by R. Rossow, seconded by Haar to meet as the Board of Adjustment, all
member present voted aye, motion carried. No members of the public were present to contest the re-zoning request of
Clinton Kost to change the zoning classification R-1 residential district to B-1 general business district in regard to the
following described property: 50’x104’ of unplotted Sect 8-127-76 lwcl, Herreid, Campbell County, South Dakota, less
easements, reservations and rights of way of record, from R-1 to Light Industrial. Moved by Weisbeck, seconded by
Dupper to approve the re-zoning request, all members present voted aye, motion carried. At 8:49pm moved by K. Rossow,
seconded by R. Rossow to adjourn Board of Adjustment meeting, all members present voted aye, motion carried.
At 8:49pm, moved by K. Rossow, seconded by Fuehrer to convene as Herreid City Planning Commission, all members
present voted aye, motion carried. No members of the public were present to contest the request for a zoning exception
made by Tammy Mills. Mills requested a zoning exception to allow a day care (nursery school) at 202 4th Ave NE, which
is zoned as R-1 residential. Moved by K. Rossow, seconded by Fuehrer to approve the exception, all members present
voted aye, motion carried. At 9:51 moved by R. Rossow, seconded by Weisbeck to adjourn as Herried City Planning
Commission, all members present voted aye, motion passed.
At 9:51, Mayor Gary Weismantel called City Council back to order.
Marijuana Ordinance-Kroontje-Reviewed and tabled a discussion regarding a sample ordinance, provided by the City
Attorney, to limit Marijuana dispensaries within city limits.
SD Mosquito Grant-Heard that the Mosquito Grant had been submitted.
Economic Development-Sr. Citizens Center-Heard that Steve Berndt had approached HEDC with a request to purchase
the Sr. Citizens Center to use as an office for his title company. Kevin Wientjes explained that HEDC had been
approached by another party who was also interested in the facility. FO Neeley reported that per SDML, bid laws
require property deeded to economic development to be used for public, charitable, or humanitarian purposes. Berndt
then asked the council to move forward with designating the building as surplus and allowing bids for purchase.
Discussion included the need to gather more information about the property and surplus process. The issue was tabled,
FO Neeley is to contact the city attorney.
Electric Power Station-heard from Wientjes that HEDC has been discussing potential grant funding opportunities with
Andrew VanKuren, Campbell County Economic Development for electric car charging stations. Wientjes explained that
Herreid is located halfway between Bismarck and Pierre, who both have charging stations. Council discussed potential
placement of the charging stations near the Community Center. No action was taken.
In the Maintenance Report:
Maintenance Goehring reported that Quenzer Electric provided an estimate of $27,750 for a Kohler generator for the lift
station. Goehring shared Quenzer’s quote was valid only thru June 30, as Quenzer has been advised that his cost will
increase to an unknown amount on July 1.The issue was tabled, and Goehring was directed to get additional estimates.
Goehring also shared updated pricing for a crew cab (4 door) pick up-both chevy and ford. No action was taken.
Goehring reported that he has been working on the pool, hanging banners, and mowing over the past month.
In the Finance Report:
Fund balances, expenditures, revenue accounts, sales tax receipts, and delinquent utility accounts were reviewed. Sales
tax revenue appears to be leveling off, and the Cemetery CD will be cashed in and forwarded to the Community
Foundation now that it has matured.
Executive Session – SDCL 1-25-2 (1) personnel-At 9:36pm Haar motioned, seconded by Dupper, all members voted aye,
motion passed to enter executive session. At 10:45 motioned by K. Rossow, seconded by Fuehrer all members present
voted aye, motion passed to exit Executive Session. Moved by R. Rossow, seconded by Fuehrer, via roll call vote, all
members voted aye, motion passed to approve the following: Kaitlyn Beck, Pool manager at $12.00/hr; Maggie Neeley,
Mason Neeley, Matthew Neeley, Cheyenne Wurtz, Abbie McNeil, and Melinda Neeley Lifeguards at $9.75 initial rate,
with increases at the 100-hour intervals approved previously; Alexis Goehring Pool Desk $9.50/hr; Aubriana Diaz, Angel
Mills, Tatiana Mills, Kabrina Haar, Hailey Haar, Layla Haar Pool Desk $9.50/hr-if lifeguard certification is completed they
will work as guards at the corresponding rate. Nick Deibert-if lifeguard certification is completed-he will be unpaid to
attend the training but will be hired as a Lifeguard at the $9.75 rate, with increases at the 100-hour intervals previously
approved. Abbie McNeil is to be paid the Lifeguard rate for the hours reported on the timesheet submitted. Melinda
Neeley is to be paid the Lifeguard rate for hours stationed in a guard chair, and FO rate for hours spent training staff.
Lifeguards who agree to work for the City will be charged $50 to participate in certification training, those who were
previously trained and paid the full rate for training will have the amount paid over $50 reimbursed. All Lifeguards,
upon completion of 100 hours of work will be reimbursed the $50 cost for certification. Further some previous pool
staff, both certified and non-certified who have worked for the pool at least 3 past seasons, will be asked to assist with
swim lessons at the Lifeguard rate of $9.75/hr.
Council expressed agreement with some of the safety issues identified by McNeil, indicating that Pool Manager Beck
would be instructed to secure new signage. FO Neeley was directed to purchase new safety equipment and prepare
copies of contact information for pool staff to be shared with Beck.
The next regularly scheduled Council meeting will be Tuesday, July 6th at 7:30pm.
With no further business, moved by Dupper, seconded by R. Rossow, all members present voted aye, motion passed,
meeting was adjourned at 11:09PM.
