OFFICIAL PROCEEDINGS CITY OF HERREID, SOUTH DAKOTA June 13, 2022 The Herreid City Council was called to order by Council President, Adrienne Dupper, on the above date at 7:25pm at City Hall. The following members were present: K. Rossow, P. Weisbeck, B. Vander Vorst and R. Rossow. Also, present were: Orland Geigle, Prairie Pioneer; Kayla Huber, Fresh Start Market; Robert Weisbeck, HAHD; Melinda Neeley, HEDC; Bruce Mitzel, city resident; Kevin Wientjes, HEDC; and Andrew Van Kuren, CCED & HEDC. Not present were members: L. Fuehrer and Mayor G. Weismantel. Moved by K. Rossow, seconded by R. Rossow to approve the agenda. All members present voted aye, motion carried. Moved by P. Rossow, seconded by R. Rossow to reject all bids. All members present voted aye, motion carried. Motion made by K. Rossow, seconded by P. Weisbeck to advertise and rebid for the pool project. All members present voted aye, motion carried. Sheriff’s Report – May 2022 report was reviewed. Motion made by K. Rossow, seconded by P. Weisbeck to sign the letter of commitment to the Warhawk District Natural Hazard Mitigation Planning Effort. All members present voted aye, motion carried. Problem Resolution Forms-none Permits- 1. Chester Saylor to remove structure located at 103 3rd Avenue NE, Herreid SD, and build a pole building approximately 50’x 80’ for storage/rental at an estimated cost of $200k. 2. Brady Vander Vorst to build a new 16’x 12’ storage shed and an additional permit for a new 42’x 32’ 3-stall garage located at 206 10th Avenue NE, Herreid SD. 3. Herreid School to build an addition at 4th Avenue & alley between Elm and Tower Streets. (next to current shop) The Herreid School addition is expected to be a wood structure w/tin exterior, 32’ x 50’ at an estimated cost of $85k. 4. Lance Vander Vorst to build a new 12’x24’ wood storage shed located at 307 Birch Street, Herreid SD. Motion made by K. Rossow, seconded by P. Weisbeck to approve all building permits. All members present voted aye, motion carried. Public Comments- Council discussed enforcement and the continuing problem with jake brakes within city limits. Also discussed truck traffic destroying the road from Tower to Main. B. Mitzel spoke to council about a water leak in his yard. Maintenance Goehring had marked the leak to monitor, but is still pooling and K. Rossow volunteered to go look at it for him to see if there was anything the city needed to do. OLD BUSINESS: SDDOT Master Transportation Plan- Tabled until June 27, 2022. Paint update regarding city storage building- city to provide paint- up to resident if they would like to paint it or not. NEW BUSINESS: 2 HEDC- K. Wientjes spoke to the council about acquiring the Senior Citizens Center to rent out as a commercial space and has found a vet business operated by Brittany Rossow that is willing to rent it out immediately. City council would like to seek legal advice before moving forward. K. Wientjes also discussed the budget in the upcoming years and encouraged the city to review the Centerville ordinance that references issuing fines to owners of commercial buildings that sit empty or that is used as storage. Council would like to talk to the city’s attorney regarding this topic as well and address the Centerville ordinance at the next meeting. A. Van Kuren was approved by council to ask Ted Dickey, NECOG, to refund the HEDC revolving loan fund. Fire Hall-none. Street Dance & Poker Run Road Closure- Motion by K. Rossow, seconded by P. Weisbeck to approve the road closure on 2nd Avenue between Elm Street and Main Street during the upcoming Street Dance and Poker Run for the all school reunion on June 17-18, 2022. All members present voted aye, motion carried. Code Enforcement Report- Council tabled the reports and will look at them at the July meeting. Pool Employee Reimbursements- K. Rossow moved, R. Rossow seconded to reimburse pool employees a clothing allowance of $75 for trunks/t-shirt and $100 for 2-piece/1-piece suit. Certification/re-certification fees will be reimbursed after 100 hours worked by the employee. All members present voted aye, motion carried. Resignation Letters- Motion by K. Rossow, seconded by B. Vander Vorst to accept the resignation letters of FO Dodds and Maintenance Supervisor Goehring. All members present voted aye, motion carried. Maintenance Report- none Finance Report- reviewed Executive Session R. Rossow moved, K. Rossow seconded to hire Brett Van Vugt as Maintenance Personnel for the City of Herreid at a wage of $20/HR plus a $3.50/HR insurance stipend. All members present voted aye, motion carried. The next regularly scheduled Council meeting will be Tuesday, July 5, 2022 at 7:30pm.
