OFFICIAL PROCEEDINGS CITY OF HERREID, SOUTH DAKOTA DECEMBER 2, 2024 Herreid City Hall 102 Main St N. Herreid, SD 57632 I. Call to Order The Herreid City Council was called to order by Council President, Adrienne Dupper, on the above date at 7:30pm at the Herreid City Hall. II. Roll Call The following members were present: Adrienne Dupper, Kim Rossow, Brady Vander Vorst, and Troy Fuehrer. Mayor Gary Weismantel and members Bob Rossow and Canaan Winthrop were absent. Also present were: Keith Hall, Finance Officer; Brett Van Vugt; Maintenance; Karen Speidel, Selby Record; LeAnda Staebner, Prairie Pioneer; Don & Kathy Bohle, citizens. III. Approval of Agenda Moved by K. Rossow, seconded by Fuehrer to approve the agenda. All members present voted aye; motion carried. IV. Approval of Minutes Moved by Fuehrer, seconded by Vander Vorst to approve the November 4, 2024 meeting minutes. All members present voted aye; motion carried. V. Approval of Claims Moved by Vander Vorst, seconded by K. Rossow to approve the normal claims for November, 2024. All members present voted aye; motion carried. Moved by Vander Vorst, seconded by Fuehrer to approve the additional claims. Additional claims included one invoices from Todd Pudwill totaling $1,500.00 for sewer line service work. Problem Resolution Forms None VII. Public Comments None VIII. Old Business a. Pool Moved to Executive Session SDCL 1-25-2 (4) legal b. Property Platting Moved by K. Rossow, seconded by Fuehrer to approve a platting request from Frank and Milo Mitzel. All members present voted aye; motion carried. c. 2024-03 Supplemental Appropriations Ordinance (2nd Reading) Moved by K. Rossow, seconded by Fuehrer to approve the second and final reading of the 2024-03 Supplemental Appropriations Ordinance. All members present voted aye; motion carried. d. Rubble Site Held discussion concerning a recent land survey completed at the rubble site. No action was taken. e. Parking Issue Tabled for a later date IX. New Business a. Utility Bill Moved to Executive Session SDCL 1-25-2 (4) legal b. GIS Mapping Heard that the organization Midwest Assistance Program (MAP) offers to set up GIS mapping at no cost for cities and counties. The only cost would be the annual software fee that ranges from $300-$500. More discussion will be held on this topic later. No action was taken. c. 2025 Law Enforcement Agreement Moved by K. Rossow, seconded by Vander Vorst to approve the 2025 Law Enforcement Agreement with the Campbell County Sheriff’s Office for police services in 2025. The monthly cost will be $3,308.45 which is an increase of $195.65 from 2024. All members present voted aye; motion carried. d. Fee Schedule 2025 Moved by K. Rossow, seconded by Fuehrer to approve the reading of the 2024-04 Fee Schedule Resolution. All members present voted aye; motion carried. The resolution was an amendment to the City Fee Schedule and will raise the garbage collection rates by three percent beginning January 2025. e. Official Newspaper Designation for 2025 Moved by Vander Vorst, seconded by K. Rossow to designate the Prairie Pioneer as the city’s official newspaper for 2025. All members present voted aye; motion carried. X. Maintenance Report Heard from Van Vugt on a couple of minor updates. Van Vugt noted that the rubble site is now closed for the season and that he was working to repair the broken portion of the fence. XI. Finance Report Discussed delinquent utility accounts and reviewed financial reports. Heard that sales tax revenues are expected to meet or slightly exceed the 2024 budget figures. XII. Executive Session – SDCL 1-25-2 (1) personnel At 8:55pm, the motion was made by K. Rossow and seconded by Fuehrer to go into Executive Session pursuant to SDCL 1-25-2 (1) Personnel. All members present voted aye; motion carried. At 9:34pm, Council President Dupper declared the council out of Executive Session. No action was taken. XIII. Executive Session – SDCL 1-25-2 (4) legal At 7:37pm, the motion was made by Dupper and seconded by Fuehrer to go into Executive Session pursuant to SDCL 1-25-2 (4) legal. All members present voted aye; motion carried. At 8:19pm, Council President Dupper declared the council out of Executive Session. Upon coming out of Executive Session, a motion was made by Vander Vorst, seconded by K. Rossow to approve leaving a utility bill in question as is as of August 1, 2024. All members present voted aye; motion carried. No action was taken on the Pool matter. XIV. Next Meeting The next regularly scheduled Council meeting is scheduled for Monday, January 6, 2025 at 7:00pm. XV.
