OFFICIAL PROCEEDINGS CITY OF HERREID, SOUTH DAKOTA March 7, 2022 The Herreid City Council was called to order by Mayor Gary Weismantel on the above date at 6:32pm at City Hall. The following members were present: K. Rossow, P. Weisbeck, A. Dupper, L. Fuehrer, and Mayor Weismantel. Also, present were: C. Dodds, Finance Officer; R. Goehring, Maintenance Supervisor; Orland Geigle, Prairie Pioneer; Rick Quaschnick, CAG; Dick Werner, HAHD; Todd Pudwill, TP Contracting; Pete Brandner, Camp 83; Ted Dickey, NECOG (via=zoom). Not present were members: R. Rossow and K. Haar. Moved by A. Dupper, seconded by L. Fuehrer to approve the agenda. All members present voted aye, motion carried. Moved by A. Dupper, seconded by P. Problem Resolution Forms-none Building Permits- none Public Comments- Rick Quaschnick, CAG, presented the council with updates and 2022 projects for the Community Center. The CAG would like to have a new cell phone booster installed at an approximate cost of $587.00 and the doors on the SE corner will be replaced and re-keyed for approximately $5,800.00. The CAG would like to purchase a new stepladder to replace the one that went missing. They are currently waiting for a couple quotes to replace 4 speakers and 2 cordless mics, paint walls, repair woodwork, replace carpet and the flooring. R. Quaschnick mentioned that they have access to some 4” trim at a discounted price to use in the restroom. CAG would like use mainly local businesses for all the work. R. Quaschnick also mentioned that the hole in the wall has not been fixed like members of the Wolverine Youth Wrestling had stated during a previous meeting. OLD BUSINESS: Board of Equalization Mtg. – Date changed from March 14, 2022 to March 21,2022 at 7:00 pm. SDML Dist. 7 Mtg.- Herreid will send 8 to the March 22, 2022 District 7 annual dinner/meeting for $26.00/pp. Fitness Center Door Lock- Maintenance Goehring ordered a new lock from Herreid Lumber that will require a keypad code or cellular phone for entry and can provide up to 250 different access codes. NEW BUSINESS: Connecting Sewer on 10th Avenue- Todd Pudwill and Pete Brandner expressed their concerns regarding the sewer located on the Brandner property. P. Brandner paid for the sewer work to be done on his property in 2000. He would like to be compensated since the city would need to connect to the sewer line on his property. P. Brandner would allow access and future easement if the city handled all paperwork, legal fees, and could come up with an agreed upon price to reimburse him for previous work done. A. Dupper offered to consult with attorney to have more information at the next regular meeting before they decide. NECOG- Ted Dickey spoke to the council about seeking funding for replacing the city’s current water tower. The city will obtain cost estimates for the project from Engineers and submit an application for grant funds by May 1, 2022 in order to move forward with the project. Moved by P. Weisbeck, seconded by K. Rossow to hire an engineering firm to put together a cost estimate for the construction of a new water tower. All members present voted aye, motion carried. With further business, meeting was temporarily adjourned at 7:08pm by Mayor Weisbeck to discuss the Special Meeting scheduled at 7:00pm. The regular meeting was declared back in session by Mayor Weisbeck at 7:11 pm. Maintenance Report- Maintenance Goehring reported that in addition to monthly maintenance on streets, sewer, water, buildings & equipment, 3 separate sewer problems arose last month which led to finding large amounts of asphalt dumped down several manholes which cause blockage; the tree pile was burned at the rubble site; blinds were added to the window between the fitness center and maintenance center. Maintenance Goehring said contractor still plans to come out to replace 3 photo eyes and streetlights. Finance Report- FO Dodds distributed February 2022 reports for fund balances, expenditures, revenue accounts, sales tax receipts for the board to review. FO Dodds shared a short punch list of concerns that have been submitted by residents. Delinquent utility accounts were reviewed and notices will be sent out to billing customers who are 60 days 2 overdue on March 16, 2022. Council tabled all other decisions regarding delinquencies and plans to revisit during the upcoming March 21, 2022 meeting. The next regularly scheduled Council meeting will be Monday, April 4, 2022 at 6:30pm.
