SPECIAL BUDGET MEETING
July 23, 2024
The Herreid City Council was called to order by council President, Adrienne Dupper on the
above date at 7:34pm at the Herreid City Hall. The following members were present:
Adrienne Dupper, Kim Rossow, Bob Rossow, Brady Vander Vorst, and Canaan Winthrop,
while Mayor Gary Weismantel and council member Troy Fuehrer were absent. Also present
were Keith Hall, Finance Officer; Brett Van Vugt, Maintenance.
Motion was made by B. Rossow, seconded by Winthrop to approve the agenda. All
members present voted aye; motion carried.
Public Comments: Brief discussions were held on several topics including an alley sign,
some street sign placements, the airport, a question about the city’s senior meals donation
amount, and a claim that was posted in the June 10th minutes. During the airport
discussion, the topic concerned the condition of the airport and why it was still even open.
The council noted that the city is in the process of addressing that issue with the inspectors
and looking into possible options to address things. They also noted that at this point, the
airport is still passing its annual inspections.
Old Business:
Water Tower Project Update – Heard that Tyson, the project manager with Maguire Iron,
has set a tentative date of August 1st to begin the refurbish project on the tower. Tyson
joined the meeting via phone call to discuss details and to note that he has been working
closely with WEB Water, city maintenance, and the city finance office concerning startup of
the project. During the entire project, there will be a specialized pressure tank that will be
used to ensure the city is able to sustain maximum water pressure even when the tower is
empty. Also discussed was the replacement of the overflow pipe that will be needed to
bring the tower up to date. FO Hall will be using the city’s Facebook page and alert system
to notify residents of updates and important matters throughout the project.
New Business:
2025 Budget Planning– Discussion was held on several items to be considered in the 2025
budget. One of the main items discussed was South Dakota’s “Initiated Measure 28” (IM-
28), which is meant to remove food & grocery tax. FO Hall noted that if the measure passes,
it would go into effect on July 1, 2025 and would potentially have a substantial impact on
tax revenue for the city. It was agreed that should IM-28 pass, some project plans for 2025
may have to be postponed, some adjustments would likely have to be made, and going
forward, other sources of revenue would need to be discussed.
At 9:18pm, the motion was made by K. Rossow and seconded by B. Rossow to go into
Executive Session pursuant to SDCL 1-25-2 (1) personnel. All members present voted aye;
motion carried. At 9:48pm, council President Dupper declared the council out of Executive
Session. No action was taken.
The next regularly scheduled Council meeting is scheduled for Monday, Aug 5th at 7:30pm.
With no further business, the meeting was adjourned at 9:50pm
